The Problem at Red River 5 March 1870

To those that would now represent us,

The issue that began in Red River some months ago has matured to an unbearable
capacity. The actions of Louis Riel and his band have become a nuisance far beyond
what the Dominion had expected.

It is with legal authority that the Dominion of Canada possesses the territories
westward, formerly known as Rupert’s Land. That authority, however, has been
impeded. The situation presented is of delicate nature and the future actions of this
government must be measured carefully.

As of this date, 5 March 1870, the crimes of this rebellion have reached that of
murder. They have seized and occupied Fort Garry and the politics of their band
solidify with each passing month.

It is only as a last resort that this administration will sanction force as a solution. It
is preferable that this crisis be managed bloodlessly. However, this government is
without intelligence on the situation, and so the decision remains uncertain.

It is here that the Dominion of Canada shall employ your skills. The assignment of
the collection of intelligence on the “Red River Rebellion” falls to you. It is that
question of future action that is asked of you, now. Given the information, and your
expertise, can this nation logically dedicate itself to diplomacy? Or have we been left
with only military action as a viable course?
