In the study related to Intake Well Site Location in Brahmaputra river near
Rajbhawan Guwahati, the latest version of 1-D HEC RAS model was adopted
primarily to examine the suitable site location as well as to estimate scour depth.
The channel plan form change study conducted in IIT Roorkee using multidate
Satellite Imagery along with Geographic Information System has indicated no
significant changes in the study site for intake well location on the river
Brahmaputra from the year 2008 to 2013. Thus the proposed intake well site
location is found to be stable and acceptable.
The following prime issues are essentially pertinent here before accepting any
claim on reliable & universally recognized development of 2-D / 3-D
mathematical river model for the Brahmaputra river having intricate channel
configurations.
Any claim on high degree of accuracy and universal acceptability of a 2-D / 3-D
mathematical model developed for desired simulation of turbulent unsteady flow
structure with sediment, bed and bank changes, fluvial landform changes for a
highly complex large braided alluvial river like the Brahmaputra must be
rigorously peer reviewed internationally as well as also must be published in high
impact factor research journals with adequate discussion comments by peers.
For the above stated reasons, we in IIT Roorkee have refrained from using
our own developed 2-D model for Brahmaputra, and rather opted for using
the established HEC RAS model of United States Hydrologic Engineering
Center for the purpose of flow simulation and scour depth estimation for
the present case with adequate inbuilt margin of safety embeded in HEC
RAS for the intake well near Rajbhawan Guwahati.

Satellite Imagery Based Investigation on Position Change of Sand Bars in the
Embayment Pocket Location of Proposed Intake Wells
1. Distance of sand bars in 1972 imagery with reference to the embayment of Intake
wells
The Multispectral Scanner (MSS) sensor acquired imagery with date of pass (DOP)
nd
22 November 1972 on-board Landsat 1 was downloaded from USGS website
(https://earthexplorer.usgs.gov). The imagery collected was pre-processed and corrected from
errors for further analysis which includes but not restricted to Radiometric correction,
Atmospheric correction and Geometric distortion of the image. Radiometric correction is to
avoid radiometric errors or distortions, while geometric correction is to remove geometric
distortion.
For atmospheric correction, aerosol density in the visible and near infrared region and water
vapour density in the thermal infrared region should be estimated. Because these values
cannot be determined from image data, a rigorous solution cannot be used. Geometric
distortion is an error on an image, between the actual image coordinates and the ideal image
coordinates which would be projected theoretically with an ideal sensor and under ideal
conditions.
The results obtained after the pre-processing and analysis of satellite imagery of 1972 (Figure
1) shows that the distance of the sand bars with reference to the embayment of Intake wells
was 458.56 Meters.

06 November 2013 on-board Landsat 8 was downloaded from USGS website
(https://earthexplorer.usgs.gov). The imagery collected was pre-processed and corrected from
errors for further analysis which includes but not restricted to Radiometric correction,

Summary and Conclusions
The following summary and conclusions could be presented from the supplementary
study:
1. The five satellite imageries of different years from 1972 to 2013 were collected and
analysed.
2. The satellite imageries were pre-processed and corrections were done with respect to
radiometric, atmospheric and geometric corrections.
3. The physical distances of nearest sand bars measured from the satellite imagery for
the years 1972, 1989, 1991, 2008 and 2013 with reference to the embayment pocket
stable bankline of Intake well site are found to be 458.56, 396.15, 2918.55 (high flood
period), 762.58 and 1362.28 meters, respectively.
4. In the light of aforesaid scientific evidence covering a time period of about 40 years, it
could be surmised that embayment pocket zone of the Brahmaputra River for the
proposed location of intake wells site, is expected to remain unaffected by any
undesirable ingress of sand bars. Thus, as already recommended in the earlier report
containing analyses of mathematical modelling & satellite based study, it is again
reiterated here that the proposed intake well site near Guwahati Raj Bhawan is
technically feasible within the scope of the study undertaken by IIT Roorkee.

Hydrology Study for Construction of Intake Well in Kharguli under GWSP
Indian Institute of Technology Roorkee 2014
SUMMARY
1. Four required cross sections of the Brahmaputra river were developed and were
included in the Report prepared by IIT Roorkee for NDMA in 2012. Bathymetry
survey was conducted for Kharguli site. These surveys are the basis for studies. Since
sediment particles are always moving, slight changes in bed levels do not affect
overall conclusions of study. The survey conducted in year 2014 has also been
checked and there is no appreciable difference to affect the results.
2. The study site has not under gone any changes since last 5 years as is evident from the
study using satellite imageries.
3. Discharge data for 41 years have been obtained from published papers/literature. The
same has been analysed to find design flood of 100 years frequency. The 100 year
flood works out to 66916 m3/s (Log Pearson III) and 70977(Gumbel's Method) which
is very close to ever maximum observed flood of 72794 m3/s. It is therefore suggested
to adopt ever maximum observed flood of 72794 m3/s for design of the Intake.
4. The maximum, average and low water levels have been found as follows -
Maximum 50.58 m
Average 45.04 m
Low 39.55 m
The High and Low water intake ports to the Intake should be designed keeping in
view these levels. Adequate Free board should be provided as per Indian Standards.
5. Alternative sites for locating the Intake were studied and one having coordinates at
260 11′ 56.60″ 91046′ 11.16 (Well 3) was found to have most appropriate location.
6. From inspection of Table 5 the scour depth is maximum at well no 1 with low shear
stress making it vulnerable to siltation. It can be seen that the scour depth is
ii
Hydrology Study for Construction of Intake Well in Kharguli under GWSP
Indian Institute of Technology Roorkee 2014
comparable for well 2 and 3 ; While the shear stress is higher at well location 3
making it less vulnerable to siltation. While Scour can be checked using structural
measures by appropriate construction but checking sedimentation is an important
consideration to regulate the Intake well . So well location 3 is recommended so as
to minimise the effect of sedimentation.
7. Expected Scour around the Intake is about 16.54 m deep from the bed level and
almost touches bed level. The Intake should be founded on Rock and properly
anchored with it.
8. There is less possibility of Sediment deposition around Intake at this site because
shear stress near intake well is quite high which will move sediment away from well.
9. Water quality is good and with adequate treatment , it can safely be used for drinking.
10. The wave velocity is in the range of 3-4 m/sec. Since the velocities and fetch length is
also great, the breaking forces are high. A minimum factor of safety of 2 should be
adopted in the design.
11. As relevant data for the study and design of Intake is available, acquiring 30 years
confidential inflow data from Central Water Commission does not appear a necessity.

Chapter 1
Introduction
Guwahati is the largest city in Assam and in the North eastern region of India. The
city has a well developed connectivity with the rest of the country and acts the gateway to
the entire north eastern India. The city has an estimated 0.89 million population in 2001 and
the estimated population by 2025 and 2040 are 2.80 million souls and 3.23 million souls
respectively.
The Present water supply system caters to 30% population of the city. Most of these
water facilities have outlived their useful lives as a result of budgetary deficiencies for
repair and replacement as well as poor maintenance. Therefore there comes the need of
water supply system to cater to the need of the growing population of Guwahati.
In view of above that the city has been divided into four distribution zones namely
1) North 2) South West 3) South Central and 4) South East . These four zones will have
individual water supply systems and distribution networks, with raw water being tapped
from the river Brahmaputra flowing through the city. This study has been made for water
supply to South Central Zone.
The river Brahmaputra has been the lifeline of north-eastern India since ages. This
mighty river runs for 2880 Kms through China, India and Bangladesh. Any alluvial river of
such magnitude has problems of sediment erosion-deposition attached with it; the
Brahmaputra is no exception. The problems of flood, erosion and drainage congestion in
the Brahmaputra basin are gigantic. The Brahmaputra River is characterized by its
exceedingly large flow, enormous volume of sediment load, continuous changes in channel
morphology, rapid bed aggradations and bank line recession and erosion. The river has
braided channel in most of its course in the alluvial plains of Assam. The lateral changes in
channels cause severe erosion along the banks leading to a considerable loss of good fertile
land each year. Bank oscillation also causes shifting of outfalls of its tributaries bringing
newer areas under waters. Thousands of hectares of agricultural land is suffering from severe
erosion continuously in the Brahmaputra basin covering parts of states like Assam, Arunachal
Pradesh, Meghalaya, Nagaland and Manipur.
In order to tackle the problem of floods and erosion various agencies including state,
central government and autonomous institutions are engaged in planning and execution of
flood management programs in the north eastern region. To achieve effective flood
Hydrology Study for Construction of Intake Well in Kharguli under GWSP Page 1
Indian Institute of Technology Roorkee 2014
management programs a variety of structural and non structural measures are adopted. These
result in reasonable degree of protection to the flood prone areas in the Brahmaputra valley.
However, due to the inherent widening characteristic of the Brahmaputra River they do
not sustain and adversely affect the benefits anticipated while implementing the flood control
and anti-erosion works. A high flood causes large scale breaches in the existing embankments
bringing vast areas under flood inundation.
Stream-bank erosion and its effects on channel evolution are essential geomorphic
research problems with relevance to many scientific and engineering fields. Stream-bank
erosion can damage infrastructure such as highway and bridges, can cause significant
problems in adjusting water-discharge rating curves, and may represent up to 80 to 90% of
the sediment load in streams and rivers (Simon and Rinaldi, 2000). It contributes to total
maximum daily loads (TMDLs), can be a significant source of non-point-source sediment
and nutrient pollution, and can have adverse effects on water quality and fish spawning
habitat. However, bank erosion also is beneficial and an integral part of many river ecosystem
processes (Florsheim et al., 2008). For example, coarse sediment from bank erosion can
provide substrate for fish spawning (Flosi et al., 1998) and sediment for crane roosting habitat
(Johnson 1994; U.S. Geological Survey, 2005). Irregular banks provide habitat for
invertebrates, fish, and birds (Florsheim et al., 2008), and areas disturbed by erosion and
deposition provide substrate for the establishment of riparian vegetation (Miller and
Friedman, 2009). Moreover, knowledge of the dynamics of bank erosion is essential for
planning dam removal projects and for designing river restoration projects that accommodate
the natural river migration processes that erode banks and build floodplains (Moody and
Meade, 2008) on various time scales (Couper, 2004). Therefore, a better understanding on
river channel changes is of great importance for river engineering and environmental
management.

Methodology
Scope of Work
1. The tentative intake location will be approximately 40m from the LWL shore line at
lean season (Agency will provide the exact location of two Intake Structure based
on the hydrological study report).
2. The elevation to locate the High and Low water intake ports.
3. Determination of 100 years flood level.
4. Bathymetry
5. Silt deposition and scouring
6. Determination of Normal and Maximum scouring level
7. Determination of Breaking Wave force
8. Other Precautionary Measures
Methodology
Following Methodology shall be adopted:
Reconnaissance of the Project Area shall be carried out for observing suitable location
for Intake specially with regards to stability of bank, sedimentation and/or scour along
bank line and having comparatively still pool of water.
After reconnaissance survey, satellite imageries for the selected area shall be obtained
and geo referenced with SoI maps. Using appropriate software (IRDAS/ARC GIS),
GIS based information shall be derived. The River morphological changes shall be
observed. If found OK, this information shall form the basis of hydrological study.
The Bathymetric survey shall be conducted and river bed for the proposed area shall
be plotted.
With the help of NDMA Report and Bathymetric survey, River cross sections shall be
derived.
Observed inflow data of Brahmaputra river were tried to obtained from CWC , New
Delhi. Since the data are confidential in nature so the same could not be obtained from
CWC. However peak flood discharges for 41 years (1956-1996) was taken from
published data in " Large Rivers: Geomorphology and Management " edited by Avijit
Hydrology Study for Construction of Intake Well in Kharguli under GWSP Page 3

Gupta, School of Geography, University of Leeds, UK, and Visiting Scientist, Centre
for Remote Imaging, Sensing and Processing, National University of Singapore and
chapter written by S K Singh , Associate Professor, Physical Research Laboratory,
Ahmedabad, India. Peak discharges so obtained will be analyzed to find flood of 100
years by using Gumbel's as well as Log Pearson III method.
Observed High flood level was found to be 49.33 m at Pandu site about approximate
10.2 km. d/s of Proposed Intake Structure.
Latest version of HEC RAS 4.1 software developed by US Army Corps of Engineers
shall be used to study flow behavior, scour around Intake and sedimentation in the
vicinity for ever maximum , Average flow and low flow. The test for sedimentation
shall be if shear stresses are very high in the vicinity of Intake, it is most unlikely that
sediment will ever settle. This shall also be correlated with Analytical approach using
different formulations.
Precautionary measures for ensuring best performance of the Intake Structure in
future shall also be suggested.

Chapter 3
River Behaviour of the Study Area
STUDY AREA
The Brahmaputra river, termed a moving ocean, is an antecedent snow fed river which flows
across the rising young Himalayan Range. Geologically, the Brahmaputra is the youngest of the major
rivers of the world. It originates at an altitude of 5,300 m about 63 Km south-east of the Mansarowar
lake in Tibet. The river is known as Psangpo in Tibet. Flowing eastward for 1,625 km. over the
Tibetan plateau, the Tsangpo enters a deep narrow gorge at Pe (3,500 m.) and continues southward
across the east-west trending ranges of the Himalayas, viz. the Greater Himalayas, Middle Himalayas
and sub-Himalayas. The gradient of the Brahmaputra river is as steep as 4.3 to 16.8 m/km in the gorge
section upstream of Pasighat, but near Guwahati it is as flat as 0.1m/km. The dramatic reduction in the
slope of the Brahmaputra as it cascades through one of the world’s deepest gorges in the Himalayas
before flowing in to the Assam plains explains the sudden dissipation of the enormous energy locked
in it and the resultant unloading of large amounts of sediments in the valley downstream.
In the course of its 2,880 km. journey, the Brahmaputra receives as many as 22 major
tributaries in Tibet, 33 in India and three in Bangladesh. The northern and southern tributaries differ
considerably in their hydro-geomorphological characteristics owing to different geological,
physiographic and climatic conditions.
Due to the colliding Eurasian (Chinese) and Indian tectonic plates, the Brahmaputra valley
and its adjoining hill ranges are seismically very unstable. The earthquakes of 1897 and 1950, both of
Richter magnitude 8.7, are among the most severe in recorded history. These earthquakes caused
extensive landslides and rock falls on hill slopes, subsidence and fissuring in the valley and changes in
the course and configuration of several tributary rivers as well as the main course
The drainage basin of the Brahmaputra extends to an area of about 580,000 km2, from 82°E to
97° 50' E longitudes and 25° 10' to 31° 30' N latitudes. The basin spans over an area of 293,000 km2
(50.51%) in Tibet (China), 45,000 km2 (7.75%) in Bhutan, 194,413 km2 (33.52%) in India and 47,000
km2 (8.1%) in Bangladesh. Its basin in India is shared by six states namely, Arunachal Pradesh
(41.88%), Assam (36.33%), Nagaland (5.57%), Meghalaya (6.10%), Sikkim (3.75%) and West
Bengal (6.47%).
For the present study, a reach of 13.63 Km on the main stem of Brahmaputra River, i.e., from
Bhutnath temple to the bank of Brahmaputra river near Tintikura N.C has been considered (Fig. 1).

DATA USED
The basic data used in this study are digital satellite images of LISS-III and Landsat 8,
comprising of scenes for the years 2008 and 2013. The images were orthorectified using control
points and resampled to 30 m to match the LISS-III and Landsat 8 resolutions. The image taken on 23
March 2008 and 19 September 2013 with good visibility and being free of clouds, was registered
using orthorectified digital aerial photographs as a reference. The images were orthorectified
following the method of Palà and Pons (1995), which includes elevation data in performing a
polynomial geometric correction. The X and Y root mean square error was less than 15 m (0.5 pixels)
for all images, guaranteeing a precise geometric match among them.
The entire section from the bank of the river near Bhutnath temple to the bank of the river
near Tintikura N.C has been divided into 12 sections. The bank line of the Brahmaputra River is

The spatial resolution of Landsat 8 is 30 m. The data used in the analysis have been presented
in Table 1. ERDAS IMAGINE 2012 image processing software has been used to perform the image
processing works.
GIS Application
Appropriate GIS applications are used to precisely extract bank line information. Segment
wise satellite-derived plan-form maps have been developed for the discrete years i.e. 2008 and 2013.
Two digital satellite images of LISS-III and Landsat 8 sensors, comprising scenes for the
years 2008 and 2013 are used for the present study and presented in Fig.3a and Fig. 3b. The images
were orthorectified using control points and re-sampled to 30 m to match the LISS-III and Landsat 8
resolutions. The image taken on 23 March 2010 and 19 September 2013 with good visibility and
being free of clouds, was registered using orthorectified digital aerial photographs as a reference. The
X and Y root mean square error was less than 15 m (0.5 pixels) for all images, guaranteeing a precise
geometric match among them.
For convenience, the Brahmaputra River has been divided into 12 strips which are 1000 m
apart from each other, and reference sections were drawn at the boundary of each strip. Base line of
latitude of 26.13o N has been taken as permanent reference line. The derived data for each section
from satellite images of years 2008 and 2013 have been analysed and the bank lines are also digitized.
The length of arcs of both the left and right banks for the above years is found out using ArcGIS
software. The years 2008 and 2013 have been taken for analysing erosion and deposition along the
river left bank (Fig. 3c, 3d).

Scour Study
Scour is a natural phenomenon caused by the erosive action of flowing stream on
alluvial beds. Failure of bridges due to scour at their foundations, which consist of abutments
and piers, is a common incident. Non-cohesive soils resist erosion only by their buoyant
weight and the friction between the particles; on the other hand, the behaviour of cohesive
soils against erosion is complex and depends on many factors including the electrostatic and
Van der Waals forces. Fine-gained soils composed of or containing significant fractions of
cohesive materials have greater resistance against scour than coarse grained soils composed
of non-cohesive materials. Therefore, scour in cohesive soils is much slower and more
dependent on soil properties than that in non-cohesive soils.
The total scour at a highway crossing is comprised of three components: long-term
aggradations and degradation, contractions scour and local scours at piers and abutments.
Contraction scour occurs when the flow area of stream is reduced by natural contraction or a
bridge constriction of the flow. The factors that affect the contraction scour are bridge
opening, road embankments, bridge abutments, bridge piers. It is based on Laursen’s live bed
scour equation (1960). Pier scours due to the acceleration of flow around the pier and the
formation of flow vortices are known as horseshoe vortex. The factors that affect the depth of
local scour at a pier are: velocity of flow just upstream of the pier, depth of flow, width of
pier, gradation of bed material, shape of pier, length of pier, bed configuration, angle of
attack of approach flow. In the HEC-RAS model used in the present analysis Colorado State
University (CSU) equation (Richardson,1990) for computation of pier scour under live bed
condition is used.

The factors involved for the vortex formation around the bridge piers is considered in
the CSU equation more accurately. Bridge pier scour module of HEC-RAS is a Mathematical
Model to work out the bridge scour using CSU equation.

The recent data for the period 2003-2010 has been made available (Annexure X). On
the basis of water quality data, following observations has been made :
pH value 6.6 to 8.1 [A]
TDS 24 to 315 mg/l [A]
Turbidity 1.4 to 8.2 , slightly higher than desirable limit but under permissible limit
10 mg/l [A]
Fe is 1.4 mg/l , slightly higher than limit 1.0 mg/l , but it occurred once in these 8
years .
EC value 24 to 202 µmho/cm , Suitable for irrigation also.
The analysis indicates presence of high carbonates contents and these has to take care
in water treatment.

Conclusions and Recommendations
The study results based on Remote Sensing supported by GIS and mathematical
modelling are placed below
1. The channel plan form change study conducted using remote sensing and Geographic
Information System has indicated.
2. No significant changes in the left bank of the river Brahmaputra from the year 2008 to
2013.
3. On the basis of mathematical modeling of study reach the variation of scour depth is
found to be 12.81% to 42.59% for different angle of attacks . Significant change is
observed for different angle of attacks.
4. From mathematical modeling minimum scour level is found to be 23.81 m i.e. 26.77
m from HFL 50.58 m for condition HDWL1 at discharge 72794 m3/s.
5. Velocity near well 3 is found to be 1.83 , 0.96 and 0.51 m/s for High , Average and
Low Discharges respectively.
6. Shear stress near well 3 is found to be 13.78 , 6.75 and 2.33 N/m2 for High , Average
and Low Discharges respectively.
7. From inspection of Table 5 the scour depth is maximum at well no 1 with low shear
stress making it vulnerable to siltation. It can be seen that the scour depth is
comparable for well 2 and 3 ; While the shear stress is higher at well location 3
making it less vulnerable to siltation. While Scour can be checked using structural
measures by appropriate construction but checking sedimentation is an important
consideration to regulate the Intake well . So well location 3 is recommended so as
to minimize the effect of sedimentation.
8. WL3 condition was found to be most appropriate among designed three conditions
from scour and shear stress point of view for all conditions tested.

Method of Statement
¾ Reconnaissance of the Project Area shall be carried out for observing suitable location
for Intake specially with regards to stability of bank, sedimentation and/or scour along
bank line and having comparatively still pool of water.
¾ After the reconnaissance survey, satellite imageries for the selected area shall be
obtained and Geo referenced with soil maps. Using appropriate software
(IRDAS/ARC GIS), GIS based information shall be derived. The River
morphological changes shall be observed. If found OK, this information shall form
the basis of hydrological study.
¾ The Bathymetric survey shall be conducted and river bed for the proposed area shall
be plotted.
¾ With the help of NDMA Report and Bathymetric survey, River cross sections shall be
derived.
¾ Observed inflow data of Brahmaputra river were tried to obtained from CWC , New
Delhi. Since the data are confidential in nature so the same could not be obtained from
CWC. However peak flood discharges for 41 years (1956-1996) was taken from
published data in " Large Rivers: Geomorphology and Management " edited by Avijit
Gupta, School of Geography, University of Leeds, UK, and Visiting Scientist, Centre
for Remote Imaging, Sensing and Processing, National University of Singapore and
chapters written by S K Singh , Associate Professor, Physical Research Laboratory,
Ahmedabad, India. Peak discharges so obtained will be analyzed to find flood of 100
years by using Gumbel's as well as Log Pearson III method.
¾ The observed High flood level was found to be 49.33 m at a Pandu site about
approximate 10.2 km. d/s of Proposed Intake Structure.
¾ The latest version of HEC RAS 4.1 software developed by the US Army Corps of
Engineers shall be used to study flow behavior, scour around Intake and
sedimentation in the vicinity for ever maximum , Average flow and low flow. The test
for sedimentation shall be if shear stresses are very high in the vicinity of Intake, it is
most unlikely that sediment will ever settle. This shall also be correlated with
Analytical approach using different formulations.
¾ Precautionary measures for ensuring best performance of the Intake Structure in
future shall also be suggested.
