1. La République Tunisienne a reçu de la Banque africaine de développement (BAD) et du Africa
Growth Together Fund (AGTF) des prêts successivement d’un montant de 28,197 et 10,429 millions
d’Euros en vue du financement du Projet de valorisation des périmètres irrigués à travers le
développement
des chaines de valeur agricole (PVPI-DCV). L’objectif visé par le Projet est de contribuer à améliorer
les
revenus des populations des Gouvernorats de Kairouan, Kasserine et Sidi Bouzid à travers le
développement des chaines de valeur agricole. Plus spécifiquement, le Projet vise à promouvoir un
développement de chaines de valeur de l’huile d’olive, de la tomate et de la pomme à travers 3
composantes : (i) Réhabilitation des infrastructures et Amélioration de la productivité agricole; (ii)
Valorisation et commercialisation des produits; (iii) Coordination et gestion du Projet institutionnel.
Le projet comporte les volets suivants :
2. Biens : (i) les équipements hydromécaniques et postes transformateurs pour les stations de
pompages des périmètres irrigués (PI) ; (ii) des véhicules, (iii) des équipements pour les locaux des
organisations des producteurs et des équipements pour l’appui au business des Sociétés mutuelles de
services agricoles (SMSA); (iv) l’équipement du laboratoire de sol, iv) les équipements informatiques.
3. Travaux : (i) les travaux de réhabilitation des périmètres publics irrigués; (ii) les travaux
d’aménagement et de revêtement des pistes rurales; (v) les travaux de construction de locaux des
Sociétés
mutuelles de services agricoles (SMSA) et Groupements de développement agricole (GDA).
4. Services : (i) Une assistance technique (AT) pour l’appui aux SMSA ; (ii) divers formations et
actions de renforcement de capacités dans le cadre du Plan de gestion environnemental et social ; (iii)
l’élaboration d’un guide de bonnes pratiques de gestion environnementale et des technologies et
pratiques
résilientes ; (iv) l’étude de la situation de référence ; (v) la revue à mi-parcours ; (vi) un consultant
« genre » ; (vii) l’auditeur indépendant des marchés publics ; (viii) le plan de communication ; (ix) le
programme informatique pour la gestion financières ; (x) le plan d’achèvement ; (xi) un consultant pour
la
formation des acteurs au Genre.
L’acquisition des biens et/ou travaux et le recrutement des services de consultants se feront
conformément
au Cadre de passation des marchés pour les opérations financées par le Groupe de la Banque, d’octobre
2015. Plus spécifiquement, les acquisitions de Biens et travaux s’effectueront conformément au
système
de passation des marchés de la République tunisienne (« Système National ») incarné par le décret
2014-
1039 du 13 mars 2014 portant réglementation des marchés publics (« DM ». Le recrutement de services
de consultants, financés sur les prêts, se feront conformément au système de passation des marchés de
la
Banque (« Système de la BAD »).
5. Le projet démarrera en février 2018 et les premières acquisitions concerneront l’AT pour l’appui aux
SMSA, l’AT pour la surveillance des travaux, les travaux des PI de Sbiba et l’achat des véhicules.
6. Les premiers dossiers d’appel d’offres seront disponibles avant la fin du mois de mars 2018.

1. The Republic of Tunisia Receives from the African Development Bank (AfDB) and Africa
Growth Together Fund (AGTF) loans successively in the amount of 28,197 and 10,429 million
of Euros to finance the Irrigation Development Project through development
agricultural value chains (PVPI-DCV). The objective of the Project is to contribute to the improvement
of
income of the governorates of Kairouan, Kasserine and Sidi Bouzid through the
development of agricultural value chains. More specifically, the Project aims to promote a
development of value chains of olive oil, tomato and apple through 3
components: (i) Infrastructure Rehabilitation and Improving Agricultural Productivity; (Ii)
Valorization and marketing of products; (iii) Coordination and Management of the Institutional Project.
The project has the following components:
2. Goods: (i) hydromechanical equipment and transformer substations for
pumping irrigated perimeters (PI); (ii) vehicles, (iii) equipment for the premises of
organizations of producers and equipment to support the business of the mutual societies of
agricultural services (SMSA); (iv) the equipment of the soil laboratory, and (iv) the computer
equipment.
3. Works: (i) the rehabilitation of irrigated public perimeters; (ii) the works
landscaping and paving of rural roads; (v) the construction of premises of the Companies
Agricultural Services Mutuals (SMSA) and Agricultural Development Groups (GDA).
4. Services: (i) Technical assistance (TA) to support SMSA; (ii) various training and
capacity building actions under the Environmental and Social Management Plan; (Iii)
development of a guide to good environmental management practices and technologies and practices
resilient; (iv) the study of the reference situation; (v) the mid-term review; (vi) a consultant
"Gender"; (vii) the independent auditor of public procurement; (viii) the communication plan; (ix) the
computer program for financial management; (x) the completion plan; (xi) a consultant for the
training of actors in gender.
Procurement of goods and / or works and recruitment of consultancy services will be in accordance
with
Procurement Framework for Bank Group-financed Operations, October
2015. More specifically, the acquisitions of Goods and Works will be carried out in accordance with the
of the Republic of Tunisia ("Système National") embodied by Decree 2014-
1039 of 13 March 2014 on the regulation of public procurement ("DM").
