Technical Specifications
These special provisions shall supercede the Part A – Facilities for the Engineer of Volume II
of the DPWH Standard Specifications for Highways, Bridges, and Airports 2004 Edition.
The Contractor shall provide newly fabricated fully air-conditioned 20-footer container van on
a rental basis and shall be delivered within fifteen (15) days from the start of the Contractor’s
acceptance of the Notice to Proceed (NTP). The Contractor shall provide, furnish, supply and
install furniture, equipment tools, services and facilities necessary for the use of the
Construction Manager.
The location of facilities shall be determined by the Construction Manager prior to the start of
the project.

A.3.1 General
The laboratory equipment to be provided shall be complete with all accessories and supplies
necessary to carry out the specified test. The Contractor shall maintain this equipment in a
serviceable condition and all measuring control equipment shall be checked and calibrated from
time to time as required by the Engineer, and immediately corrected or replaced if it is found to
be inaccurate.
When requested, the Contractor shall furnish a complete written statement of the origin,
composition and/or manufacture of any all materials (manufactured, produced or grown) that
are to be used in the work.
Unless otherwise provided, sampling and testing of materials shall be made by the Contractor
under the direct supervision of the Engineer in accordance with the methods given in the
Standard Specifications for Highway Materials and methods of Sampling and Testing to the
latest edition of AASHTO.
The approval of preliminary samples shall not be considered as a guarantee of acceptance of all
materials from the same source, nor the quality of such materials, and it is understood that the
Engineer shall reject all materials delivered on the work, which do not meet the requirements of
this Specification. No materials shall be used in the work until sampled, tested and found
satisfactory by the Engineer. The Contractor shall not be allowed any compensation for any
delays or damages sustained pending the completion of testing and approval. Any material,
which has been sampled and passed as satisfactory, may be re-sampled and retested at any time
before use at the discretion of the Engineer.
When test of materials such as cement, concrete, asphalt, steel, timber, etc. cannot be done in
the field laboratory due to lack of equipment, but are necessary, or required by the Engineer,
such test shall be at the expense of the Contractor. The Contractor shall afford such facilities as
the Engineer may require for collecting and forwarding samples to an approved Laboratory.
The materials represented by the samples shall not be allowed to be incorporated into the work
until tests have been made, and the materials found to meet the requirements of the
Specifications. The Contractor in all cases shall furnish the required samples without charge.
In the absence of any definite Specifications or reference to Specifications given in the body of
the Standard Specification, or in the Special Provisions for the project, it shall be understood
that such materials shall meet the requirements of the Standard Specifications for highway
materials of the American Association of State Highway and Transportation Officials, or in the
event that no Specification has been officially adopted by said Association, such materials shall
meet the Specifications and requirements of the American Society for Testing Materials
(ASTM) or of other Road Associations as may be directed by the Engineer.
The equipment with all accessories and supplies shall be adequate to carry the tests hereunder
and any other tests which may be required under the Contract or ordered to be made by the
Engineer. Unless otherwise stated, the tests shall be as specified under the following AASHTO

A.3.3 Publications
It is understood that technical publications and references are basic Contractor’s guide and is
considered as Contractor’s property.
Protective clothing for laboratory staff, waterproof clothing and safety helmets for site staff
shall be provided by the Contractor.
The following items will be measured and paid, which price and payment shall be full
compensation for furnishing and placing all materials and for all labor, equipment, tools and
incidentals to complete these items.
