ADD
Strengthening the participation of academia,
universities and research establishments in the
work of the Union
The Plenipotentiary Conference of the International
Telecommunication Union (Guadalajara, 2010),
recalling
Resolution 71 (Johannesburg, 2008) of the World
Telecommunication Standardization Assembly, “Admission of
academia, universities and their associated research establishments
to participate in the work of ITU-T”,
recognizing
a) the significant role of academia in the research and
development of emerging technologies and the importance of their
involvement in ITU standardization activities;
b) the leading edge intellectual contributions these experts and
organizations will bring to the standardization and technological
development work of ITU and its membership as a whole,
recognizing further
a) that a number of research institutions, including academic
institutions, have already been admitted to ITU as Sector Members
or Associates;
b) the various Union initiatives, such as the ITU-T Kaleidoscope
events, that are promoting dialogue and cooperation between ITU
and academia and encouraging greater participation of research
experts in ITU activities;
c) that, pursuant to No. 248A of the ITU Convention,
procedures may be implemented to invite representatives of
organizations to participate in specific sector studies,
cognizant
a) that such academic and research institutions may have
funding arrangements related to product development, or are
financially associated with commercial organizations;
b) that many academics adhere strictly to principles of academic
independence,
considering
a) the discussions at Council 2009 concerning follow-up to
Resolution 71 (Johannesburg, 2008) and the views expressed with
regard to expanding the initiative to include participation in the
Radiocommunication Sector, as well as the Telecommunication
Standardization Sector;
b) the analysis of the various associated issues by the Council
Group on the Financial Regulations which will be reported to Council
2010,
resolves to instruct the Council
1 to create for a trial period until the next Plenipotentiary
Conference a special category of membership for an “Academic
Member” to enable academic entities, universities and their
associated research establishments, which do not receive substantial
funding from major corporations, and which are approved by the
relevant Member State, to participate in the work of the
Telecommunication Standardization Sector or the
Radiocommunication Sector;
2 to define clearly the qualifications, roles, responsibilities and
rights of an Academic Member, that do not include the right to take
part in decision making, nor the right to participate in a
Plenipotentiary Conference, a World Radiocommunication
Conference or a World Conference on International
Telecommunications or their respective conference preparatory
meetings;
3 to set a reduced financial contribution level for Academic
Members joining the ITU-T or the ITU-R, which are not already
Sector Members, commensurate either with the principle of free
choice of class of contribution or based on a fixed fee similar to the
model used for Associates.
further resolves to instruct the Director of the
Telecommunication Standardization Bureau and the Director
of the Radiocommunication Bureau
to seek the advice of their advisory groups on the implementation of
the trial memberships and to report on an annual basis to Council on
the matter;
further instructs Council
to report to the next Plenipotentiary Conference on the
implementation of the trial membership for academic entities
including the financial implications.
