ONE POST OF ASSISTANT DIRECTOR (RESEARCH) (BS-17) IN
PUNJAB PUBLIC SERVICE COMMISSION – AMENDMENTS IN
PUNJAB PUBLIC SERVICE COMMISSION SERVICE RULES, 2003

The main function of the Commission is to conduct tests/examinations and


interviews for recruitment to Provincial Services and posts connected with the affairs of the
Province. The Commission vide minutes of the Full Commission Meeting dated
04-11-2006, decided that in all cases short listing should be done after detailed scrutiny of
applications and determining the eligibility of the candidates in compliance of Governor’s
orders dated 27-09-2006 wherein the Chairman, Punjab Public Service Commission was
directed to review the Commission’s policy of making the candidates appear in the written
test without complete scrutiny of their applications.

2. To determine the eligibility of the candidates through detailed scrutiny, present


supervisory staff is not sufficient especially in such case like Assistant Sub Inspector in Police
Department, Provincial Management Services (Competitive Examination) and Lecturer in
Education Department where number of application are received from 60000 to 70000.

3. Accordingly, Finance Department was requested to create 6 posts of Assistant


Directors and one post of Assistant Director (Research) enabling Commission to complete the
recruitment process within the stipulated time period. The Finance Department very kindly
has created the requested posts (Annexure-II).

4. The Punjab Public Service Commission Service Rules were framed in 2003
(Annexure–I) and amended from time to time. The office is of view that Service Rules of
the posts of Assistant Director (BS-17) and Assistant Director (Research) (BS-17) on existing
and temporary basis are required to be framed as proposed in the Schedule (for new posts)
(Annexure–III). Job description of the said posts and Organizational Chart are at
Annexure–IV to VI respectively. To frame the Service Rules as proposed in the Schedule
(for new posts) (Annexure–III), following amendments in the existing PPSC Service Rules,
2003 are proposed as under:-

a) After Sr. No. 11, in the Schedule, the posts of Assistant Director (BS-17) and
Assistant Director (Research) (BS-17) may be inserted and numbered as Sr.
No. 12 & 13 respectively.

b) Existing Sr. No. 12 to 30, in the Schedule,may be renumbered as Sr. No. 14 to


32 respectively.

5. It is submitted that Service Rules for all posts in the Punjab Public Service
Commission have already been framed vide certificate (Annexure–VII). It is further
submitted that basic scales mentioned against the posts in the Schedule for existing posts
(Annexure–VIII) are correctly mentioned in the light of actual sanction as well as
budgetary provision for the current financial year.

4. The case is placed before the Service Rules Committee for consideration.

In response to this office letter dated 9th March, 2007 at Page-1/Cor., the
Section Officer (Cabinet–I), S&GAD vide letter dated 17th March, 2007 at Page-2/Cor.
(PUC), has stated that there is no mention of post of Accounts Officer in the Punjab Public
Service Commission Service Rules, 2003. Therefore, prior to the appointment of
Mr. Muhammad Iqbal (a retired Government servant) against the post of Accounts Officer
(BS-17), the Punjab Public Service Commission Service Rules, 2003 are necessarily required
to be amended accordingly. It has been requested to kindly initiate the proposal regarding
necessary amendment in the Punjab Public Service Commission Rules, 2003 along with draft
notification/schedule appended therewith as well as working paper for placement of the same
for the Service Rules Committee.

2. With reference to the observations on letter dated 17 th March, 2007 at


Page-2/Cor. (PUC), draft-I ‘reference’ along with draft-II ‘Notification’ and Annexure-II
‘Schedule’ are added below for approval please.

The Punjab Public Service Commission Service Rules were framed in 2003
(Annexure–I) and amended from time to time. The Government of the Punjab vide
Order.No. SO(CAB-I)4-4/2009 dated 07 July, 2009 ( Annexure–II) has created 06 posts of
Assistant Director (BS-17) and one post of Assistant Director (Research) (BS-17) in the
Punjab Public Service Commission on existing and temporary basis to make up the deficiency
of supervisory staff and to meet the increased workload in the PPSC.

The office is of view that Service Rules of the posts of Assistant Director
(BS-17) and Assistant Director (Research) (BS-17) on existing and temporary basis are
required to be framed as proposed in the Schedule (for new posts) (Annexure–III). Job
description of the said posts and Organizational Chart are at Annexure–IV to VI
respectively. To frame the Service Rules as proposed in the Schedule (for new posts)
(Annexure–III), following amendments in the existing PPSC Service Rules, 2003
(Annexure–I) are proposed as under:-

JOB DESCRIPTION

1. Title/Description of the post with grade Assistant Director (BS-17)

2. Duties of the posts:-

a) He will be the Incharge of the Branch allocated to him and responsible for its
smooth functioning.

b) He will ensure punctuality, efficiency on the job training and discipline, good
behaviour and loyalty of staff in the Wing concerned.

c) He will ensure that all requisitions and fresh receipts received in the Branch have
been examined according to Service Rules/Regulations and will put up to the
Competent Authority complete in all respects. He will keep a note of all
requisitions and proposals received in the Branch and remind the Superintendent if
they are not put up well in time.

d) He will initiate ACRs of the Superintendent and Stenographer of his Branch and
give his remarks on the ACRs of the Assistants/Senior Clerks and Junior Clerks in
the Branch who have worked under him for at least three months.

e) He will check daily attendance register and send it to the Director


concerned/Deputy Secretary.

f) He will be the leave reporting Officer of his Branch. He will also maintain upto-
date leave account of the officials working in the Branch concerned.

g) He will be responsible for all stores, furniture, stationery and any other item of
Government property issued to the Branch concerned. He will arrange to carry out
periodic and annual check and maintain a record of the same.

h) He will maintain a list giving the address and telephone number of the officials in
the Branch.

i) He shall perform any additional functions or duties as may be assigned by the


Commission.

JOB DESCRIPTION

2. Duties of the posts:-

a) He will be the Incharge of the Research Branch and responsible for its smooth
functioning.

b) He will ensure punctuality, efficiency on the job training and discipline, good
behaviour and loyalty of staff in the Wing concerned.

c) He will collect and analyze data on examinations conducted by the Commission,


recruitment including delays, system adopted and methodologies and make
recommendations.

d) He will carry out research studies related to the performance of the candidates in
different tests and at Viva Voce with a view to further refining and improving the
methodologies for selection of suitable candidates.

e) He will analyze qualifications and Service Rules laid down by the Government.

f) He will advise the Commission on qualification, recognition and equivalence of


foreign and/or Pakistani degree.

g) He will maintain close liaison with the Psychological Branch and help in such a
manner as is necessary.

h) He will prepare and submit draft of the Annual Report by 15 th January of each
year.

i) He will be the leave reporting Officer of his Branch. He shall also maintain upto-
date leave account of the officials working in the Branch concerned.
