1. What are three political changes that resulted from the Civil War?
The national government directly taxed private incomes, required everyone to use its new paper
currency, and forced men away to fight in the war.
2. Identify: National Bank Act
The National Bank Act of 1863 established a system of federally chartered banks, set
requirements for loans, and provided for banks to be inspected.
3. Compare the economies of the North and the South after the Civil War.
The North’s economy boomed, with entrepreneurs getting rich selling war supplies, and labor-
saving agricultural tools becoming popular. The South’s economy however, was devastated. It’s
main source of cheap labor, slavery, had been abolished.
4. Why does Lincoln believe the 13th Amendment is necessary?
He believed it was necessary because the Emancipation Proclamation only freed slaves that
were behind Confederate lines, no from border states, which still allowed slavery.
5. What does Robert E. Lee do after the war?
Lee became president of Washington College, now known as Washington and Lee University.

1. What is Lincoln’s plan for Reconstruction?


Lincoln’s “Ten-Percent” plan pardoned all Confederates except for high-ranking Confederate
officials. Lincoln wished to reunite the Union as easily as possible.
2. What states had already returned to the union by his death?
Arkansas, Louisiana, Tennessee, and Virginia had already re-entered the union.
3. What group is angered by this plan and why?
The Radical Republicans were angered by this plan because they had wanted to destroy any
power slave-owners had, and give full citizenship to African-Americans.
4. What is the radicals plan for Reconstruction?
They passed the Wade-Davis bill, which proposed that Congress be responsible for
Reconstruction, and that for a state government to be formed, a majority of those able to vote
would have to take an oath to support the Constitution.
5. What is Johnson’s plan for Reconstruction?
Johnson wished to deal harshly with Confederate leaders.
6. Identify: Freemen’s Bureau
A bureau established by Congress which assisted poor whites and former slaves in the South by
distributing clothes and food.
7. Identify: Black Codes
A set of laws which gave African Americans citizenship and forbade states from passing
discriminatory laws.
8. How does Johnson anger moderate Republicans in Congress?
He vetoed the Freedman’s Bureau Act and the Civil Rights Act, saying they had gone far beyond
anything contemplated by the authors of the Constitution.
