On 04-03-18 at 1654 while working as the jailer for the Lorain police department the following incident
occurred:

While escorting five inmates to the transport van for transportation to the Lorain county jail inmate Pitts
ran as soon as he went around the back of the van and out of my sight. I immediately advised ptl
Lachaner to call radio and advise them that Pitts was running west bound out of the city hall parking lot
towards 1st street. Ptl Lachner and I secured the remaining inmates in the transport van and ptl Lachner
took his patrol unit and apprehended Pitts after a short chase. Ptl Lachner advised me that he will file
charges of escape on inmate Pitts with Lorain Muni court.

After Pitts was secured he made a statement to the effect that he wished the police had just shot him.
Sgt Brown directed me to place an alert on Pitts Aegis jacket as an officer safety as a potential suicide by
cop.

Pitts was secured with leg restrains and a belly belt for the transport to the county jail. Ptl Lachner then
departed with Pitts and the rest of the inmates to the Lorain county jail.

On Monday, April 2, 2018 at 1640hrs I was in the process of transporting 8 prisoners


from the city jail at 100 W Erie Ave to the Lorain County Jail. One of the prisoners was
MARSHALL PITTS, who was being committed to LCCF from the city Jail under order of
Lorain Municipal Court. See cases 2018CRB01032 and 2018CRB00990, one of which
is a felony of the fifth degree. DO Fred Riley was assisting me.

All prisoners were secured in handcuffs while still in the city jail. They were handcuffed
in front of their body. with DO Riley in front and myself in back, all prisoners were
walked single file from the jail through the hallways to the back of the garage area. The
transport van was parked just outside the back door in the parking lot.

Next DO Riley opened the back door and I ordered all prisoners outside to the van.
They filed out the door. MARSHALL, who is near the front of the line, without warning
took off running west bound through city hall parking lot. Myself and DO Riley yelled for
him to stop several times.

We secured the remaining 7 prisoners in the van. I broadcast a description of


MARSHALL to all units. Assisting units set up a perimeter in the area. They spotted
MARSHALL running west and south, refusing to stop for them. Finally Officer Kovach
was able to place MARSHALL in custody at 1125 W Erie Ave after he ran south across
W Erie Ave from Hamilton Ave.

MARSHALL had run for a quarter mile from the back of the van. He was captured in
less than 5 minutes by assisting units. He was transported back to the sallyport. He was
re secured in a belly chain and leg shackles, then put in the van with the other
prisoners. He was charged with Escape, a felony for being under detention and knowing
he was under detention, purposely break that detention.

MARSHALL was flagged as a caution in CAD for being an escape and flight risk.
