Administration, GoK Attendees: Commissioners/Chief Officers and Case workers of ULBs. ‘Approval Date: 12.01.2017 Page 2 of 6 7% State Level Committee Meeting Minutes Meeting started with welcome speech Director, DMA, GoK welcomed the Secretary, UDD, GoK and all ‘Commissioners / Chief Officers and other Attendees. Director, DMA, GoK briefed the committee about the Pourakarmikara Gruha Bhagya Yojane scheme like eligibility criteria, progress of the scheme and dovetailing the PKGBY with PMAY:HFA(U)-2022. The committee opined that dovetailing the scheme with PMAY:HFA(U)-2022 would take some more time to make necessary changes in the guidelines/ prior approval from MoHUPA, Gol. Hence committee directed that as PKGBY guidelines states, the beneficiary share of Rs. 1.50 /- Lakhs (20%) shall be borne by him/her or from bank loan and if the MoHUPA, Gol approves the proposal to dovetail the scheme with PMAY:HFA(U)-2022,then the Rs. 1.50 /- Lakhs per DU released from Gol will be reimbursed to the beneficiary. The committee directed to get the beneficiaries details of all permanent PKs with respect to eligibility criteria, with site/siteless etc. and based on these details the ULBs should pose the projects as AHP vertical for siteless PKs and as BLC vertical for PKs with sites out of total eligible beneficiaries as per the guidelines. AGENDA. * Proposal of KARWAR DUDC for approval and fund release infavour of 149 PKs working in 09 ULBs (AHP-117 & BLC-32) co The commissioner, Karwar CMC explained the committee about the AHP project, Land availability and unit cost of the project. It was opined that the unit cost of the project is too high and beneficiary may not be able to fund their contribution. Hence all ULBs whoever has estimated the unit cost more than Rs. 7.50 /- Lakhs, all DPRs have to be revised. Resolution of the Committee: The committee accorded approval for 11 projects (AHP:117 & BLC:32 DUs) proposed by Karwar DUDC subject to the submission of revised DPRs. * Proposal of Bagalakote DUDC for approval and fund release infavour of 18 PKs working in 02 ULBs (BLC-18). © The committee opined that GoK share of Rs. 6.00/- Lakhs only, will be released and it is left to beneficiaries discretion to build a house with same cost or more than that by contributing from their own sources. Resolution of the Committee: The committee accorded approval for the Q2(BLC:18) projects proposed by Bagalakote DUDC. * Proposal of Chamrajnagar DUDC for approval and fund releas working in 01 ULB (AHP-13). © The chief officer explained about the project and the unit cost per DU. © The committee directed to get beneficiaries consent for their share, infavour of 13 PKs Approval Date:12.01.2017 Page 3 of 6 Resolution of the Committee: The committee accorded approval for the OM(AHP:13) project proposed by ‘Chamrajanager DUDC. * Proposal of Mandya DUDC for approval and fund release infavour of 89 PKs working in 02 ULBs (AHP-84 & BLC-05). © The Mandya ULB, commissioner has explained about the project and unit cost. He stated that there are four beneficiaries appointed on compassionate basis and all four will also be included in the project and hence the no. of beneficiaries will be 88 © The ULB commissioner explained that the PKs have been promised that the beneficiary share of Rs. 1,50 Lakhs will be funded from HFA-2022. Finally the committee directed that until and unless the constraints in the guidelines re- corrected/amended, it is not possible to get the funds from Gol and this may take more time. Hence as of now the beneficiary has to bear his share. In future, if the Gol fund is released, can be utilized for the same project. Resolution of the Committee: The committee accorded approval for the 02(AHP:84 & BLC:05) projects proposed by Mandya DUDC. * Proposal of Vijayapura DUDC for approval and fund release infavour of $9 PKs working in 02 ULBs (AHP-56 & BLC-03). © The committee directed the ULBs to get the beneficiaries consent for hearing their share and also for additional amount more than Rs. 7.50 /- Lakhs, if any. Resolution of the Committee: The committee accorded approval for the 02(AHP:56 & BLC:03) projects proposed by Vijayapura DUDC, © Proposal of Mysore DUDC for approval and fund release infavour of 01 PK who was working in peeriyapattan ULB (BLC-01). Resolution of the Committee: The committee accorded approval for releasing the fund to the beneficiary’s wife who have died during the service, since the beneficiary had been already approved in *” SLC meeting. «Proposal of Kalaburagi DUDC for approval and fund release infavour of 15 PKs working in 01 ULB (BLC-15). © The representative of ULB has explained that remaining 06 PKs working in ULB will be provided sites in Ashraya Layout once it is formed and proposal will be submitted to DMA through DUDC. Resolution of the Committee: The committee accorded approval for 01(BLC:15) project proposed by Kalaburagi DUDC. © Proposal of Ramanagar DUDC for approval and fund release infavour of 43 PKs working in 01 ULB (AHP-43). © The chief officer explained that the beneficiaries have given their consent for contributing the additional cost than Rs. 6.00 /- Lakhs. Resolution of the Committee:The committee accorded approval for 01(AHP:43) project proposed by Ramnagara DUDC subject to condition that the consent of beneficiaries should be submitted to DMA. 017 Page 4 0f6 7 State Level Committee Meeting Minutes Date :04.01.2017 ‘* Proposal of Bangalore Rural DUDC for approval and fund release infavour of 07 PKs working in (2 ULBs (BLC-07). © The chief officer, Doddaballapur TMC explained about the project and stated that AHP project for 64 beneficiaries will be submitted to DMA soon, once the land clearance is approved from local authority. Resolution of the Committee:The committee accorded approval for 02(BLC:07) projects proposed by Ramnagara DUDC. * Proposal of Davangere DUDC for approval and fund release infavour of 382 PKs working in 01 ULB (AHP:382). © The Director, DMA has explained about the project of Davangere CC and the land issue. Resolution of the Committee: The committee accorded in-principle approval for AHP project of 382 DUs subject to verification of eligibility of the beneficiaries and directed to submit proposal on-file to UDD, GoK for its approval. Decisions/Directions: * The committee decided that in spirit of the scheme, total fund released either from DMA/ULB towards housing cost of the project with respect to per DU must accounts to max. Rs. 6.00 /- Lakhs only. The remaining Rs. 1.50 /- Lakhs (20 %) of the unit cost must be borne by beneficiaries themselves. * It was decided that the ULBs should consult the PKs and get the consent regarding their ability of contribution to additional amount than Rs. 6.00 Lakhs (80 %), as per the guidelines before posing the project. * The committee decided that the Tender Premium/Cost Escalation for construction of houses, if any will have to be borne equally by beneficiary and ULB in the ratio of 50:50. * The committee directed that the ULBs have to provide good infrastructure out of available funds. * The committee decided that 2014-15 onwards, if the beneficiary has died during his/her service and his/her dependants have applied for the compassionate appointment, they can also avail the benefit of the scheme. They can be considered as beneficiary under the scheme provided they are eligible and appointed subsequently. * The committee directed the ULBs to consult the PKs with proper plan/map/3D animation and also with a type 3D elevation design model, made up of thermacol. * The committee directed the ULBs that the allotment of the houses in each floor should be through a lottery system and priority should be given to physically handicap ped/heart patient/medically weak beneficiaries. 201.2017 Page 5 of & 7% State Level Committee Meeting Minutes Date :04.01.2017 * The committee directed the ULBs to arrange visits to construction site for PKs at foundation, lintel, roof and finishing stage and a record of the same should be enclosed to file in the form of photos. * The committee directed the ULBs to submit the necessary annexures to facilitate to get the funds from Gol.
