activities in Buyo, Virac.
As immediate response to
the complaints, the PNP con-
ducted validation and verified
that there are rampant illegal
logging activities in the said
barangay, PD Servita said
adding that they had case

jected for arrest.
At present, the PNP is still
determining the total volume
of the confiscated forest prod-
ucts, he added.
The operation in Buyo was
the 62nd operations conduct-
ed by PNP as reported in their
accomplishment report on il-
legal logging by the PNP from
January-December 11, 2017

operations conducted with 77
arrested persons. There were

P960, 293.4. They had filed
28 cases in court.
On the other hand, the
DENR-PENRO Catanduanes
apprehended a total of 1,595
pcs. of lumbers from the dif-
ferent municipalities in the

the favorite menu
items for the holiday
season.

Ruben Tindaan on Monday
said “usually, during Christ-
mas, there is a high produc-
tion because of the high de-
mand for the commodity.”
He added that aside from
the sufficient supply, the
farmers are encouraged to
produce more due to the good
prices of vegetables com-
pared to the regular days.
He also said that aside
from the outdoor farms,
there were also farmers who
have established their green-
houses to prevent damage to
the plants in cases of heavy
rains.

Freshley T. Montilla, a
9-year old Grade 4 pupil
from Sitio Tambo, Brgy.
Bote, Bato, Catanduane-
swon the Project: Every
Child is Special, a contest
sponsored by the Office
of the Governor aimed to
gather inspiring child sto-
ries in the province.
This is in line with the
celebration of the National
Children’s Month aimed at
valuing the story of every
Catandunganon child.
Montilla, the fifth of
eight siblings grew up and
was introduced to life’s
hardships at an early age
of 9.
Jefferson S. Arcilla, a
teacher at Bote Integrated
School and the one who
posted and shared the story
of Montillo, said that ev-
ery Saturday and Sunday,
instead of playing with
his friends, Freshley bus-
ies himself by looking
for shrimps at the shore
of Sakahon to be used by
his brother as bait to catch
fish.
He added that if the
family of the child is lucky
enough to catch more fish,
they will sell it and buy one
to three kilos of rice out of
their earnings.
He highlighted that al-
though the sea has aided
the boy’s needs in school,
Freshley believes that edu-
cation is his stepping stone
to reach his dreams.
Despite the hardships in
life, Montillo is a consis-
tent honor pupil and repre-
sents his school in MTAP,
Sir Arcilla added.
Montilla wants to be
a soldier somedays he
idolizes Cardo of “Ang
Probinsiyano,”who por-
trays the role of a police
officer that helps the op-
pressed. He wanted to be
like Cardo to be able to
buy a house and lot for his
parents and 7 siblings and
serve the country with ef-
ficiency and integrity, he
further said.
Furthermore, Montilla
and Arcilla both received
certificate and prizes
(school supplies, tumblers,
and a free meal at Jollibee)
at the Office of the Gover-
nor last December 7.

book likes, reactions and
shares.
Freshy’s photo and
story reached 459 likes, 93
hearts, 24 wows, 54 com-

MANUFACTURING: The manu-
facturing industry is expected to grow
by more than 10% in 2018 after hit-
ting recently the highest quarterly
growth in ten years, according to the
Dept. of Trade and Industry. During
the Manufacturing Summit last week,
DTI Secretary Lopez said the country

sectors indicating strong eco- perfor-

change value of the local currency
(Phl Peso) versus other foreign mon-

As a result every rise in fuel costs
cites the lower peso value as main
reason. It is noteworthy that the peso
is able to maintain its strength against
the Singapore Dollar and Malaysian
Ringgit, but is losing against the Hong
Kong money and Thai Baht. The re-
percussions on local prices will de-
pend on where the imported products
are coming from.
Our financial leaders say they are
letting the peso seek its own value.
That means the BSP is not interfer-
ing in the supply and demand for the
currency exchange. We say, BSP
should! Overly drop of the peso val-
ue will have adverse impact on costs

RESOLUTION ENACTING AN ORDINANCE REGULATING THE USE OF AMBU-
LANCE PURCHASED BY, ASSIGNED OR DONATED TO THE MUNICIPALITY OF
CARAMOAN, CAMARINES SUR.
WHEREAS,  Section 16 of the Local Government Code of 1991 provides
that: “Every Local Government Unit shall exercise the powers, expressly granted, those
necessarily implied therefrom, as well as powers necessary, appropriate, or incidental
for its efficient and effective governance, and those of which are essential to the pro-
motion of general welfare”;
  WHEREAS, Section 375 of the same Code also provides that each head of
department or office of a municipality shall be primary accountable for all govern-
ment property assigned or issued to his department or office. The person/s en-
trusted with the possession or custody of government property under the account-
ability of any head of department or office shall be immediately accountable to such
officer;
WHEREAS, Section 376 of the same Code provides that the person in ac-
tual physical possession of government property or entrusted with its custody and
control shall be responsible for its proper use and care and shall exercise due dili-
gence in the utilization and safekeeping thereof;
WHEREAS,  because of the importance of the municipal ambulances, the
municipal government has been trying to procure and accept donation of enough
number of these vehicles as these would play an important role in saving lives dur-
ing emergencies by transporting sick or injured patients to a medical facility.
WHEREFORE, considering the foregoing premises, on motion by Hon.
Francis R. Benemerito, jointly seconded by Hon. Lydia C. Obias and Hon. Elvis C.
Alarkon, be it;
RESOLVED, by the Sangguniang Bayan in session assembled, TO ENACT
the following Ordinance to wit:
MUNICIPAL ORDINANCE NO. 02

AN ORDINANCE REGULATING THE USE OF AMBULANCE PURCHASED BY, AS-
SIGNED OR DONATED TO THE MUNICIPALITY OF CARAMOAN, CAMARINES
SUR.
Be it ordained by the Sangguniang Bayan of Caramoan, Camarines Sur in session as-
sembled, that:
SECTION 1. Short Title- This Ordinance shall be known as the “Regulatory Ordi-
nance of Ambulance of Caramoan, Camarines Sur.”
SECTION 2. Declaration of Policy. It is hereby declared a policy of the municipality
to ensure that the ambulance, a vehicle basically intended to transport seriously ill
or injured patients requiring medical treatment, plays a vital role in saving lives by
regulating its use for the benefit of the people.
SECTION 3. Objectives- This Ordinance is promulgated to establish mechanisms on
the proper use and custody of the ambulance and to impose appropriate penalties
to person found guilty of violating this Ordinance with the end view of deterring the
use of the vehicle for purpose other than those intended for their acquisition.
SECTION 4. Definition of Ambulance- refers to a vehicle purchased by, assigned or
donated to the Municipality of Caramoan, Camarines Sur which is equipped with
emergency life-savings devices and equipment and properly designed as such, and
used to carry or transport seriously sick or injured persons or patients in emer-
gency situations requiring immediate medical treatment to a medical facility.
SECTION 5. Custody of the Ambulance. Any ambulance purchased by assigned or
donated to the Municipality of Caramoan shall be under the custody of the Munici-
pal Health Officer or its equivalent official designation.
SECTION 6. Duty of the Municipal Health Officer- (a) It shall be the duty of the Mu-
nicipal Health Officer to recommend the appointment of at least one (1) regular
driver for each ambulance and to ensure that a sufficient amount for gasoline or
engine fuel, brake fluid and oil and the maintenance of the ambulance is appropri-
ated every year.

SECTION 7. Prohibited Acts.- The following are hereby prohibited:
(a) It shall be unlawful for any public official or employee or any private
person to use ambulance for recreation or for personal use or for any
other purpose whatsoever inconsistent with the purpose of a government
ambulance or service vehicle as defined under Section 4 hereof.
(b) It shall be unlawful for any public official employee or any private per-
son to use the ambulance in the transportation of patient not in emergency
situation unless another ambulance is available which non-availability is
jointly certified under oath by the patient or any relative or guardian and
the responsible officer in charge of the ambulance other than their driver,
or when the nature of the patient’s sickness or injury though not life threat-
ening makes necessary his/her transportation by ambulance.
(c) It shall be unlawful for any public officer or employee to allow the use
of any government ambulance by individuals or entities for private use, for
a fee or not.
(d) It shall be unlawful for any public officer or employee to paint over or
allow the painting of his name on any government ambulance.
SECTION 8. Exceptions to the Prohibited Acts. – The following use of any govern-
ment ambulance in non-emergency cases may be allowed:
(a) Medical outreach missions; and
(b) Other related hospital operations
SECTION 9. Penalty Clause – Any person who violates this Ordinance shall suffer
the following penalties, to wit:
First Offense – One Thousand pesos (P 1, 000.00)
Second Offense – One Thousand Five Hundred Pesos
(P1, 500.00) and
Third Offense – Two Thousand Five Hundred Pesos (2, 500.00)
SECTION 10. – Repealing Clause – All ordinances, executive orders, rules and regu-
lations inconsistent with this Ordinance are hereby amended, repealed or modified
accordingly.
SECTION 11. Effectivity. – This Ordinance shall take effect upon its approval.

WHEREAS, Republic Act 9003 otherwise known as “The Ecological Solid
Waste Management Act of 2000” mandates all Local Government Units to ensure
the protection of public health and environment being primarily responsible for
the enforcement of solid waste management;
WHEREAS, the Local Government of Caramoan, Camarines Sur is commit-
ted to the preservation of a clean and healthy environment;
WHEREAS, it is the responsibility of Local Government to put in place re-
sponsive and effective regulatory system to attain the waste management vision
and mission.
NOW THEREFORE, considering the above premises, on motion by Hon.
Lydia C. Obias, duly seconded by Hon. Elvis C. Alarcon, be it;
RESOLVED, by the Sangguniang Bayan in session assembled, to enact the
following Ordinance , to wit:

AN ORDINANCE PROHIBITING THE THROWING, LITTERING AND DISPOSAL
OF GARBAGE OR WASTE MATTER IN PUBLIC PLACES AND OTHER AREAS
NOT DULY DESIGNATED AS DISPOSAL SITE.
Be it ordained by the Sangguniang Bayan of Caramoan, Camarines Sur,
that:
ARTICLE I
TITLE OF ORDINANCE
Title of Ordinance. This Ordinance shall be known as the Anti –Littering
Ordinance of the Municipality of Caramoan, Camarines Sur.
ARTICLE II
COVERAGE
This Ordinance shall apply to all individual residents, transients, visitors,
residential houses, commercial establishments such as groceries, department store,
private or public markets, talipapa, sari-sari stores, restaurants, hotels, institutions
like schools, hospitals, churches, offices, industrial establishments of any kind, in all
public places such as parks, drainage canals, culverts, roadsides, rivers, riverbanks,
creeks, beaches, streets, alleys, and other areas not duly designated herein as gar-
bage disposal site, within the territorial jurisdiction of Caramoan, Camarines Sur.
ARTICLE III
GENERAL PROVISIONS
Section 1. DEFINITION OF TERMS. The following words and/or phrases
when used in this Ordinance shall mean:
a.) Garbage or Waste – used interchangeably in this ordinance, refers to
solid waste matters, trash, litters, junks, debris, rubbish, excrements,
manure, bits and pieces of surplus or leftovers, both biodegradable
and non-biodegradable; also includes liquid matter such as urine, used
oil, other liquid wastes.
b.) Littering – throwing, scattering, untidy depositing of garbage or waste
matter in areas prohibited in this Ordinance.
c.) Duly Designated Areas – refers to specific areas identified as landfill
site, compost pit, or materials recovery facilities; also refers to garbage
disposal device or equipment such as trash bins/receptacles and gar-
bage collection vehicle put in place by the general services office in
certain public areas, including the garbage receptacles inside commer-
cial establishments or institutional buildings provided by the owners
thereof.
d.) Disposal – the act of disposing or placement of garbage or waste mat-
ter.
e.) Garbage Disposal Site – refers to Engineered Landfill Site, and Materi-
als Recovery Facilities.
f.) Sanitary Landfill – shall refer to a waste disposal site designated, con-
structed, operated and maintained in a manner that exerts engineering
control over significant potential environmental impacts arising from
the development and operation of the facility.
g.) Materials Recovery facility – is a place where wastes are either made
into compost and/or recycled. It shall include solid waste transfer sta-
tion or sorting station, drop-off center, a composting facility, and a re-
cycling facility.
h.) Compost Pit – is a sunken area, hole or cavity in the ground for organic
or biodegradable wastes.
i.) Biodegradable Garbage or Compostable Waste – refers to kitchen
wastes, animal wastes, and human wastes. Includes any vegetable
matter, trash, soiled foods, fruits, kitchen left-overs and other organic
wastes easily destroyed or designated by bacteria or oxidized to com-
post and be used as soil conditioners or fertilizers.
j.) Non-Biodegradable Garbage or Recycled Wastes – Solid Wastes that
can not easily decompose or decay by bacteria action or oxidation.
Rather, it takes a long time of exposure to moisture before it gets de-
graded, neutralized and reduced to compost. Example, tin cans, plastic

conditioners, glasses, Styrofoam, aluminum, steel, GI sheets, pipes. PVC
pipes, metals, rubbers, asbestos, used tires, vehicle parts and construc-
tion debris.
k.) Residual Garbage or Non-recyclable wastes – Useless matters that
include disposable diapers, ceramics, candy wrappers/sachets, used
rugs, PVC containers made from multiple layers of plastic such as
squeezable bottles, and the likes.
l.) Hazardous Wastes – refers to batteries, paints, hospitals wastes such as
syringes, worn-out/broken radios/televisions sets, refrigerators, and
other appliances or equipment.
m.) Wastes Disposal Device or Equipment – Wastes Disposal Devices or
Equipment – refers to garbage collection trucks and garbage recep-
tacles.
Section 2. a. Proper Garbage or Wastes are disposed properly by placing
them in sealed and labelled plastic bags or other covered garbage receptacles for
sanitary and efficient collection by the garbage collectors. Proper disposal of gar-
bage shall be observed at all times by all persons utilizing four (4) garbage recep-
tacles, to wit: green receptacles for biodegradable waste, black receptacles for non-
biodegradable wastes and if applicable, labelled receptacles for hazardous wastes,
and red receptacles for residual wastes.
b. The receptacles for four (4) types of wastes mentioned in Section 2 (a) shall
be provided in every household and commercial or institutional establishment. In
instances when designation by color cannot be made, the four (4) trash receptacles
shall be properly labelled as biodegradable, hazardous or residual wastes.
Section 3. PROHIBITED ACTS. No person shall be allowed to scatter,
dump, or dispose garbage or wastes matter in any public places and other areas not
designated in this ordinance as garbage disposal site or waste disposal device or
equipment. Non-compliance of the provision of Sec. 2 (b) shall also be considered
prima facie evidence of the offenses specified herein against the owners / adminis-
trators of concerned households and commercial or institutional establishments. It
is likewise prohibited for any person to spit, urinate and defecate in public places
or areas not designated for spitting, urinating and defecating.
Section 4. Household or establishment owners shall also be liable for acts
prohibited herein committed by their household help, employees, crew or staff.
Section 5. PENALTY. Any person or entity found violating the provisions of
this Ordinance shall have the option to pay the Administrative Fine in the event said
violator chooses not be prosecuted in the proper court:
a.) For Individuals/Home and Establishment owners
1st offense – P 300.00 Fine
2nd offense – P 500.00 Fine
3rd offense – P 1, 000.00 Fine, and thereafter
b.) For Commercial/Industrial Entities
1st offense – P 500.00 Fine
2nd offense – P 1, 000.00
3rd offense – P 2, 000.00 Fine, and thereafter
The Administrative fine shall be paid to the Office of the Municipal Trea-
sure within three (3) days from date of apprehension, otherwise the violator shall
be prosecuted in court and impose a maximum penalty of Two Thousand Five Hun-
dred Pesos (P2, 500.00) or made to render a maximum of forty (40) hours commu-
nity service or both fine and community service at the discretion of the Court.
The imposition of community service shall be under the supervision of the
Municipal General Services Officer or his/her authorized representative.
Minors apprehended shall be instructed to pick-up their litters or waste
scattered for proper disposal and the Municipal Social Welfare and Development
Officer or authorized representative shall call the attention of the parents/guardian
or concerned school teacher/authority for counselling.
Section 6. CITATION TICKET. For violating the provisions of this Ordi-
nance, the Apprehending Officer shall issues a Citation Ticket.
Section 7. ENFORCEMENT. The Local Chief Executive is hereby empow-
ered to authorized and deputize Apprehending Officers other than police officers
and ordinance officers such as the Civilian Anti-Crime- Task Force, Sanitary Inspec-
tors, general Services Office personnel, market personnel, collectors, Barangay Tan-
ods, and members of environmental groups or Civil Society Organizations.
Section 8. CITIZEN’S ARREST. Notwithstanding the Apprehending Offi-
cer’s authority in the preceding Section 7, any citizen who is willing, able and is
an actual witness to any violation of this Ordinance Officer or PNP Office about the
offense committed for proper disposition as provided for in this Ordinance.
Section 9. PROCEEDS OF FINES COLLECTED. Administrative Fines col-
lected through the Citation Ticket issued shall accrue to the Municipality under a
special fund exclusively to be expended for sanitation, waste management, clean
and green program, linis bayan, environment and health project developments of
the Municipality and Barangays.
Section 10. SEPARATABILITY CLAUSE. If any section or provision of this
Ordinance is declared unconstitutional or invalid, the other portions hereof not af-
fected thereby shall continue to be in full force and effect.
Section 11. REPEALING CLAUSES. Any provisions of existing ordinance
or parts thereof which are inconsistent with any provision of this ordinance are
hereby deemed amended, repealed and/or superseded.
Section 12. EFFECTIVITTY. This Ordinance shall take effect upon its ap-
proval and publication.

WHEREAS, the Committee on Public Market Affairs and Slaughterhouse
conducted a series of meeting with the association of stall holders and vendors of
the Caramoan Public Market, who earnestly requested to decrease the rent of the
stalls they occupied;
WHEREAS, finding the request of the said the association justifiable due to
the opening of new establishments in Caramoan, the said Committee then recom-
mended for the decrease of rental of the market stalls.
WHEREFORE, considering the foregoing premises, on motion by Hon.
Juanita P. Belleza, unanimously seconded, be it;
RESOLVED, by the Sangguniang Bayan in session assembled, TO ENACT
the following Ordinance to wit:

BE IT ORDAINED by the Sangguniang Bayan of Caramoan, Camarines Sur,
in session assembled, that:
Section 1. Title. This Ordinance shall be known as “AN ORDINANCE
AMENDING SECTION 3 AND SECTION 13 OF THE MARKET
CODE OF CARAMOAN, CAMARINES SUR.”
Section 2. Imposition of Fees – There shall be levied the following rates for the
use/occupancy of stall and space of the Caramoan Public Market:

1. The peddling or sale outside the public market site premises of foodstuffs,
which easily deteriorate, like fish, meat, fruits and vegetables are hereby
prohibited;
2. No person shall utilize the public market or any part thereof for residential
purposes.
3. It shall be unlawful for any person to peddle, hawk, sell or offer for sale or
expose for sale, any article in the passageway (pasilyo) use by purchasers in
the market premises.
4. It shall be unlawful for any person to resist, obstruct, annoy, or impede any
market employee or personnel in the performance of his duties, nor shall
parents allow their children to play in or around their stalls or in the mar-
ket premises.
5. It shall be unlawful for any person to drink, serve or dispense liquor or any
intoxicating drinks within the premises of the public market.
6. No merchandise or article shall be sold, offered for sale or exposed for sale
in the public market unless the same was legally acquired by the vendors or
stall holder and that tax of any kind due thereon has been paid.
7. It shall be unlawful for any lessee to remove, construct electrical wiring, or
water connections without prior permit from the Market Administrator.
8. The municipality of Caramoan shall not be responsible to the occupants
of stalls for any loss or damage or loss caused by fire, theft, robbery, force
majeure or any other cause. All articles or merchandise left in the public
market during closure time shall be at the risk of the stall holder or owner
thereof.
9. All articles abandoned in any public market building in violation of any pro-
visions of this article or any regulations or rule on the management of the
market shall be deemed a nuisance.
10. Gambling is prohibited within the market premises.
11. Washing of all vehicles within the market premises is prohibited.
Section 5. Separability Clause. If any clause, sentence, paragraph, section
or part of this Ordinance shall be declared by any Court of competent jurisdiction to
be invalid or unconstitutional, such judgment shall not effect, impair or invalidate
the remainder of this Ordinance, but shall be confined in its operation to the clause,
sentence, paragraph, section or part thereof directly involved in the controversy.
Section 6. Repealing Clause. The provisions of Ordinance which are in
conflict or inconsistent with the provision of this Ordinance are hereby repealed,
amended, or modified.
Section 7. Effectivity. This Ordinance shall take effect immediately upon its
approval.

CNDEO District Engineer
Ricardo R. Gutierrez said
that their first national award
from DOH was received in an
event held at Fort Ilocandia,
Laoag City, Ilocos Norte.
Gutierrez said DPWH-
CNDEO is actively pro-
moting the DOH advocacy

vironment and has also been
