My Woman of the Year
ILIGAN City -- From out of the blue,
Solicitor General Jose Calida snatched a

It’s a weapon called
“quo warranto.”
Nora Soriño Now it occurred
to this writer that
this is synonymous with “quo vadis”
-- meaning, “Where are you going?”
As in “Where are you going with this?”
Can you slay a dragon with this weapon
called “quo warranto”?
“Quo warranto,” as we understand
it, is the process in which someone
petitions the Supreme Court to deter-
mine the validity of an appointment,
and to assert that such appointment was
wrong because of this and that reason.
In the case of Sereno, Calido points out
“defects” at the time of her application
and appointment like her alleged failure
to submit her Statements of Assets and
Liabilities and Net worth (Saln). The SC
en banc will decide whether the appoint-
ment is a valid one, and thus, oust her
as CJ.
But some legal minds say the quo
warranto is “foul.” Sereno then took
this as a “hesitation” on their part, well,
“slayers,” and that their primary weapon
to have her out of the picture via the im-
peachment court is weak. So, this “quo
warranto” sprang from desperation. And
this, I think, gives Sereno more resolve
to fight it out.
The message is clear
THE message is clear. Those who are
engaged in the business of operating

of the minors and to
avoid means of cor-
rupting their moral
values. It should not
be purely business.
There are a num-

that regulate the estab-
lishment, operation and maintenance of
“Internet cafes and computer stations”
or Internet shops in the city. All these
ordinances contain provisions that pe-
nalize operators for non-compliance.
These ordinances acknowledge that
internet shops “are very much helpful
to students, researchers, teachers, policy
makers, economists and even to ordinary
citizens who want to access information
in the Internet.”
On the other hand, these ordinanc-
es also acknowledge the harm that the
internet could cause to students and
minors if operation of Internet shops is
not regulated, in that “notwithstanding
the benefits of Internet, the presence and
accessibility of (pornographic materials
and violent games in) websites exposes
minors to immoral and violent informa-
tion.”
These ordinances also take note that
“students who are addicted to these
materials would likewise cut classes and
spend their allowances” on the same.
For these and other related reasons,
the city council had embedded regulato-
ry provisions in the ordinances that must
be complied with by computer stations
otherwise the penal provisions would
come into play.

Now, a quote in jest says of women:
“Women have one advantage over men.
If they cannot play it smart, they play it
dumb.”
Sereno is not playing it smart. Or
dumb. She is just playing herself in this
unfolding drama involving her.
So, in this season of the International
Women’s celebration, I’d vote for her as
the “Woman of the Year.”
I’m no fan of Sereno. But neither do
I dislike her. And as I watch her from
a distance, I see that she has grit in the
face of all the ah, “gangings up” on her
where many “gangers” are men, most-
ly. She has stood her ground. With the
numbers against her growing, she has
become an underdog. Somewhat.
That’s it, Sereno has become an “un-
derdog.” Some people go for underdogs.
Maybe this writer is one of them.
She has opt to take a leave though. A
“wellness leave” at first. It then turned
out to be an “indefinite leave” but not an
“amnesia leave” because she will always
remember not to forget that she is still
CJ, unless fate would be unkind to her in
that impeachment proceedings looming
over her like the proverbial Sword of
Damocles.
Her leave is in order to prepare for
that. Meanwhile, she is being, oh, de-
monized by many. It seems now that she
is between the devil and more devils.
Yet she is seen with her pretty face
smiling through all that. She is going to
fight tooth and nail, she tells everyone in
every opportunity. They say that when
the going gets tough, only the tough gets
going. And Sereno is still going.

services shall be allowed to operate in
the City without installing a computer
blocking program that would prevent
access to websites offering pornograph-
ic information or materials and violent
games.”
Ordinance No. 7820-2001 provides:
“It shall be unlawful for owners or per-
sons in charge of Internet Cafes, Video
Games Center and similar establish-
ments to allow minors to play computer
or video games inside their establish-
ments from 7:00 am to 7:00 pm during
school days.”
This was however amended in 2002
by Ordinance no. 8099-2002 providing
for an exemption that minors may be al-
lowed during these hours if “... they can
present a consent card duly signed by
both their parents and school principal.”
And the operators of computer stations
are duty-bound to provide these cards
for free and to validate the information
and authenticate the signatures contained
in the cards.
Ordinance no. 8953-2003 prohibits
operators of Internet shops “to set up or
construct or offer to Internet users, pri-
vate room/s inside their establishments
whether or not equipped or provided
with computers or web cameras” except
rooms with walls and doors made of
clear transparent glass which must not
be covered with blinds or curtains.
These ordinances provide for penal-
ties for violations, ranging from admin-
istrative fines to suspension or closure of
business to imprisonment. And in order
to add more teeth to the ordinances, the
RCB is contemplating proposing to the
city council increasing the penalties
for initial and repeated violations. The
message is clear.

Netflix is where I watch old movies
and some TV series as Ms. Behavin’

seemingly fails to
catch all the big fish-
es. It did manage to
catch some big fishes, Netnet
which makes his fans Camomot
happy since that proves
they were right after all in putting him in
Malacanang.
Meanwhile, the former president
may have to face more hearings as the
Dengvaxia scandal hovers above his
head which surely looked forward to a
quiet retirement once upon a time. But
retirement is not meant to be as he faces
one more scandal: the Mamasapano
massacre. Whew.
If we base comparisons on their
speeches, the former president wins
with his calm delivery and conscious
efforts to exclude curse words. Imagine
him blurting out PI which has ceased to
mean Philippine Islands for the current
administration. Imagine him urging
the military to shoot at the vaginas of
suspected female rebels. Imagine him
being chummy with China and US
President Donald Trump. No, you can’t
imagine that because he has always been
politically correct. He would respect
China and the US president but not to
the extent of agreeing with all of their
decisions. The former president’s public
image is that of a pious man, the son of
two Pinoy heroes who liberated Pinas
from the clutches of a dictator, as he also
cares as the ever thoughtful and loving
kuya of Kris. He was able to maintain
that image during his term as president,
an image that his team zealously contin-
ues to protect.
And then, there’s the current presi-
dent who blurts out PI like it’s the coun-
try’s mantra. If that’s the public image
his team wants us to accept and live
with, then, be ready for four more years
of that till the next presidential election.
It’s refreshing, though, to have a
president who says it as it is. Don’t you
exclaim PI, too, when your recovering
knee could hardly complete a posi-
tion where you’re on top? On top of a
situation, that is. There you are, ready to
mingle and giggle, but the knee refuses
to cooperate. Darn.
I’ve heard of grandmothers shouting
PI, b***t siyang in*, y*w*, which must
have awakened their ancestors who dug
their way up from six feet under. These
grandmothers and their curse words
lived long and prolific lives, with their
own children and grandchildren also
adopting curse words and inserting them
in almost every sentence they utter, i.e.,
p***ng in* ni si b***t siyang in* nga
y*w*! Brrrrr. Even writing those words,
without saying them allowed, affects
your thoughts, the part where they tell
you to be proper.
But there are people who never say
a curse word, who behave like an angel,
and yet are the exact opposite of what
their public image has promised. Lucky
are those whose public image is real for
they don’t have to be fake.
Talk of fake, are goods made in Chi-
na still considered as fake? “God created
the world. Everything else is made in
China,” as the saying goes. We went to a
sale last Wednesday where an unfamiliar
brand of electric fans had a buy-1-take-1
sign, inspiring us to find out where they

ruary 2018 failed to greatly affect
the Philippine peso unlike the

Dagumbaan Elementary School will intensify its reading
program through the Continuous Improvement (CI) Project
I-DREAM (Interactive-Differentiated Reading Enrichment
Activities for Mastery) for school year 2018-2019.
After its pilot testing, Project I-DREAM had shown
improvement of reading level among grade III pupils of the
said school and become one of the activities during Summer
Reading Camp.
Mrs. Eleanor T. Subrado, school principal said that this
reading intervention should be intensified across all levels
which will be integrated in the presentation and enrichment
of the lesson.
Project I-DREAM was hailed as the best CI Project in the
Division of Bukidnon last November 2017.
