The agency must avoid any partisan political activity which is "any act designed to promote the

election or defeat of a particular candidate or party to public office."

These include:

- forming organizations, associations, clubs, committees, or other groups of persons for the
purpose of soliciting votes and/or undertaking any campaign for or against a candidate/party

- holding political caucuses, conferences, meetings, rallies, parades, or other similar assemblies
for the purpose of soliciting votes and/or undertaking any campaign for or against a
candidate/party

-making speeches, announcements or commentaries, or holding interviews for or


against the election of any candidate

-directly or indirectly soliciting votes, pledges or support for or against a candidate

- wearing of t-shirts or pins, caps or any other similar election paraphernalia bearing
the names of the candidates or political party except as authorized by the Comelec

- being a watcher for a political party or candidate during the election

- utilizing government resources for political purposes

- consistent presence in political parties caucuses of, and continuous companionship with
certain candidates or political party, making one closely identified with such candidate or party

Agency performing frontline basic services will not be charge with partisan political activity
provided we put measures to prevent candidates to use our activities for campaigning, such as:

1. Asking for a copy of the speech of an invited speaker before the activity
2. Informing the invited guest/candidate to not bring supporters during the activity
3. Requesting in advance that Invited guest/ candidate to not distribute, posting and
display campaign materials
