COURSE DESCRIPTION

The first part of the course deals primarily with the provisions of the 1987
Constitution and the relevant laws, principles and case law which deserve the
attention of law students, particularly the topics most frequently asked in the bar
exams. The course begins with a discussion of the 1987 Constitution (Amendments
and Revisions); the National Territory; State Principles and Policies; Citizenship;
Suffrage; the Executive, Legislative and Judicial Branches of the Government; the
Constitutional Commissions; Public Accountability and the Office of the
Ombudsman; and National Patrimony.

The second part of the course will deal with the Bill of Rights and recent
jurisprudence.

The last part of the course will be a discussion of other areas of political law:
The Law on Public Officers; Administrative Law; Election Law; Local Government;
and Public International Law.

 Class standing includes recitations, attendance, quizzes and other written works,
which may be assigned from time to time.
 For purposes of marking exams, quizzes, coursework and recitations, the passing
score is 75 points.

Atty. Dela Cruz obtained his Master of Laws (with Distinction) from the London Metropolitan University, and a
Postgraduate Diploma in International Trade Law from the University College London (UCL), U.K., both as a Chevening
scholar of the British government. He completed a Fellowship on Leadership and International Law from the John F.
Kennedy School of Government, Harvard University, USA. He also studied for a Masters in Public Management degree
from the Ateneo School of Government. He obtained his Bachelor of Laws degree (with honors) and an AB Legal
Management degree (cum laude) from the University of Santo Tomas as a Rector’s Scholar. He is an elected Board Member
representing the 2nd District of Bulacan. He is also a Senior Partner at Divina Law Office in Makati City. For consultations,
