SCOPE
This stonderd shows typicel distribution substotion equipment arrangements ond
provides guidonce on tne type of equipment used.
PURPOSE
The purpose of this standard is to provide guidelines for the general
arrongement and ratings of equipment in typical distribution substations. It is
to be used for planning new substations, and expansions to existing ones.
Coordinetion between District Engineering, Substation Engineering, ond
Transmission Planning is needed
GUIDELINES FOR DISTRIBUTION SUBSTATION
A
Station Capecity
Property purchased for ¢ new 12KV distribution substation should be
gdequote for a totol nominal copacity of 100, 7 or 50 MVA, using 15/20/25
(28) MWA transformers. Remote areas and special locctions are exceptions.
Selection of the substation property is discussed in Design Stondard 6330,
titled "Distribution Substation Siting Procedures", The ultimate one-line
diagrams for 50, 75 and 100 MVA distribution substation are shown in the
diagrams on pages 6312.3 thru 6312.5. These diagroms are intended to
guide the district engineer in plonning activities ond not to dictate the
actual substation design, =
Station Getaways
New 12KV circuit getaweys will normally be underground. The stendard
getoway wil be one run of 1000 kemil oluminum cable. Qverhecd gelowys
moy be installed ot rural substetions where only o few circuits are
planes end area aesthetics are not materially affected. The number of
Circuits installed in a duct bank is dependent’ on the economics of
reducing cable ampacity. Design Standares 5521, "Feeder Cable Ampacities
Gesed On Thermal Loading Limits", and 5522, “Cable Ampacity Program”
provide guidance on determining cable ampaclty.
Four-Wire Distribution
All new 12kV substotion are to be designed for compatibility with
four—wire operation requirements according to Design Stondard 6621
“Application Of Primary Neutral”. New circuit construction is to inelide
installation of « neutral conductor.
Bus Copecitors
All new 12kV substations are to be designed with an ultimate capacitor
rating of 6 MVAR for each 28 MVA transformer bonk. Substation capacitors:
for var load requirements should be installed in accordance with the

DISTRIBUTION SUBSTATION PLANNING GUIDELINES:
6312.1E. Equipment
Substation equipment, unless ecquired from existing stock, should
tltimately conform to the following:
1. The_138kV and 69KV switeryard equipment will be rated as specified
by Transmission Plenning and will have minimum opacity
sufficient to occommodate the ultimate load of the cistribution
substetion.
2. The tronsformer bank will be three phase, 15/20/25 (28) MVA, 65°C
rise OV/FA/FA within 2 ten percent LTC.
3. The 12kV switchyard will provide 2,000 amp main bus capacity with
2,000 omp bus tie breaker. Low side lronsformer breaker
positions will have ¢ short time overlosd capability compatible
ith tronsformer loading standard 6311. The 12k feeder breakers
will be rated 1,200 amps with an 18—20kA short circuit
interrupting copobilty
4. All new substations will include aubstotion SCADA (status and
contra!) in lieu of DPR equipment.
