I. Thesis Statement:

The Philippine government should implement these copyright laws to be able to

protect Internet users from harmful experiences and promote a bigger and better online
community.

II. Claim of Fact:

It is believed that this Cybercrime Law or specifically the implementation of
these copyright laws will promote a safer way of using the Internet and in effect,
there will probably an increase in the population of the online community.

A. People say that this law would lead to a safer online community.

1. This Law would probably help us to protect our country from hacking,
identity theft, Internet libel, cybersex, and pornography.

2. To encourage peace in multimedia sites by lessening the cyber-bullying

B. The Supreme Court of the Philippines suspended the Anti-Cybercrime Law.

1. This is to give way for further review on the Law if the legislation violates
civil rights.

2. The President of the Philippines stated that he will still support the law
and that he is willing to subordinate the penalties or consequences for
people who will be caught acting against the law.

III. Claim of Value:

The implementation of the copyright laws will probably decrease the harm
caused by cyber-bullies, online hacking, and pornography to Internet users, thus
promoting peace as well.

A. The Cybercrime Prevention Act is actually good and beneficial to Filipino

netizens in terms of Cyber Protection.

1. With this Cybercrime Prevention Act, Internet libel all over and through
the Internet would be under the control of the government.

2. This Law would filter the harmful and inappropriate things that are widely
spread all over the Internet.

B. If it is beneficial to everyone in the online community, then the law should be

implemented.

1. "The purpose of this law is to address the shortcomings of our system,

so we can have a clean Internet" – President Benigno Aquino III.

2. President Benigno Aquino III also said that our freedom of speech would
not be taken away from us but instead, make us aware that it is
something that is not unlimited.

IV. Claim of Policy: These copyright laws should be implemented because they actually
promote a safer way of using the Internet, thus having an increase in the population of the
online community.

A. Our group would want to suggest that this Anti-Cybercrime Law should have
Journalists and other media workers exempted of this law.

1. This is to give way for us Filipinos to still become aware of the real
happenings in our country, the people around us and other important
things that we should really know.

2. It is also for us Filipinos to still have our freedom of speech but being
truthful of what we express using this freedom of speech.

 B. Since the cyber community would be safer after this Law has been
implemented, then it would result to a better and bigger online community
leading us to the question if we Filipinos are really ready for the possible
changes that this law might bring.

1. Our country is not yet ready for this law because most Filipinos are
thinking that this Law is taking away our freedom of speech even though
this Law actually promotes a safer, bigger and better online community.

2. For us who are Pro to this Law, we personally think that President
Aquino is right that our freedom of speech is not unlimited and we should
still be watchful of the things we express.

V. Conclusion

We therefore conclude that implementing the Anti-Cybercrime Law will protect

Filipinos while using the Internet. The law would provide netizens their safety against
Internet libel, online hacking and pornography. It would promote peace that would lead to a
raise in the online community. With its positive benefits, this law should be implemented
with the exemption on media workers. As what President Aquino said, we should view the
law in its entirely and not only with its negative side. As persons with our own unique
identities, we should always keep in mind that what we do or post online reflects who and
what we are. As what they promote in GMA Channel 7 and GMA news TV Channel 11,
“Think before you Click!”
