Expression of Interest (EOI) for Setting up & operation of Digital Dispensary Centers with
Telemedicine facility including Video Consultation, Medication Dispensing & Pathology across
India.
WECS invites Expression of Interest (EOI) from a Company or an LLP or a Society registered under the
Companies Act, LLP Partnership Act or Societies Registration Act for Setting up & operation of Digital
Dispensary Centers with Telemedicine facility including Video Consultation, Medication Dispensing &
Pathology across India.
Objective of the EOI is to short list eligible bidders for second stage of the process who have requisite
technical and financial capacity for undertaking the project.
EOI document can be downloaded from the website www.wbtenders.gov.in. However at the time of
submitting the EOI document, the Bidder is required to submit a demand draft for an amount of Rs. 1,000/‐
(non refundable) in favour of “Webel Electronic Communication Systems Limited”, payable at Kolkata.
The EOI shall be submitted by 19 March 2018 at 12.00 noon in a sealed envelope. WECS reserves the right
to reject any or all quotation without assigning any reason whatsoever.

BACKGROUND:
Webel Electronic Communication Systems Limited (WECS) was incorporated on 18th September 1981 and
is a State Public Sector Unit (PSU) under Department of Information Technology & Electronics, Govt. of
West Bengal. The Company is located in its own building with the constructed area of 28375.73 square feet
over a land area of 0.9014 acres in the Salt Lake Electronic Complex at Plot-53, Block-DN, Sector-V, Salt
Lake City, Kolkata - 700091.
Since its inception in 1981, WECS had been engaged in handling projects in the areas of Electronics,
Security Surveillance Systems, Telemedicine, Telecommunications and IT & ITeS on turnkey basis.
WECS has proved its excellence is in the field of Telemedicine. WECS is the pioneer in executing the
Telemedicine projects with the cutting-edge technology in the Government Hospitals of West Bengal and
Tripura for more than 15 years.
This project aims to being assured quality primary health care to the personals with linkages to available
hospitals. The idea is to set up and run Digital Dispensaries for the unserved people across India. It has
been proposed that Digital Dispensaries can be set-up in the underserved areas across India. These
dispensaries should be digitally enabled with referral system to designated healthcare facilities.
ELIGIBILITY CRITERIA:
1. The bidder (Consortium is not allowed) could be a Company or an LLP or a Society registered under
the Companies Act, LLP Partnership Act or Societies Registration Act respectively and operating in
India for the last 5 years as on date.
2. The bidder should have overall revenue (gross income) of minimum Rs. 15 (fifteen) Crore from
IT/ITES/ Healthcare Projects in each of the last 3 financial years i.e. FY 2014-15, 15-16, 16-17.
Bidder should submit P/L, Audited Balance sheet duly signed by chattered accountant last 3
financial years (FY 2014-15, 15-16, 16-17).
4. The bidder should submit valid documentary proof of GST registration number, the details of
income tax registration (PAN) and valid trade license.
5. The bidder should have sufficient technical expertise and requisite infrastructure to manage this
type of healthcare business across India and should have more than 5 years experience in this field.
6. The bidder must have satisfactorily executed 03 similar projects each costing not less than Rs. 50.00
Lakh or 02 similar projects each costing not less than Rs. 75.00 Lakh during the last five years.
Similar project shall mean work experience in Hospital Management and/or Public Health
Management, Telemedicine in India/running hospitals in India in the major organization of Central

Government / State Government / Central Autonomous bodies / State Autonomous bodies / Central
Public Undertaking / State Public Undertaking or other government institute in India.
7. Letters of reference from past customers along with contact, address etc. of each customer should
be provided in order to show past performance in the execution of projects of a comparable nature
and complexity (Work Order/ Purchase Order and Successful Job Completion Certificate).
8. The bidder must have not been declared black listed / ineligible to participate for bidding during
last five financial years by any State / Central Govt / or PSU due to unsatisfactory performance,
breach of general or specific instructions, corrupt or fraudulent or any other unethical business
practices.
9. The bidder should submit availability of skilled man-power to handle (specific area) the projects and
also submit the escalation matrix of the company.
10. The bidder should have own brand products for Digital Dispensary Centers i.e. Integrated
Automated Medicine Dispenser with ability to handle atleast 120 SKUs. Refrigeration unit for
atleast 50 SKUs. The Dispenser must be integrated to the Telemedicine Terminal for automated
dispensing from the prescription itself and conduct immunological tests through RDKs and
Biochemistry tests i.e Alanine Aminotransferase / SGPT (ALT), Albumin (ALB), Alkaline phosphatase
(ALP), Amylase (AMY), Aspartate Aminotransferase / SGOT (AST), Calcium (CA), Carbon dioxide
(CO2), Cholinesterase (CHE), Creatine kinase or Creatinine Phosphokinase(CK), Creatinine (CREA),
Gamma Glutamyl Transferase (GGT), Globulin (GLOB), Glucose (GLU)Phosphorus (PHOS),
Thiobarbituric Acid test (TBA), Total Bilirubin (TBIL), Total Cholesterol (TC), Total Protein (TP),
Triglyceride (TG), Urea (Urea), Uric Acid (UA), Chloride (Cl), Potassium (K), Sodium (Na), Direct
Bilirubin (DBIL), Indirect Bilirubin (IBIL), HDL, LDL, Cholesterol (CHOL), CK-MB, LDH, α-HBDH,
Magnesium (Mg), GSP, etc. It would also integrate an X-Ray film scanner. Submit the related
technical documents.
11. The human resources shall be the sole responsibility of the service provider/bidder. The Manpower
may include Doctors: MBBS doctors with registration in Allopathic system, Specialist (MD/
DNB/equivalent) and other staff as stated. The bidder shall submit the credentials of all human
resources as a declaration.
1. The Bidder is required not to impose their own terms and conditions to the bid and if submitted, it
will not be considered as forming part of their bids. The decision of WECS shall be final, conclusive
and binding on the Bidder(s). In a nutshell, the Conditional Bid or Bid with deviations will be
summarily rejected.
2. After evaluation of EOI documents, the successful bidders in all respect may be call for discussion
and may be asked to submit financial bids. The bidder is required to extend the requisite support
after the evaluation by giving Technical Presentation /Demonstration /Arranging site visits (if
required) on “No-Cost No-commitment” basis.

3. A clause-by-clause compliance statement to all Sections of the EoI document is to be submitted in
the Technical Bid. A bid without clause-by-clause compliance statement to all the sections of the EoI
document including the eligibility criteria shall not be considered for evaluation and shall be
summarily rejected.

5. Please note that if any document/authorization letter/testimonies are found fabricated / fake, the
bid will be declared as disqualified. This may also lead to the black-listing of the bidder.
6. All the pages of the EOI documents are to be signed by the Bidder or the authorized representative
on behalf of the bidder along with the seal of the firm with date, which will be rejected otherwise.
7. Validity of the EOI would be one year i.e. 1st April 2018 to 31st March 2019.
SCOPE OF WORK:
The agency will setup and operate a comprehensive telemedicine based Primary Healthcare System and
give Video consultation of MBBS Doctors and Specialists, conduct investigation, dispense medicine across
the country. The system should be available for the people of underserved areas for OPD services with
approx.300 Sq. Ft. areas.
To furnish each digital dispensary centre with all equipment, instrument, furniture & fixtures, electrical
fittings, power back-ups (Inverters / DG set), software solution license for Telemedicine solutions with
Clinical Decision Support System (CDSS), investigations setup, Medicine Stock, painting & branding.
To manage & operate the digital dispensary centres with provision of manpower, internet
connectivity, laboratory & Pharmacy facility with generic medicine, providing comprehensive
Primary Healthcare including Doctor’s Video consultation, ANC, vaccinations, appropriate tests and
medicines to be delivered to each patient
AGREEMENT:
The contract period shall be for a minimum period of three years.
The successful agency should execute an agreement in non-judicial stamp paper, having a face value of
Rs. 100/- within 7 days from the date of notification of acceptance by the department for the due
fulfilment of the contract.
The stamp duty on the Agreement shall be borne by the successful agency.
