A. Reimbursement of cost of spectacles/contact lenses/dark glasses goggles to


regular employees shall be regulated as mentioned hereunder:-

I. Eligibility: All regular employees who have rendered at-least one year
service in ONGC shall be eligible for reimbursement of cost of spectacles/contact
lenses. Besides, their spouse and dependant children covered under the definition of
the ‘family’ may also avail the reimbursement within the prescribed overall ceiling.

If the employee and spouse both are employed in ONGC, the reimbursement
shall be allowed to either of them, who is currently availing other facilities.
II. Cost ceiling:
(a). The reimbursement towards cost of spectacles/contact lenses shall be
restricted to the actual cost, within the overall ceilings as indicated hereunder-

(b). In case of visually challenged employees who require usage of dark glasses
goggles and their dependant children, the cost of dark glasses
goggles/spectacles/contact lenses may be reimbursed as per actual within the
following ceilings-

III. Periodicity: The said reimbursement may be availed by the
employees/dependants once in a block of two calendar years. An eligible employee
can claim the reimbursement upto the ceiling mentioned above any time during the
block of two years either in one or two spells. The block of two years is to be linked
with the block fixed for holiday home facility.
IV. General Conditions:

a. The said reimbursement shall be allowed only in those cases where


spectacles/contact lenses are procured on recommendations of an eye
specialist.

b. An employee who intend to avail the reimbursement will have to submit his
claim in prescribed claim Form No.MED-SPEC-01 along with necessary
prescription of eye specialist and cash memo.

c. Necessary entries in regard to reimbursement of cost of spectacles/contact


lenses/dark glasses goggles shall be made in service record of the employee
by the concerned establishment to determine subsequent entitlement.
d. The said facility shall not be admissible to the retired employees and
dependant parents of the regular employees.
V. The above mentioned ceilings are effective from 30.12.2006 and ceilings
will be valid for at-least five years. However, in such cases where the employees
have availed the reimbursement towards cost of their spectacles prior to 30.12.2006,
they may avail the reimbursement in respect of their eligible dependents within the
balance of overall ceiling.

B. Reimbursement of cost of spectacles/contact lenses to retired employees &


dependents of deceased employees who die while in service shall be regulated as
mentioned hereunder-
I. The retired employees, their spouse, dependant family members
(excluding parents) of deceased employee who die while in service may avail
reimbursement of actual cost of spectacles/contact lenses within the overall
cost ceiling indicated below provided they are members of ONGC Post Retirement
Medical Scheme-

II. The reimbursement shall be allowed only in those cases where


spectacles/contact lenses are purchased on recommendations of an eye specialist.

III. The retired employees/dependents of deceased employee will have to submit
their claim in prescribed claim Form No.MED-SPEC-02 along with necessary
prescription of eye specialist and cash memo.

IV. The retired employees/dependents of deceased employee may claim said


reimbursement in two spells in a block of two years. The block of two years shall be
reckoned from 1st January, 2009.
V. Necessary entries in regard to said reimbursement shall be made in ICE
system by the concerned Incharge, HR-ER/ Senior Citizen Cell to determine
subsequent entitlement

VI. The above stated reimbursement to retired employees/dependent of


deceased employees is effective from 1st January, 2009.

Amendments:

I. Executive Committee in its 416th meeting held on 8th June, 2012 at New Delhi
approved the revised cost ceiling for reimbursement towards cost of spectacles/ contact
lenses in respect of eligible beneficiaries in accordance with the existing scheme as detailed
below:

1. Regular employees, their spouse and dependent children/Retired employees and their
living spouse/dependent family members (excluding parents) of deceased employees who
die while in service.

3 The current block year of retired employees and their spouse/dependent family
members of deceased employees is hereby revised from 2011-12 to 2012-13 in order to

make the block year at par with regular employees. However, retired employees/dependent
family members of deceased employees who have already claimed reimbursement for
spectacles in the block year 2011-12, shall not be eligible to claim the same in the calendar
year 2013 as part of revised block year 2012-13.

4. In case a claim has already been made for reimbursement prior to issue of this
order, additional claim may be made towards remaining amount as per revised cost ceiling
in respect of eligible beneficiaries for whom the claim has not been preferred.

5. The above mentioned cost ceilings shall be effective from 16.07.2012 and shall be
valid for five years.

6. Other terms and conditions of the scheme shall remain unchanged.

II. If the eligible beneficiary has fully availed reimbursement towards cost of spectacle /
contact lenses under regular employees’ block year, no reimbursement shall be allowed
under retired employees’ block year within the span of two years.

III. The Executive Committee in its 424th meeting held on 18th, 28th December, 2012 at
New Delhi has approved the following modifications to the existing provisions for
reimbursement of cost of spectacles/contact lenses:-
