In the. meeting representatives from four Regions, Joint Chief Engineer (COM), Joint Chief Engineer (PM), Joint Chief Engineer (Mega) & Chief Audit Officer were participated in the discussion to finalise the model format. Based on the discussion and considering the various aspects, model formats were prepared and deciced to adopt these formats for preparation of Supplementa agreement for the payment of bills, post GST period. While preparing the supplemental agreement for payment of bills, the following points should be considered.1) Balance works executed on or after 01.07.2017 should only be taken into account 2) Miles stone to be achieved as per agreement should be taken into account while arriving balance works. 3) Works delayed due to slow progress of work by the contractor should not be taken into account. 4) Schedule of Rate for the year in which the work awarded should be taken into consideration for arriving the basic cost of materials. 5) Basic rate for Cement and Steel should also be arrived The Chief Engineers are instructed to prepare Supplemental agreement for the payment of bills, for post GST period in the enclosed formats and got approved from the competent authority as per rules in force.
