SECURITY SURVEY script

 When getting on board:


- Good morning sir, Port State Control. I am Gendarme Le Gof
from the French Maritime Police.
- Good morning madam, I am Captain Hoodless. Welcome on
board.
- I’d like to meet the ship security oficer for a security survey.
- Sure, follow me, I am going to show you where his office is.

 When meeting the ship security officer: (knock knock knock)


- Lieutenant Kingbell there is a team of the French maritime
police who need to meet you.
- Good morning lieutenant, we are on board for a security
survey.
- How can I help you ?
- We’d like to check the security documents.
- All right, what kind of security documents do you need me to
show you ?
- The first document I need to check is the International
security certificate of the vessel with particulars. I mean what
is the name of the vessel ?
- It is called Mary Jane.
- What is its port of registry ?
- It is Poole.
- What is its gross tonnage (jauge brute) ?
- 39132.
- What is its IMO number?
- 8413102.
- What is the name and address of the company ?

- It is called Rainham Ship Corporation and it is located at 19
Mount road in Poole.
- And eventually, show me the validity of the certificate.
- The certificate is valid until October the second of 2011.
- Thank you madam. The second security document I want to
go through is the Continuous Synopsis Record with the
Recognized Security Organization which issued International
Ship Security and amendments.
- Here you are.
- Thank you, that’s perfect !

 About the security plan


- Now I have a few questions you must answer.
- All right go ahead.
- As an SSO what kind of training did you receive ?
- I was designated by the company to develop and maintain
the Ship security Plan. I attended a three month course. I
was taught how to implement and maintain the security
plan, how to correct deficiencies, how to ensure security
awareness and vigilance on board and within terminals,
and eventually, how to ensure adequate training provided
for all personnel responsible for security.
- All right. Do you have a security plan on board ?
- Yes we do. I developed a methodology that employs a
practical, step-by-step approach.
- In which language is it written ?
- It is written in English.
- Who is allowed to consult it ?
- The Captain, the executive officer, and myself.
- Do you have a training and exercise record book ?
- Yes we do. I prepared a ship security assessment report and
the ship security plan is based upon the Ship Security
Assessment Report. And there is a 90-day implementation
period to train and drill the crew properly.

- What are the procedures of training, drill (repeated training)
associated with the plan ?
- All hands must be familiar with the Ship Security Plan,
security level requirements and emergency procedures.
They are trained to recognize and detect weapons,
dangerous substances; they are supposed to distinguish
characteristics and behavioural patterns of potential
terrorists. They are told about current security threats.
- What are the measures to prevent unauthorized weapons,
incendiary devices or explosives from being smuggled on
board ?
- The crew is trained for physical searches of people, personal
effects, baggage, cargo and ship stores.
- Where are the ship security alert system activation points ?
- The only one we have is on the bridge. If someone presses
the button it warns the harbour authorities.
- Right, do you have procedures and instructions concerning the
ship security alert system, including testing, activation and
deactivation ?
- Yes the whole procedure is in this leaflet.
- Where are the restricted areas on the ship ?
- The engine room and the bridge are the restricted areas.
- Do you have any security incidents to report ?
- No madam.
- Have you ever been into trouble with terrorism or piracy ?
- No, not really but two months ago, in the Aden gulf, we got
scared because we saw another ship trapped by pirates.
- Where was your last port of call ?
- Two weeks ago we were at Saint Louis in Senegal.
- Where is your next port of call ?
- We are about to move to Dunoon in Scotland.
- Is there anything else you’d like to add?
- No madam.

- We are supposed to leave on Friday.
