Apprehending the Forthcoming Threat of Bio
Organic & Chemical Weapon

History of the Issue and Key Areas for Discussion: Understanding the problems
Chemical and biological weapons have been used since ancient times due to its effectiveness.
The material to create this weapon of mass destruction is easy to acquire, but the scale of death and
destruction of this weapon is still enormous. It’s a concern of International Communities that some
states might irresponsibly use this weapon for their own selfish interest, that will damage the harmony
of global world. Small states are the actor that suffer the most in this context due their inability to
defend from the malevolent attack.

Moreover, terrorist is also an actor that should be considered among international community.
Considering, it’s not hard for terrorist group to acquire the material, but the abandoned chemical
weapons are the real issue. Civilian will be easily targeted if terrorist decide to use this destructive
weapon on state’s vital objectivity, especially in some places which usually visited by tourist. The
same apply with biological warfare, which is cheap alternative to nuclear weapons that can be
accomplished with only handful of microbiologist. Because chemical weapons can also
indiscriminately spread to civilians and biological weapons can be extremely virulent, the
proliferation of such weapons is of great concern to China and the international community.

Current position and Policies Related to the Issue: Strengthening the past declarations
China commitment against bio organic and chemical weapons is certain. China has acceded
and succeeded the Chemical Weapons Convention, affirming its support of a chemical weapons-free
world and non-proliferation of chemical warfare. China also acceded and succeeded the Biological
Weapons Convention, and has expressed its hopes that member states will follow the (BWC) and
leave the biological warfare out of International and National conflicts. In addition, China noted that
this council needs to provide further comprehensive and effective approaches in implementing the
International bio-organic and chemical conventions that in line with the goals of United Nations.
China is also concerned about the abandoned chemical and bio-organic weapons. Japan and China
have been working on the biggest chemical weapons clean-up effort in history, where China’s military
discovery more than 2,500 abandoned Japanese wartime chemical weapons collected on northern
China. China concern that this weapon could be fall to the hand of terrorist, and might be endanger to
the China and the other states in the world.

As the biggest country in Asia, China has contributed in lots of International and National issues.
According to the Chemical and Biological weapons issue, China has consistently and actively
advocated the prohibition to utilized Weapon of Mass destruction. However, China has stated to not
be the first country to use weapons of mass destruction at any time and under any circumstances to
threaten the non-nuclear states. By the time, China put universal security as the ultimate goal which
should become the priority first for every state. China strongly urge, every nation to strengthening

effectiveness, authority, and universality of the Chemical Weapons Convention (CWC) and the
Biological Weapons Conventions (BWC). In addition, China believes that important role of all states
is needed to removes the threat and preventing embezzlement raw material of weapons mass
destruction; which is states should fully support the destruction of chemical and biological weapons.

People’s Republic of China will cooperate with all states to enforce law against country who
still using chemical and biological weapons for their own selfish interest. China appreciates to all
states which had been willing to take an action at 1997 the ratification of Chemical Weapons
Convention, 1984 participation on Biological Weapons Convention, and the last is 2010
International Convention for the Suppression of Act of Nuclear Terrorism. Through this
movement, China government has achieved many support to reduce the usage of chemical and
biological weapons in International Affairs.

Potential Solutions and Goal:


1. Call upon all member state to create Universal Chemical Weapons cleanup project. Where
every state is encouraging to participate by securing their own territory both land and sea
from abandoned wartime chemical weapons, in order to determine that the chemical weapons
will not be acquired by terrorist groups.

2. Reaffirms the protection of weapon warehouse, to avoid and prevent the embezzlement by
another groups, such as;
a. Strengthening protection in WMD sites around the globe which are supported by
military army and the special forces. Furthermore, the cooperation among nations are
needed to securing the waste of raw materials from private and public entities capable
of extracting and producing raw material for making WMD to prevent development
of these weapons.

3. Encourages all member states to comply with CWC (Central Warehousing Corporation)
International to registry related to WMD agents. The way country could decrease the
production of chemical and biological weapons are knowing the movement of weapons
agencies. In addition, NGO’s should be participated and becoming the main role to help
United Nations against country, who doesn’t obey to International Law. However, from this
movement; China believe that all country in the world will live peacefully.

4. Strongly Support all member states to Control, Defeat, and/or Dispose of WMD Threats.
These activities will leverage capabilities to understand the environment, threats, and
vulnerabilities and may draw on capabilities to safeguard the force and manage consequences.
