APPLICATION OF OCCUPATIONAL SAFETY AND HEALTH MANAGEMENT SYSTEMS IN AGRICULTURE

In the era of decentralization and globalization, the demand for the implementation of Occupational
Safety and Health in companies, especially farming companies is higher, because employees, and
surrounding communities want to get protection from health problems and accidents in the company.
Act No. 23 of 1992 concerning Health, in article 23 states that health and safety (OHS) efforts should be
held in all workplaces, in particular workplaces that have health hazards, are susceptible to illness or
have at least 10 employees. Thus, the Center for Assessment of Agricultural Technology Makassar which
is an agricultural company included in the criteria of the workplace with various threats that can cause
health hazards. In the Center for Agricultural Technology Assessment Makassar also there is no record
about Occupational Safety and Health Management System research. Based on the above, the
researchers are interested to conduct research on the application Of Occupational Safety and Health
System at the Center for Agricultural Technology Assessment Makassar.

This research uses survey method with descriptive approach to know and assess the implementation of
Occupational Safety and Health Management System at Makassar Agricultural Technology Assessment
Center. The sample was taken from several workers who were selected by random stratified sampling
from each division in Makassar Agricultural Technology Assessment Institute. Primary data obtained
through direct interviews on respondents by using questionnaires as well as direct observation in the
field by using checklist. When secondary data is obtained from the administration and management of
Makassar Agricultural Technology Assessment Center. The collected data is then processed manually
and electronically using Microsoft Excel program. Data of this research result then presented in table
form with explanation and discussion.

Based on the description of the variables studied, it was found: the commitment and policy stages were
not accomplished with 0%, the planning stage did not perform well as much as 47.8%, the
implementation stage did not perform well as much as 10.3%. While for the measurement and
evaluation stage is not implemented by 0%, and the review and improvement stage by the management
did not happen with 0%.
Based on the conclusions about the implementation of the stages in implementation of Occupational
Safety and Health Management System as above, one final conclusion can be made that the
Management System of Occupational Safety and Health at the Center for Agricultural Technology
Assessment of Makassar is categorized as not well implemented that is equal to 11.62%. This is because
most of the stages are not implemented which can be seen from the criteria that have been asked.

By looking at the results of the research, the authors suggest to the parties involved, in this case the
leadership of the Center for Agricultural Technology of Makassar to give special attention to the
application of Occupational Safety and Health Management System. In addition, a Occupational Safety
and Health Management System is recommended.
