A - Brief Project Description

The purpose of the project is to relocate the senior high school students, faculty and staff from the main campus
(Jacinto St.) to the next, in Bankal, Davao City. The Ateneo de Davao University (AdDU) is one of nine schools
in the Philippines owned and operated by the Society of Jesus. The school tradition at Ateneo de Davao
University is the product of over four centuries of educational experience of the Society.

This tradition started with the establishment of a College at Messina in 1547 by St. Ignatius of Loyola, founder
of the Society of Jesus, and which is now found in many educational institutions throughout the world managed
by the Society of Jesus.

The Jacinto campus was obtained in 1951 with the generous support of the Most Rev. Clovis Thibault, PME,
Bishop-Prelate of Davao. The campus provided classrooms for high school students in the daytime and college
courses in the evenings.

In year 2001, the college enrollees at Jacinto campus reached 7,592 students in 47 courses during the first
semester. This was the time before the new 7-storey building named Finster Hall was opened.

Ten years later, at the start of the first semester in year 2011, the number of students reached 8,015 (55%
female) in 51 collegiate courses. Looking ahead, the Administration of AdDU saw the need to expand the
facilities in Jacinto college campus and added a 12-storey building which is not currently called the Ateneo
Community Tower.

In year 2016, the Administration of Ateneo de Davao University started to open its door for students
enrolling for senior high school because of the implementation of the K to 12 program in the country.
The Senior High School students, faculty and staff now temporarily occupies the 7-storey building called
the Finster Building which was originally used by college students. Thus making the Jacinto campus
congested and shifting the subject schedules of college students having frequent night classes compared
to before the implementation of the K to 12 program.

The disadvantages mentioned earlier lead the administration of AdDU to propose an extended campus,
having a land owned by the University in Bangkal, Davao City, which will be the dedicated campus for
the senior high school program which will provide an environment conducive for learning.

B - Brief Summary of Project's EIA Process

Before the implementation of the proposed expansion project, AdDU was advised to secure the Environmental
Compliance Certificate (ECC) to formulate a more comprehensive plan to be undertaken before the
construction phase, during construction phase, and during the operation phase of the project.

The Environmental Management Bureau (EMIB) of the Department of Environment and Natural Resources of
Region 11 was consulted about the proposed project. The EMB advised that AdDU must submit the
Environmental Performance Report and Management Plan (EPRMP), with its accompanying documentary
requirements - subject to the review and scrutiny by the EMB – before ECC can be granted.

Prior to this proposed project, AdDU was already granted an ECC-Xl-2001-5010-0197 on September 3,
2012, at Davao City, Philippines, by the Environmental Management Bureau of Region XI, for the
construction of Twelve (12) storey Mixed-Use Building, Seven (7) storey Multi-Purpose Assemble Hall
Expansion Project and Related Facilities located at E. Jacinto corner Zamora corner Roxas St., Davao City

C - Brief Description of Existing Project Vis-a-vis the Proposed Expansion

Ateneo, a well-known brand of high quality education that produces competent and globally competitive
students, has attracted numerous parents and students all over the nation, as well as exchange students from
other countries. However, due to the surge of applicants that are being accepted every year, the structure can
no longer fully support the necessities of each student.

This is the main reason that in year 2000, the Ateneo de Davao University ventured into another infrastructure
expansion.

In year 2001, the school constructed the mixed-use building in its Jacinto campus named Finster Hall – a 7-
storey building with a basement level food court, with 110 new rooms and offices. In the Finster Hall, Ateneo
de Davao became the first university in Davao City to have three 20-person service elevators and a state-of-
the-art auditorium with 600 seats.

In year 2012, the school ventured for into further expansion in its Jacinto Campus. A twelve (12) storey mixed-
use building and a seven (7) storey multi-purpose assemble hall was constructed to further extend and propagate
the services offered by AdDU.

In year 2016, due to the implementation of the K-12 program, the levels of education offered by Ateneo
increased yet they can no longer expand their infrastructures in Jacinto campus due to land restrictions. This
lead to the proposed extension of the Ateneo campus to be located at Bangkal, Davao City.

As AdDu needed to expand its capacity and at the same time enhance the quality of education system to cope
with the ever changing needs of time, it is imperative to construct new buildings and other relevant facilities
and equipment which will be implemented in the year 2017.

The proposed project shall complement with the existing infrastructure at Jacinto campus and will cater to the
growing student population and school activities, as well as to AdDU’s holistic educational program.

D.1. The Most Significant Impact of the Project (as an Institution in General)

Ateneo de Davao University is one of the leading universities in the Philippines. Being Included in the
list of top universities in Asia last year, Ateneo de Davao University aims to expand and reach out to
the youth in the continuing pursuit of excellence. Thus, the Senior High School Department is pointing
towards a new environment that will be dedicated to Senior High School Students, Faculty,
Professionals, and Administrators.

This new environment will enhance their personal growth and learning, and move ever closer to being
stronger in faith.

Members of the Ateneo Community are men and women who are dedicated in serving others in
excellence and in the service of God.

Impacts and Key Measures

The Environmental Monitoring Plan of Ateneo de Davao University (AdDU) is designed according to the
current environmental conditions or situation and the expected impacts of the projects during pre-construction,
construction and operation phases. The Administration of AdDU guarantees that all necessary means needed
to mitigate any probable source of disturbance to the surrounding communities, including but not limited to
workers, residents, commuters, passerby, and environment, shall be strictly implemented.

In the pursuit of excellence with the strategic mandate of the school, the activities carried out by AdDU in the
project area are under full supervision to guarantee the sensible implementation of safe environmental
management in accordance to the existing environmental laws of the Republic of the Philippines.

All conditions stated therein shall also be carefully integrated in the Environmental Monitoring Plan of AdDU
upon issuance of the ECC by the EMB-XI for this proposed project.

2.1 Terms of Reference of the EIA Study


The Terms of Reference used in this process is based on the check list and subjects stated on the Outline in
the preparation of Environmental Performance Report and Management Plan (EPRMP), together with the
required documentary requirements for ECC applications.

2.2 ETA Team (Proponent & Preparer Team Members & Expertise)
The ETA team was assembled to conduct assessment and evaluation of the project. The preparation of the
EPRMP for the proposed project was done in a collaborative manner and headed by the Physical Plant Director
of AdDU, contractors, Geo-Technical and Environmental consultant who are in private practice and have
adequate experience and exposure in the evaluation and analysis of project covered by the Environmental
Impact Statement System.

2.3 ETA Study Schedule


The ETA study, relative to the proposed project, was conducted with the following phases of activities - except
for some of the Post Study phase which shall be conducted once the Environmental Compliance Certificate
(ECC) is issued:

The Pre-study Phase was focused on project screening and presentation to the impacted community as well as
identification of the needed data. After the conduct of the preliminary study, the formal study began which
includes the impact identification, baseline data gathering and formulation of mitigating and enhancement
measures.

The Post Study Phase shall cover the monitoring and evaluation of impact of the project which AdDU shall
submit necessary reports to the concerned government agencies who has functional supervisions over the
proposed project.

2.4 EIA Study Area (Project Area up to Extent of Coverage of Study)

Based on the Outline for the Preparation of EPRMP, the study was mainly focused on the identification and
evaluation of the physical characteristics of the proposed project site, body of water, soil cover and capacity,
climate, weather pattern, demography, community, and socioeconomic values; the environmental impact of the
proposed project and the formulation of mitigating and enhancement measures to the eco-system.

2.5 EIA Methodology

The proposed project serves as an expansion of the existing facilities of AdDU at Jacinto campus and the school
is required to submit an Environmental Performance Report and Management Plan (EPRMP) relative to the
previous ECC issued by DENR in February 2002.

The method employed in the preparation of the EPRMP was direct benchmarking of baseline data and
Environmental Management Plan (ENT) from the previous Initial Environmental Examination Report (lEER)
submitted by AdDU to DENR through the Environmental Management Bureau (EMB Region XI) in September
2001. Also employed is the physical assessment and appraisal of the surrounding environment, gathering and
correlating data by actual sampling and data obtained from secondary sources.

The environmental impact identification, prediction, and mitigation measures were obtained through meetings
and consultations with local government officials, contractors who will perform the construction jobs, actual
survey of the surrounding community, and observation of people and vehicles movement of the surrounding
areas.

2.6 EIA Process Documentation (with Highlight on Stakeholder participation from Scoping to the
Conduct of EJA Study)

The project was evaluated to determine the possible impacts of the operation to the physical and socio-economic
environment of the locality, as the project shall involve movement of people and vehicles, and nation-building.

The representative of the project proponent (AdDU) went to the various agencies of government sector to
inquire for the required documents and the necessary preparations for the implementation of the proposed
building expansion project of the school.

The proposed project was presented to the Barangay Officials of Barangay 32-D where the project is to be
constructed and the Head of Barangay issued a "Certificate of No Objection."

Moreover, the Zoning Certification was also issued by the Davao City Planning and Development Office
(DCPDO) which certified that the project site is suitable for light commercial use and for general institution
zone. Hence, the proposed project conforms to the zoning program and land use plan of the City Government
of Davao.

A consultation was also made with the key personnel of the Environmental Management Bureau (EMB of
Region XI) of the Department of Environment and Natural Resources. They advised that it is most appropriate
to prepare an EPRMP for the proposed project in order for the EMB Region XI to issue an Environmental
Compliance Certificate (ECC).

3.2 Project Rationale

The proposed project is intended to enhance the AdDU' s competitive edge in the education sector and to
strengthen the school's capabilities to support its program to uplift the educational system in the Philippines.

The rapid technological advancement and continuing evolution of global economy, culture, social interaction,
climate-change, environment, fields of sciences, etc., requires educational institutions to be abreast with these
developments and prepare its organization, especially, its students to adopt and conquer challenges.

Hence, it is necessary to expand its infrastructure and capacity not only to enroll more students but also to open
new courses relevant to the changing challenges of times. Thus, the AdDU is determined to add the proposed
project in its existing facilities at Jacinto campus.

3.3 Complete Project Location (with geographic coordinates)

The project site is located at Barangay 32-D of Davao City on a titled property covered by the

The project site is about a kilometer away North-East from the seat of government of Davao City. The property
is geographically situated at latitude 70 7 8.37" North and longitude 125 ° 61' 347" East. It is bounded by M.
Roxas street on the West side, C.M. Recto Street on the North side, by E. Jacinto street on the East side, and
by Father Zamora street on the South.

The location of the proposed project is Certified by the Davao City Planning and Development Office as a light
commercial and institutional zone (please refer to Annex F-i and Annex F-2).

3.4 Project Site Considerations

The site of the proposed project does not belong to an environmentally critical area (non-ECA). It is situated
within the AdDU' s Jacinto campus, which is wholly owned by the school.

After a thorough study on several options, the Administration of AdDU found that the proposed site of this new
project is the most appropriate as it will complement the existing facilities of its existing campus. It will boost
the productivity of the school staff and faculty.

The Jacinto campus of AdDU is almost a whole city block, bounded by four (4) well-paved streets. It is situated
at the heart of the Davao City and it is where the main routes of public utility vehicles from the northern and
southern part of the city intersect. Thus, it makes the site very accessible for the students, the teaching staff,
and other school workers.

3.5 Description of Project Phases & Activities

3.5.1 Pre-construction and Pre-operation phase

Under this phase, activities are confined to planning and project site evaluation, environmental impact
assessment and preparation of requisite documents for the issuance of the ECC, and engineering design
for the building structures and support facilities for the school operation.

3.5.2 Construction Phase

3.5.2.1 - Structures and Appurtenances

This is the introduction of the civil and mechanical works of the project which involve the
ground preparation, ground insertion of pile post and setting of foundation, the construction
and erection of the structures and appurtenances for the following: 12-storey mixed-use
building, gymnasium, swimming pool, rain-water catchment tanks, solar panels covering
about 800 square meters at the roof-deck.

3.5.2.2 - Equipment and Machineries

During the construction and installation of the structures and appurtenances, the following
equipment and machinery shall be employed:

Backhoe For excavation and foundation works, removal of tree stumps,


removal of old foundations of demolished structures, and loading
into the trucks unnecessary materials within the project site
Tower Crane For ground insertion of foundation piles and lifting heavy
materials and machines during construction works
Dump Trumps For hauling of gravel, sand, and soil from the source to the project
area
Transit Mixers For the delivery of pre-mixed concrete
Hauling Trucks For hauling of hardware materials and machines necessary for
construction works
Road Roller For leveling and compacting the ground surface of the project
area
Welding Machines For welding of metal components of the project such as
reinforcement bars, base plates, gussets, metal piping, supporting
structures, etc.
Miscellaneous Tools For civil, mechanical, plumbing, electrical, and carpentry works.

3.5.3 Operational Phase

Upon the completion of the construction of the structures and installation of support facilities
of the proposed project, and after the commissioning of the electro-mechanical equipment,
and the complete turnover of the project from the contractors, the operation phase of the
project shall commence immediately, after the acceptance of the proponent.

3.5.4 Abandonment Phase

In case some unforeseen events shall cause the AdDU to stop the purpose of its operation, for
as long as all building structures and facilities are safe for peoples' use, it can be converted
into office, commercial, or residential use.

During the construction stage of the project that covers the civil, mechanical, electrical, and carpentry

4.1 The Land

The vicinity of the proposed project is characterized by a highly urbanized area. The site is
situated in Barangay 32-D of Davao City. Barangay 32-D has a land area of 12 hectares
subdivided into seven (7) Puroks. It is accessible by land transportation through the streets of
Roxas Boulevard, E. Jacinto St., M. Quezon Boulevard, and R. Magsaysay Avenue. The proposed
project site is about one kilometer away from the City Hall of Davao.

The existing AdDU Jacinto Campus is the most iconic landmark in Barangay 32-D. The project
site is within the contiguous coastal plains of downtown Davao City. It exhibits a flat terrain with
a general elevation of approximately twenty (20) meters above sea level, with a slope class range
of 0-3%.

The present land uses within the vicinity are built-up structures for commercial, institutional, and
residential use. There are intermittent vehicular traffic congestions at the streets adjacent to the
site, especially, during rush hours, as the project location is at the heart of the business district of
Davao City.

There are few pockets of green areas within the project site and its vicinity. These green areas are
planted with acacia, neem, and mango trees (inside AdDU Campus) and commercial trees along
Roxas Boulevard and Jacinto Street, and ornamental plants within mini parks on the street islands
of Roxas Boulevard.

The soil type is a soft soil profile mainly composed of silt and sand up to 60 meters deep.

4.2 The Water

The project site has no body of water in its vicinity and is not situated in an environmentally
critical area (non-ECA). The entire compound of AdDU’s Jacinto Campus is surrounded by
public drainage which leads to the Davao Gulf - about eight hundred (800) meters away from the
eastern side of the site.

The location of the project and its vicinity is under the franchise area of the Davao City Water
District which supplies potable drinking water.

The water table within the vicinity is about 1.5 meters. Some establishment has shallow wells
where they used ground water for cleaning and washing purposes.

The proposed project shall have a rainwater collection system from its roof and contain it in the
water tank. The collected rainwater shall be used for toilet cleaning, miscellaneous washing, and
watering the plants.

The effluent that would come out from the project is in a form of domestic wastes which shall
pass through the individual 3-stage septic vaults before it is discharged into the public drainage
along Roxas and Jacinto Streets.

4.3 The Air

The city of Davao belongs to the 4th climactic type wherein rainfall is distributed the whole year
round, except when interfered with El Niño phenomenon where dry period is abnormal for several
months.

Based on the rainfall data of PAGASA station in Davao City, the average precipitation from 1961
to 2005 ranges from 88 to 210 mm, with an annual mean value of 1,896 mm. The amount of
rainfall is evenly distributed in the months of April to November. The precipitation decreases in
December to March when average rainfall ranges from 88 to 122 mm. On the monthly basis, the
month of March has the lowest precipitation depth (rainfall).

The average relative humidity in Davao City ranges from 78 to 82 percent year-round. There is a
slight pattern of low humidity in the area between the months of March and June. The annual
mean temperature from 1997 and 2005 ranges from 27.0 to 28.0 degree centigrade.

The prevailing wind direction and average velocity recorded by PAGASA reveled three (3)
patterns. From January to April, the wind blows in a northeast direction at a minimum wind
velocity of two meters per second (2 mps) and maximum of three meters per second (3 mps).

As of year 2010, data from PAGASA Davao showed significant fluctuations in weather pattern.
This was attributed to the long dry spell brought by the El Niño and immediately followed by La
Niña phenomenon which abnormally poured 137 mm of water on April 5, 2011.

The quality of air in the project area and its vicinity is relatively wholesome with no visible smog,
dusts, and smoke.

The level of noise in the area varies every hour of the day as it mainly comes from both public
transport utilities and private vehicles passing by.

4.4 The People

The primary source of income of the local residents in Barangay 32-D is through employment in
both the government and private companies. Others derived their income from boarding houses,
sari-sari stores, carenderia, operating and driving tricycles, and construction jobs.

The construction of the proposed project of AdDU at Jacinto Campus will not pose or offer
impediments to the socio-cultural development of the local residents. Consistent with the social
development program of the school, a big number of local residents who are skilled or unskilled
but capable to handle specific works shall be employed in the construction stage of the project.

During the regular operation of the project, there will be an increase in economic activities in
Barangay Zone 32-D because of the projected increase of students and teaching staff.

5.2 Environmental Monitoring Plan (EMoP); In compliance to the conditions stated under ECC-XI-
2001-5010-0197 dated 4th February 2002

The Physical Plant Department of AdDU is tasked to monitor the environmental conditions within the project
site and its surroundings, and to comply all environmental laws that are relevant with the project, as well as
enforcement of the school’s safety and sanitation policies.

The uninterrupted operation of AdDU’s Jacinto campus during the past ten (10) years has proven the school’s
compliance on the conditions stated on the ECC as follows:

a. Sanitary Operating Permit – issued by the Department of Health XI and City Health Office for the
Domestic Sewage Treatment Facilities

b. Drainage Clearance – issued by the City Engineer’s Office


c. Building and Structural Stability Permit – issued by the City Building Official;
d. Coordination with concerned government agencies by the following

Other monitoring activities are mandatorily performed annually such as; fire and safety inspection, renewal of
Permits to Operate for machine, health and sanitation permits, and annual physical examination of all
employees.

5.3 Information, education and Communication (IEC), and Social Development Program (SDP), or
Community Assistance Program (CAP)

Ateneo de Davao University wholly supports and promotes the formation of leaders for the society, especially
for Mindanao. The university excels not only in those areas but also excels further in the promotion of faith
that does justice, cultural sensitivity and transformations, and in inter-religious dialogue, particularly with the
Muslim and other Indigenous People communities of Mindanao.

The AdDU promotes communities touched and transformed by the faith, communities of peace and human
well-being, culturally resilient yet adaptive to the modern world. It also promotes social justice, gender
equality, good governance, the creation of wealth and its equitable distribution.

It engages vigorously in environmental protection, the preservation of bio-diversity, and the promotion of
renewable energy. It takes part in leading Philippine educational reform, especially for the peoples of
Southern Philippines.

In order to fulfill its grand mission and vision, AdDU further formed the following offices.

5.3.1 The Social Research, Training and Development Office (SRTDO)

The AdDU formed the SRTDO as an extension arm of the School of Arts and Sciences
directly lodged under Social Science and Education Division. It seeks to serve as the vehicle for the
people for advancement on research and training to meet the development needs of Mindanao.

As such, its function include the following:

 Provide professional services, research assistance and training for research, capability-
building to different agencies and organizations;

 Encourages the faculty, students, and other concerned parties to develop an interest and
expertise in research whether basic or applied areas;

 Prepares and assists in the preparation of research proposals, including the review of such
proposals for submission to funding agencies, in coordination with Publication Office

 Provides a collection of research materials and references for students, faculty, and other
interested individual;

 Establish linkage with other institutions or agencies for research training, consultancy and
other related services and activities.

5.3.2 Social Involvement Coordinating Office (SICO)

The Social Involvement Coordinating Office is the center for the social formation of Ateneo
de Davao University. SICO is responsible for developing students, faculty and staff, following the
teaching and example of Christ, to be persons for others, and through the promotion of justice, to
become leaders in the service of the poor and powerless.

The SICO aims (1) develop and implement social formation programs and activities that will
shape members of the Ateneo community into persons who are critical, discerning and responsive to
changing social realities, and (2) synergize social formation and community involvement initiatives
with the College unit and with the partner communities and institutions for greater service.

Student Servant Leadership Program

The Student Servant Leadership Program focuses on developing students and student
organization to serve as collaborators in the work of spreading social awareness and social
involvement in the Ateneo.

Volunteer Organizing and Formation Program

This program manages and trains a select group of student volunteers to be partners in
raising the social conscious ness of the Ateneo community.

Assistance to Socio-Civic Clubs and Other Campus Organizations

SICO handles the formation of student leaders of socio-civic clubs under the umbrella
organization PULSO. Training and formation assistance are also extended to leaders of other student
organization to mold them and through them, reach the club members.

5.4 Environmental Risk Management and Emergency Response Programs (ERP)

An Environmental Risk Management Committee shall be formed by the Administration of AdDU


which shall bear the responsibility of sanitation and waste management, coordination with the Safety
Committee in the conduct of earthquake and fire drills, in addition to the formulation of rules and regulations
for Emergency Response Programs and the creation of the teams that shall be under this committee’s area of
responsibility:

5.4.1 Communication Team

Under this team’s responsibility is the immediate warning of the people in the vicinity upon
receiving information regarding any emergency situations to occur in the site as well as contacting for
assistance from the concerned local authorities (fire station, hospital, etc.).

5.4.2 Fire Fighting Team

This is the unit responsible for leading in the control and suppression of fire outbreaks within
and around the vicinity so long as the local authorities haven’t arrived in the area or until the team from
the Bureau of Fire Protection arrives.

5.4.3 Evacuation and Salvage Team

The Evacuation and Salvage Team shall bear the responsibility of evacuating the people and
retrieving any valuable assets in the vicinity (machines, documents, etc.) during the occurrence of
emergency events. While after these events, this team will conduct recovery and salvage missions for
possible materials that are still of use.

5.4.4 Support Utility Team

The security of the site from any unauthorized personnel shall fall under this team’s
responsibility. While also controlling and supporting the other teams in crowd control and guidance.

5.5 Abandonment or Rehabilitation Program

In case there are some unforeseen events that may cause the AdDU to stop the purpose of its operations,
it can still be use and converted into office, commercial, or residential use as long as all building structures and
facilities are safe for peoples’ use.

As the building structures are accurately designed and built in which they can withstand strong
earthquakes and anticipated to last for a very long time period, the thought of abandoning the project was never
an option.

If there are concerns related to the necessity or urgency of rehabilitation works, preventative and pro-
active measures shall be done appropriately.

5.6 Institutional Set-up

The Physical Plant Department of the AdDU which is responsible for the environmental apprehensions
of the schools is regulated by the Director who directly reports it to the office of the President.

The Administration of AdDU obligates to commence all extent which is essential to address all issues
and concerns relative to the possible negative impact of the project to the environment. As such, the
Administration will tap different government agencies and private institutions to provide assistance and proper
guidance on certain aspects, to be able to operate in harmony with the environment.

5.7 Achievements/Awards and Outstanding Accomplishments on the Environment

 The University was granted full autonomy status on 25 September 2001 for a five-year period by the
CHED through Memorandum Order No. 32, Series of 2001. The autonomous status was later extended
by the Commission on Higher Education until 2012;
 In 2004, the Commission on Higher Education named the University as a Center of Development in
Information Technology Education;
 In 2008, the University celebrated its 60th Jubilee. A commemorative stamp was launched in
coordination with the Philippine Postal Corporation. The Blue Iguana of Davao City designed the four
stamps and the first-day cover envelop. A series of public lectures was rendered in celebration of the
jubilee year;
In the same year, the Grade School was granted PAASCU re-accreditation for a five-year period until
November 2013. Formation of High School administrators was developed which included Ignatian
Leadership Training and Billings Natural Family Planning;
 In the mid of December 2009, the University was the fourth higher education institution (HEI) in the
country to be granted institutional accreditation by the Philippine Accrediting Association of

external productivity; for its meritorious record of excellence as evidenced by the high level of
performance of program accreditation and effective assurance mechanisms.”

6 – ENVIRONMENTAL RISK ASSESSMENT

The project proposed does not belong to the environmentally critical project and the project site is not an
environmentally critical area, the only possible major risk that could greatly have an impact and damage to
the structure is the occurrence of major earthquake that might cause the building to collapse. The proximity of
the existing building in the area is suitable enough to lessen fire impact if in case, there is an existing open
fire from the neighborhood. The location of the area is quite far from the access road. This might be a
disadvantage if a disaster occurs in the area, the disaster respondents might take time in entering the area.
