I. INTRODUCTION
Background:
CMR Memo No. 16 -2016 dated July 1, 2016, sets forth the general
guidelines, procedures and tasks of police offices/units/stations in the conduct of
the Philippines National Police (PNP) Anti-Illegal Drugs Campaign Plan -
PROJECT: "DOUBLE BARREL" in support to the Barangay Drug Clearing
Strategy of the government and the neutralization of illegal drug personalities
nationwide.
Bogo has some drug prevention program, but it was not a flagship and
priority campaign. The no nonsense Anti-Drug Campaign started July 11, 2016,
when a week after his assumption of office as City Mayor, Atty. Carlo Jose A.
Martinez signed and issued Executive Order No. 19 designating Vice Mayor
Maria Cielo Martinez as Chair of the Rehabilitation-Reintegration (RERE)
Committee. The barangay leaders were involved in the drug-clearing
operations and subsequent RERE. The city primarily provided fund support for
RERE and secondarily, cash incentives to barangays to be cleared on drugs.
As a result of the collaborative efforts, all twenty-nine (29) Barangays were able
to comply with the prescribed guidelines set in the Dangerous Drug Board
Regulation 3 for Barangays to be declared DRUG-CLEARED.
On May 26, 2017, Bogo City was declared the first drug-free city in the
Visayas, and the second LGU to be declared such in the country. As a symbol
of this great feat, they have put up a “The Covenant Wall of Drug Cleared City”
that boldly declares to the world the City of Bogo's ZERO TOLERANCE
POLICY against illegal-drugs and related crimes.
As early as October 11, 2016, while the number of surrenderees are still
on the rise, Bogo was already singing a different tune, the DRUG WARRIORS of
Bogo was established. . The “Drug Warriors” are volunteers made up of drug
surrenderers and local residents of the city’s 201 sitios and 29 barangays. It is a
good strategy to have a mix so that the surrenderees will not be identified and
stigmatized. It is also good that they were given uniforms. The Drug Warriors
group gave a needed boost on their self-esteem. They were given new
identities, a new sense of belongingness, meaning and purpose. It further
speaks of the leaders and crafters of RERE. They not only read Maslow’s
Hierarchy of Needs but they knew that the biggest need of a drug addict is a
sense of purpose and direction.
From July 2016 –May 2017, Bogo recorded a total of 1,381 drug
serrenderees where the 229 who graduated from the rehabilitation program
joined the DRUG WARRIOR GROUP.
The Local Government of Bogo now look into means to uplift the lives of
the drug surrenderees especially the 229 who have pledged to changed their
lives and have joined the Drug Warrior Group. It is important for us to help give
these individuals options for economic sustenance and tools to get their life
together again, so to haul them away from the bondage of drugs.
II . PROJECT DESCRIPTION:
Cebu is one of the provinces in the country that is blessed with agricultural
resources giving people, specially those living in the rural areas, a big
opportunity to start engaging in agriculture business or commonly known as
“agribusiness”. People living in the rural places mainly support themselves
through agriculture.
Objectives:

Specific:
1. To provide sustainable livelihood to the 229 Drug Warrior Members
through household sustenance by the production of food for household
consumption increasingly modified by the goal to generate and augment
family income;
2. To provide the Drug Surrenderees an option for economic sustenance and
tools to get their life together again, so to haul them away from the
bondage of drugs.
3. To preserve the environment, increase green-cover & protect the health of
public by spreading social awareness on permaculture farming/gardening
4. To conduct workshops & training events in the area of permaculture
farming/gardening;
5. Work in tandem with other Government Agencies to establish
operational ways to promote permaculture farming systems in the
province
III. PROJECT MANAGEMENT
1. A planning meeting shall be conducted between the LGU (Local
Government Unit-Bogo), PNP (Philippine National Police –Bogo) and DA
(Department of Agriculture).
2. The participants shall be selected and endorsed by the LGU to
the DA;
3. The DA will conduct the Training and provide the Trainers;
4. The participants shall be in divided into 9 batches, having 25/26
Trainees per batch.
5. The PNP will shall oversee the attendance of the Trainees and
monitoring of their farming activities after the Training;
6. P5,000 per trainee will be allocated for:
a. Meals and Accommodation for 5 days
b. Training Supplies and Materials
c. Starter Tool Kits
