1.0 INTRODUCTION
1.1 BACKGROUND
1.1.1 PERUNDING PRISMA SEJATI SDN. BHD. (PPSSB) was commissioned by
TETUAN HENG GUAN ESTATE SDN. BHD. as the Traffic Consultant to
undertake a Traffic Study for the “PERMOHONAN KEBENARAN
MERANCANG BAGI CADANGAN PEMBANGUNAN: I. (6) UNIT RUMAH
SESEBUAH, II. (311) UNIT RUMAH BERKEMBAR, III. (351) UNIT RUMAH
TERES, IV. (288) UNIT RUMAH PANGSA KOS RENDAH, V. (184) UNIT
KEDAI/PEJABAT, VI. (2) TAPAK PERNIAGAAN, VII. (1) UNIT RUMAH
KELAB, VIII. (1) TAPAK STESEN MINYAK DI ATAS LOT 1221, LOT 4631,
LOT 4632, LOT 4633 & LOT 4634, SEKSYEN 4, BANDAR SUNGAI

1.1.2 Traffic impact assessment (TIA) attempts to appraise the interaction between
land use, traffic demand and the need for facilities. TIA enables the road
authority to evaluate the ability of existing or future road network to cope with
additional trips contributed by the development under consideration. The
required mitigation measures attributable to this project can then be identified
in order to maintain the anticipated levels of traffic demand.
1.1.2 Tetuan Heng Guan Sdn. Bhd. is proposed to initiate the development of a
residential and commercial entities comprising of 6 units of bungalow (50’ x
80’), 202 units of semi-detached (40’ x 80’), 69 units of Zero Lots semi-
detached (40’ x 80’), 40 units of semi-detached (35’ x 80’), 313 units of terrace
house (22’ x 70’), 38 units of terrace house (22’x 75’), 288 units of flats, shop
office 2 storey (184 units), business area 2 units, 1 unit club house and 1 unit
pump station. A detailed description of the land use activities pertaining to
traffic impact assessment is available elsewhere in this report.
1.1.3 As shown in Figure 1.1, 1.2, 1.3, and 1.4 the proposed site development to be
located on Lot 1221, 4631, 4632, 4633 and 4634, Section 4, Bandar Sungai
Lalang, Kedah Darul Aman. The main accesses that will bear immediate
impact by the proposed site are the existing traffic travel along Federal roads
(1).
1.2 OBJECTIVES
The objectives of traffic impact assessment for the proposed site are outlined
underneath:-
1.3.1 This study is undertaken to investigate the impact of travel demand generated
by the Proposed Site upon the adjacent road system. The study calls for an
analysis of the anticipated traffic condition based on the case with the
Proposed Site.
1.3.2 Future link flow and the turning traffic volumes will be based upon the
historical growth and the future completion of the land use development
throughout the design period and impact will be assessed based upon the
performance of the intersection with the Proposed Site.
1.3.3 Recommendation will be made based upon the impact of the Proposed Site to
the road network and if any traffic engineering measures to be undertaken
together with the Proposal.
