Training Project for Sustainable
Livelihood (GT2P4SL)

Background:

CMR Memo No. 16 -2016 dated July 1, 2016, sets forth the general
guidelines, procedures and tasks of police offices/units/stations in the conduct of
the Philippines National Police (PNP) Anti-Illegal Drugs Campaign Plan -
PROJECT: "DOUBLE BARREL" in support to the Barangay Drug Clearing
Strategy of the government and the neutralization of illegal drug personalities
nationwide.

The Command Memorandum Circular is in response to the DDB's 2015


National Household Survey where it was stated that there were around 1.8
million drug users in the country wherein 38.36% of which are unemployed. As
of February 2016, PDEA reported that 26.91% or 11,321 out of the country's
42,065 barangays were "drug affected" (mostly in urban areas), A barangay is
said to be drug-affected when there is a proven existence of drug user, pusher,
manufacturer, marijuana cultivator or other drug personalities regardless of
number in the area (CMC #16-2016).

Bogo has some drug prevention program, but it was not a flagship and
priority campaign. The no nonsense Anti-Drug Campaign started July 11, 2016,
when a week after his assumption of office as City Mayor, Atty. Carlo Jose A.
Martinez signed and issued Executive Order No. 19 designating Vice Mayor
Maria Cielo Martinez as Chair of the Rehabilitation-Reintegration (RERE)
Committee. The barangay leaders were involved in the drug-clearing
operations and subsequent RERE. The city primarily provided fund support for
RERE and secondarily, cash incentives to barangays to be cleared on drugs.
As a result of the collaborative efforts, all twenty-nine (29) Barangays were able
to comply with the prescribed guidelines set in the Dangerous Drug Board
Regulation 3 for Barangays to be declared DRUG-CLEARED.

On May 26, 2017, Bogo City was declared the first drug-free city in the
Visayas, and the second LGU to be declared such in the country. As a symbol
of this great feat, they have put up a “The Covenant Wall of Drug Cleared City”
that boldly declares to the world the City of Bogo's ZERO TOLERANCE
POLICY against illegal-drugs and related crimes.
As early as October 11, 2016, while the number of surrenderees are still
on the rise, Bogo was already singing a different tune, the DRUG WARRIORS of
Bogo was established. . The “Drug Warriors” are volunteers made up of drug
surrenderers and local residents of the city’s 201 sitios and 29 barangays. It is a
good strategy to have a mix so that the surrenderees will not be identified and
stigmatized. It is also good that they were given uniforms. The Drug Warriors
group gave a needed boost on their self-esteem. They were given new
identities, a new sense of belongingness, meaning and purpose. It further
speaks of the leaders and crafters of RERE. They not only read Maslow’s
Hierarchy of Needs but they knew that the biggest need of a drug addict is a
sense of purpose and direction.

From July 2016 –May 2017, Bogo recorded a total of 1,381 drug
serrenderees where the 229 who graduated from the rehabilitation program
joined the DRUG WARRIOR GROUP.

Basing on the profile of the drug surrenderees, it was observed that


people are already living in poverty when they start doing drugs. Large cities with
many low income residents are the most often plagued with drug abuse. Drugs
are easy to get on the streets, and young people living in poverty are often
surrounded by drug dealers and drug addicts.

The Local Government of Bogo now look into means to uplift the lives of
the drug surrenderees especially the 229 who have pledged to changed their
lives and have joined the Drug Warrior Group. It is important for us to help give
these individuals options for economic sustenance and tools to get their life
together again, so to haul them away from the bondage of drugs.

II . PROJECT DESCRIPTION:

The notion that agriculture, described as a routine industry (land


preparation, plant, harvest and repeat), is something that farmers strongly
oppose saying that their job is a difficult one but the most important and the best
in the world.

Agriculture plays a crucial part of everyone’s life. In fact, it is a big


business in a tropical country like the Philippines.

Cebu is one of the provinces in the country that is blessed with agricultural
resources giving people, specially those living in the rural areas, a big
opportunity to start engaging in agriculture business or commonly known as
“agribusiness”. People living in the rural places mainly support themselves
through agriculture.

Cebu is known for being abundant in agricultural commodities such as


sweet corn, rice, coconut, sugarcane, vegetables, fruits, camote, cassava and
spices.
According to the Department of Agriculture Central Visayas agribusiness
division, most of the vegetables come from the southern backbone of the
province stretching from Carcar City to Argao not to mention Dalaguete which is
considered as the “Vegetable Basket of Cebu.”
In Bogo, commercial agricultural plantations are expanding. This
expansion forces poorer farmers onto marginal lands. There was an increasing
concentration of poor farmers in a frontier of the City.
To maintain the balance between commercial farming and the diminishing
farm lands for our farmers to till, the Local Government Unit of Bogo, Cebu City
will pursue the Green Technology Training Project for Sustainable Livelihood
(GT2P4SL). GT2P4SL is an urban farming model thru permaculture.
Permaculture is a system of agricultural and social design principles centered on
simulating or directly utilizing the patterns and features observed in natural
ecosystems. This program will teach the trainees how one can start a gardening
business in the backyard and earn a profit on a half-acre or less. Trainees will
likewise be taught what customers to target, the most profitable vegetables to
grow, and how to design the most efficient planting system utilizing permaculture
design that emphasizes patterns of landscape, function, and species
assemblies.
The project shall be done in a collaborative partnership with Department of
Agriculture. The scope of training shall be: (1) preparation of planting materials,
(2) field planting, (3) plantation maintenance, (4) crop production & harvesting,
and (5) post-harvest processing..
The participants shall be the 229 members of Drug Warrior, wherein, after
their training, will be tapped to conduct multiplier trainings in barangays thereby
promoting the project down to the grassroots especially to the Drug
Surrenderees and advocating green technology as a tool for sustainable
livelihood.

Objectives:

General:

At the end of the Training, the participants are expected to develop


acquire the competencies in permaculture farming. The training aimed at
providing participants with the principles of effective presentation and facilitation
skills in permaculture farming/gardening by utilizing the key concept related to
adult learning, writing learning outcomes, laboratory exercises, training course
design and evaluation.

Specific:
1. To provide sustainable livelihood to the 229 Drug Warrior Members
through household sustenance by the production of food for household
consumption increasingly modified by the goal to generate and augment
family income;
2. To provide the Drug Surrenderees an option for economic sustenance and
tools to get their life together again, so to haul them away from the
bondage of drugs.
3. To preserve the environment, increase green-cover & protect the health of
public by spreading social awareness on permaculture farming/gardening
4. To conduct workshops & training events in the area of permaculture
farming/gardening;
5. Work in tandem with other Government Agencies to establish
operational ways to promote permaculture farming systems in the
province
III. PROJECT MANAGEMENT
1. A planning meeting shall be conducted between the LGU (Local
Government Unit-Bogo), PNP (Philippine National Police –Bogo) and DA
(Department of Agriculture).
2. The participants shall be selected and endorsed by the LGU to
the DA;
3. The DA will conduct the Training and provide the Trainers;
4. The participants shall be in divided into 9 batches, having 25/26
Trainees per batch.
5. The PNP will shall oversee the attendance of the Trainees and
monitoring of their farming activities after the Training;
6. P5,000 per trainee will be allocated for:
a. Meals and Accommodation for 5 days
b. Training Supplies and Materials
c. Starter Tool Kits
