METHOD STATEMENT

Introduction
This method statement outlines the proposal of FM Conway Ltd Structures Division (FMC)
to replace the existing guard railing parapet to Petts Wood Road Bridge with an in situ brick
infill parapet
This work should be read in conjunction with the Risk Assessments and COSHH
Assessments prepared for this project and take into account methods as set out in the
Company’s Health and Safety Policy documents.
The project is due to commence on Thursday 3rd January 2008, with an expected duration of
four weeks.
To safely demolish the existing metal type pedestrian guardrail parapet and brick
piers and replace with an in situ built brick parapet.
The works to the parapet will be undertaken in two phases. This will ensure safe
passage for pedestrians at all times by utilising the opposite footpath. The side of
the bridge that is being replaced will be protected by use of Heras type fencing,
secured in place with double couplers. Vision boards will be placed on the Heras
fencing at eye level. Further protection will be provided by use of cones and/or
pedestrian type barrier. Any cones used will be illuminated using flashing beacons.
Signs will be set out to Chapter 8 specification; with advance warning of the works
sited either side of the works. Footpath closed signs and pedestrian direction signs
will also be placed either side of the works with a safe crossing point indicated.
In order for pedestrias to cross Petts Wood Road during the footpath closures, the
existing island will be extended either side to an extent past the culvert works using

plastic red and white traffic delineators. This will provide a safe refuge for
pedestrians.
Consideration will be given to local residents, especially those adjacent to the bridge,
with access given to their driveways at all times.
Access will be required to the outer sides of both parapets, this will be provided by
use of either a small scaffold or Youngman type boards spanning over the
watercourse with no supports impeding the watercourse. Either of the systems will
provide hand rails and toe boards.
On set up of the site, the existing guardrail and brick piers will be removed use small
hand held air guns. The existing surfacing and footpath will then be removed in a
similar manner. All arisings will be stored on site in a neat and tidy manner ready
for collection at the end of the excavation operation.
On completion of the excavation, the footing will be offered for inspection prior to
placing of concrete using FM Conway Reimer truck. The concrete will be placed
and vibrated using air pokers and protected from the cold to cure.
Once cured the brickwork wall will be constructed using standard methods, and by
tying into the existing wing walls at every course using Ancon AC31 ties. The wall
will be covered in Hessian cloth at the end of each shift to prevent any frost damage.
On completion of the wall, the bricks will be pointed to both sides, utilising the
access platform for the water side. The mortar will be mixed on site by use of an
electric powered cement mixer.
Before commencing work on site, a site induction will be required for all operatives.
All personnel will sign to say that hey have received an induction and that they agree
to work by and understand the issues covered within this method statement and
risk assessments.
The supervisor will ensure good communication between all parties ad also allow
any concerns by either party to be voiced, documented and actioned.
Regular H&S inspections will be undertaken, with all issues/ concerns reported back
to FMC health and safety department.

around the proposed scaffold or Youngman type board. The sheeting will be fixed to
the soffit of the bridge using timber battens screw fixed into the existing structure.
Again timber battens will be used to secure the Monoflex to the reinforced concrete
wing walls. This sheeting will be hoovered out at the end of each shift and on
completion of the works prior to its removal.
The Engineer has advised that there are services present and also issued stat plans
for the area. A permit to dig system will be in operation for the project coupled
with a CAT scan prior to any excavations.
2.5 Storage
Storage of material will be kept to a minimum and will be maintained within the
fenced off works area or compound in Willett Way.
Before working, all operatives and visitors will receive a site induction tool box talk/
job brief by the supervisor, including details of site layout, site rules and emergency
procedures.
All debris will be removed from the site at regular periods. All excavated material
will be returned to our head office for screening and recycling.
3.0 Labour
A gang of four will undertake these works, they will be fully trained in the works
they are undertaking.
4.0 Training
All operatives attend the F M Conway Health and Safety Awareness Course,
approved by the CITB and given by our Health and Safety Advisors "Settle for
Safety".
In addition to the minimum standard detailed above operatives are suitably trained
and experienced for the tasks that they will carry out.
Training needs are kept under constant review.
All small tools will be checked for defects prior to use. Electrical tools and
equipment will be 110v and powered by a generator.

Minimum of safety boots and hi-viz vest will be worn at all times. Dust, ear hand,
head and eye protection will be available and used as required.
8.0 Security
Apart from the traffic management required, the site will be protected using Heras
type fencing. This will be checked at the end of each shift and kept locked while
unattended.
11.0 Welfare
Welfare and toilet facilities will be provided within the compound area at Willett
Way.
At least 1 appointed person will be on site at all times, he will be responsible for
maintaining a first aid kit as well as an accident book.
A charged and working mobile telephone will be on site at all times. If an accident
occurs, the emergency services will be contacted by dialling 999. An ambulance will
be requested and full details given as requested to the emergency services operator.
If the accident is not severe enough to warrant an ambulance, the person will be
taken to The Princess Royal Hospital, Farnborough Hill, Farnborough, Kent.
In either case the supervisor will be informed immediately with full details of persons
involved, injury sustained, damage to property, time and location of incident. The
details will be entered in the site accident book and if necessary the Health and
Safety Executive will be informed. The supervisor will also inform senior FMC
management.
15.0 RIDDOR
All accidents and near misses will be reported to the site supervisor/manager
immediately. Near misses will be recorded in the site diary and accidents will be
entered in the accident book and site diary. If required the HSE will be informed by
the FM Conway Health and Safety Manager
