The office of PPSC is consisting of 3 blocks i.e. old block, Chairman Block

and Rasheed Block. The old block was built in 1935 and was declared dangerous by

inspection team of Building Research Selection and Building Department had consistently

been requesting PPSC to vacant it immediately otherwise it might cause unpleasant

situation/mishap.

Subsequently, a meeting was held under the chairmanship of Additional Chief

Secretary on 01-11-2012 at 10:00 a.m. in which the situation was discussed. The Chair

advised the Secretary, PPSC to visit LDA Plaza and Alflah Building for locating suitable

alternate place. Accordingly, both sites were visited by the Secretary PPSC and two learned

Members and it was decided to hire the space on 8 th Floor of LDA Plaza, Lahore. Terms &

Conditions of Rent deed are being settled. Meanwhile, Executive Engineer 1 st Provincial

Building Division has forwarded a rough cost estimate amounting to Rs. 148300/- (copy

enclosed) for renovation/improvement of 8th Floor LDA Plaza to be used for PPSC.

It is requested that necessary administrative approved in this regard may be

accorded and necessary funds may be provided.

Commission continues to receive incomplete/defective requisitions from various
departments without mentioning the exact number of posts to be filled in on following
different quotas notified by the government from time to time:-

2. Posts of Private Secretaries attached with Members, PPSC were upgraded
from BPS–16 to BPS–17 as personal to present incumbents as long as held by them vide
S&GAD’s order dated 28th October, 2004 (copy enclosed). Being aggrieved by the word
“personal” Private Secretaries filed a writ petition No. 20100/2004 with the prayer that
word personal may be deleted from order dated 28 th October, 2004 and BPS-17 may be
granted from the dates they joined the post of Private Secretary and also BPS-18 who had
completed 7 years service in BPS-17. The petition was accepted by the Lahore High Court,
Lahore and the petitioners were upgraded and BPS-18 was allowed to the incumbents who
had completed seven years service in BS-17 vide order dated 31 st October, 2008 (copy
enclosed)

3. The remaining Private Secretaries of the Commission, who were not the
petitioner, including applicant Mr. Muhammad Shabbir filed a representation for
upgradation of their posts in BS-17 and grant of BS-18 after completion of seven years
service in BS-17 as has been granted to the petitioners in W.P. No. 20100/2004 by the
Lahore High Court, Lahore The representation was forwarded to the Government vide this
office letter dated 3rd June, 2009 (copy enclosed). as the Commission is not competent to
upgrade any post in the PPSC. This representation of the Private Secretaries was based on
the fact that the judgment was to be given effect in respect of all the employees belonging to
the same category of which a few had benefited being party to the proceedings/litigation.
The response from the Government in this regard is still awaited.

4. Mr. Muhammad Shabbir, Private Secretary has filed an application before the
Honourable Chief Justice, Lahore High Court, Lahore. The order of the Lahore High Court,
Lahore alongwith all documents in original is forwarded herewith for further necessary
action.

that it has been decided in the Full Commission Meeting No. 01/2010 held on
8th January, 2010 (copies enclosed) to request the Government to withdraw the
following categories of posts from BS-11 to BS-15 pertaining to S & GAD,
Revenue, Finance and Police Departments from the purview of the Commission:
a) Stenographers
b) Computer Operators
c) Data Entry Operators
d) Assistants
e) Composers
2. According to Section 7 of the PPSC Ordinance, 1974 the Commission
has been entrusted to make recruitment for posts in BS-16 and above. In the past the
Commission had been accepting the requisitions relating to posts below BS-16 as
the workload was manageable. However during the previous years the mandated
work of the Commission for BS-11 and above has increased manifolds, leaving a
very small margin for such additional work. Furthermore specific skills to assess
suitability of candidates for posts of Stenographers, Computer Operators, Data
Entry Operators, Assistants and Composers is not available with the Commission.
3. It is therefore recommended that instead of entrusting all posts of
BS-11 to BS-15 of subject noted departments to PPSC vide Notification No.
SOR-III(S&GAD)2-8/2009 dated 20th February, 2009 (copy enclosed), it should be
done on the basis of importance of posts like field assignment type posts.
Recruitment to posts, as mentioned in para 1 N above may rest with concerned
Departments please.

4. The Commission now has reviewed the policy on the basis of

recommendations made by the Asian Development Bank consultants to scrutinize

applications prior to holding written tests/examinations in the Full Commission Meeting

held on 25-07-2009 and has decided to scrutinize applications only in respect of the short

listed candidates. By reducing the level of scrutiny of applications, the Commission will

simply increase its efficiency.

Allotment of Residential Accommodation vide letter No.E.O.(S&GAD)Policy/2002-1942
dated 16th October, 2002, according to which government servants working in the Punjab
Civil Secretariat, Lahore High Court and Provincial Assembly of the Punjab only was
eligible for allotment of government accommodation. Entitlement with regard to allotment
of Government Accommodation to the employees of Attached Departments & Autonomous
Bodies including Punjab Public Service Commission was withdrawn by the Government on
the basis that most of the departments had their own colonies.

3. According to the Punjab Government Rules of Business, 1974, the Punjab


Public Service Commission is a Special Institution along with other Special Institutions like
High Court, Punjab Service Tribunal and Office of the Provincial Ombudsman, which
require equal treatment with regard to the welfare of their employees. Since the Punjab
Public Service Commission neither has its own residential colony nor the employees are
now eligible for allotment of government residences, the accommodation problem of the
employees of Punjab Public Service Commission has further accentuated. Due to this
discriminatory treatment, employees of Punjab Public Service Commission are facing great
problems being deprived of their basic need.

4. You are, therefore, requested to approach the concerned authorities to


include the employees of the Punjab Public Service Commission within the orbit of the
entitlement of government employees for allotment of government residences, as has been
done in the case of all the Government Servants working in the Punjab Civil Secretariat or
with the Lahore High Court, Punjab Service Tribunal and Office of the Provincial
Ombudsman who are posted at Lahore.

13. It is submitted that above noted advance paras were submitted to the
Secretary (I&C), Government of the Punjab, S&GAD for regularization from the Finance
Department vide this office letters Nos. AO-PPSC-2009/512, 514 and 515 dated
18-12-2009 and No. AO-PPSC-2010/229 dated 11-06-2010 (Flag-A,B,C&D). But no
response has so far been received from the quarter concerned. The Audit department is
pressing hard for settlement of these advance paras. If approved, a reminder may be issued
to the S&GAD for regularization of said advance paras so that the same could be placed
before the SDAC for settlement. Subject to order, draft is added below for approval please.

59. It is submitted that Mr. Qasim Hussain, Ex-Stenographer (BS-12), PPSC


was removed from service on 14-07-2010 vide order (Flag-A). Over payments amounting
to Rs. 40,020/- on account of pay and allowances for the period from 31-03-2010 to
30-06-2010 was outstanding against him. He was asked to deposit the said amount into
Government Treasury vide this office letter No. AO-PPSC-2010/290 dated 06-09-2010
(Flag-B) and subsequent reminder No. AO-PPSC-2010/367 dated 03-01-2011 (Flag-C).
But he has not deposited the said amount into Government Treasury. If approved, District
Revenue Officer, Lahore may be requested to arrange for recovery of Rs. 20,020/- from Mr.
Qasim Hussain S/o Khadim Hussain, Ex-Stenographer, PPSC resident of House No. 159,
Street No. 46-C, Barkat Park, Tajpura Road, Ghazi Abad, Lahore at the earliest. Subject to

1. I am directed to refer to the subject noted above and to say that
