GENERAL REMINDERS

TEAM REGISTRATION RULES

1. Registration Fee is at P hp2000. Registration and payment should be made before 14 October 2017.

2. Teams must determine if they would like to join the following categories and special categories:

a. 35Up
b. Corporate - Based
c. Open Men and Women
d. U19 Men and Women
e. U17 Men and Women
f. U15 Men and Women
g. U13 Boys
h. U11 Boys
i. U9 Mixed
j. U7 Mixed

3. Eligibility Rules

a. Players must present valid ID that shows date of birth or NSO Certificate.
b. There is no limit of foreign players inside the pitch.
c. Respective team representatives should register and submit their player roster, composed of a maximum
of 10 players.
d. Former and current UFL, WFL, UAAP, NCAA, or National Team players are allowed
e. Team captain must submit final line-up before 14 October 2017.
f. All players must sign a medical waiver.
g. The P UMA SE7ENS CUP Southern Mindanao Organizing Committee and Directors reserve the right to
decline a player or team from participating in the P UMA SE7ENS CUP Southern Mindanao if any of the
above items are not met.
MATCH RULES
All players and officials shall maintain a spirit of sportsmanship, fair play, and good fun at all times, both on and off
the pitch. All players are asked to be especially respectful to our referees.

1. Each team should have seven players to a side when the game starts. 6 field players and 1 goalkeeper. There will
be a minimum of 5 players for a team to play. A team can have a maximum of 10 players for any one game.

2. This is a 7-a-side 16-min per game tournament.

3. No Shin Guards, No Play rule applies.

4. P UMA SE7ENS CUP Southern Mindanao basically follows the rules of Futsal with a few exceptions such as the use

of a size 5 ball instead of a futsal ball, the use of a 2 and 3 official, accumulated team fouls, etc.

5. No sliding tackles are allowed for field players. Referees will give a yellow card to any player who performs one.
Players may slide to kick the ball, provided that there is no clear possession of the ball from the other team.
Goalkeepers may slide but they are not allowed to perform two-footed slides that are unnecessarily rough and
dangerous.

6. No shoulder-shoulder changes are allowed. Referees will give a yellow card to any player who performs one.
Since this is a friendly tournament, rough play will not be tolerated. Direct free kicks will be given to the following:

• kicking or attempting to kick an opponent


• tripping an opponent
• jumping at an opponent
• charging an opponent in a violent or dangerous manner
• charging an opponent from behind
• striking, attempting to strike, or spitting at an opponent
• holding an opponent
• pushing an opponent
• charging an opponent with shoulder (i.e., shoulder charge)
• sliding at an opponent (i.e., sliding tackle)
• handling the ball (except goalkeeper)

7. Players can either throw-in or kick-in when the ball goes out to the side, and there will be corner kicks when the
ball goes out to the baseline after being kicked out by a defensive player. When a player elects to kick-in, the ball
must be on the line and not moving when he performs the kick. Plant foot must either be on the line or outside the
field of play. It must not be in the field of play. If there is a violation, possession will transfer to the other team.

8. There will be no offsides in this tournament.

9. Passbacks to the GK will be allowed anytime and the GK will be allowed to handle the ball within the penalty area.

10. The 6-second rule of the GK will be applied at all times.

11. Unlimited “flying” substitutions are allowed, as long as the referee is informed and is during a dead-
ball situation. The exiting player must exit the field before the substitute enters. A violation will result in a warning.
Succeeding violations will be penalized with an indirect free kick from the top of the arc around the goal.
12. Referees can issue yellow and red cards for serious infractions. Two yellow cards in the same game will result to
a red card, expulsion in that game, as well as a one game suspension, served immediately on the next match. The
team shall not be able to replace the player on the field for 4 minutes, or until the opposing team scores a goal,
whichever comes first.

Two yellow cards accumulated over multiple games, even if they are from nonconsecutive games, will result in a one
game suspension served immediately on the next match. Any player who gets his or her second red card (from two
yellow cards in one game) will be automatically disqualified from the rest of the tournament. A straight red card
also deems that player automatically out of the tournament. The team will not be allowed to substitute the
expelled player for the duration of the game.

DISCIPLINARY

• Player with a yellow card will be fined Php500.


• Player with a straight red card will be fined Php1000 and will be escorted out the venue by security and
management.
• Team Captains will shoulder the cost.

13. The referee’s decision is final.

14. In the event of any complaint or protest regarding any aspect of the tournament not brought up in these rules,
the team representatives will vote and make a decision on that matter. Protests regarding the eligibility of players
during the group stage must be raised before the semifinals begin. Consequently, protests during the semifinals
must be settled before the finals.
FORMAT
1. Teams will be divided to brackets or group. There will be a single round-robin league stage amongst the teams. 3
points for a win, 1 for a draw, and 0 for a loss.

2. The top two teams from each bracket or group will proceed to the quarterfinals.

3. The eight advancing teams will then draw lots to determine the quarterfinal match-ups. The Number 1 Team of
Group A will face the Number 2 Team of Group B. The Number 2 Team of Group A will face the Number 1 Team of
Group B.

4. The quarterfinals winners, and subsequently, semifinal winners will advance to the finals. The 2 finalists
automatically will be part of the P UMA SE7ENS CUP National Finals.

5. There will be a 16-minute game with stoppage time determined by the referee. This can be shortened at any
time upon the discretion of the Directors and Committee in the event of time constraints.

6. There will be no half time, but there will be a 5-minute interval between games.

7. In case of ties in the points tally, please refer to the Tiebreaker section.

8. In the event that the score of the quarterfinal, semifinal or final match is still tied after regulation, there will be an
extension of five minutes. If the score is still tied after Extra Time, there will be a standard 3- player penalty
shootout. Teams must submit their list and order of kickers from the first kicker all the way up to the last player of
their roster. The first 3 players on the list for the shootout MUST be the 3 players on the pitch when extra time
expires.

9. A coin toss to be conducted by the referee will determine which team goes first in the event of a Penalty
Shootout.

10. If after 3 kicks the outcome is not yet decided, the penalty shootout then becomes sudden -death, exhausting all
the players in the roster. The order of kickers will then repeat if the number of kickers on one team is exhausted.
The total number of players per team qualified to participate in a given penalty shootout shall be equivalent to the
number of players of the team with the lower total player count (i.e. if Team A has 9 players and Team B has 10,
each squad shall field a total of 9 players each for the specific penalty shootout. This is to avoid giving a tactical
disadvantage to the team with a higher player count should sudden-death go to a complete and full rotation and
back to the top of the line-ups.

11. After the Finals, the organizing committee, the officials, and the sponsors will present the P UMA SE7ENS CUP
Southern Mindanao Champions.

12. There will be no time-outs in this event. Should a player go down injured and be in need of attention, the
players should inform the referee immediately so that he can pause the game.

13. General call time for all players is 5:30 am, kick off for the first games is 6:00 am.
TIEBREAKER SYSTEM
1. Following FIFA’s official system for tie-breakers for teams that finish level on points in the group stage:

a. Goal difference in all group matches


b. Greater number of goals scored in all group matches
c. Greater number of points obtained in matches between the tied teams
d. Goal difference in matches between the tied teams
e. Greater number of goals scored in matches between the tied teams
f. Penalty Shootout – a THREE KICK PENALTY KICK SHOOTOUT between the two teams. The order of kickers
must be delivered to the officials before the shootout. If the teams are still level after three kicks, then the
shootout goes to SUDDEN DEATH.
g. Toss coin / draw lots

2. In the event of a tie amongst more than two teams. All the above will apply except for Rule F.
