Without political maturity,
federalism will not work
TO this day, 31 years since we shrugged
off the scourge of dictatorship in 1986,

tionalize the spirit and
practice of autonomy,
let alone democracy.
Not only that, we have
not learned to govern
our small republic that
is the barangay.
We have not even

Equally pernicious, we have not
learned to question or defy the take-over
of our communities by petty oligarchs

control and manipulate the 42,000+
barangays that make up the base of the

out mostly “fake news.” Or that she was
very much wanting in English. She was

But Laurel and his guests did not
bash Uson. Instead, they were praising
her and her kind.
What? I asked myself. Yes, an inner
voice answered my what.
So I didn’t change the channel.
Laurel said it was unfair on the part
of Uson or her kind.

So what does all this say about our
governmental system? It means that the
grassroots, our Republic’s primal foun-
dation are in thrall to the modern version
of feudalism! It says that if we can’t
even govern the micro-governments of
our republic, the ones right next to our
doorsteps, we have no business advocat-
ing for the takeover of our communities
by the same claque of scheming trapos.
What makes anyone claim that they can
govern a larger entity like a federal state,
especially artificially created states?
As citizens of our pathetically ad-
ministered barangays—of which we are
members of its parliament (the barangay
assembly) we just don’t have the expe-
rience or know-how needed to manage
a more sophisticated structure, with a
democratic mode of governance.
It’s bad enough that we have ne-
glected the implementation of the Local
Government Code of 1991. It is unwise
to pile up the many aspects of a feder-

This is another side of midnight, I
mean another side of the story!
Whereas, Laurel’s guests said most
of the info in media were “paid,” with
the writers “paid,” too, and those behind
them had the moolah to pay for such,
that’s why they were read and or heard.
They were dished out to the public as
“they had the money to pay for them.”
Was he talking about commercials like
shampoo? In which every shampoo
showed that there was heaven if they use
them?
Whereas, those who did not have
money to pay for such for info or to pay
people to write “flawlessly” about some-
thing they wanted to give to an unsus-
pecting public. No, it was not shampoo
or vitamins he was talking about.
Now, because of the Internet, of
social media, anybody could just tell
anybody just about anything, could just
say something about something. Never
mind if the info or the English or other
means of communication is flawed.
They never had it so bad, I mean,
they never had it so good. In other
words, they are having their ah, “re-
venge.” Sweet revenge.
This writer had to ponder on this.

He reported that he renewed his
driving license but was advised to come
back on April 16, 2018 for the plastic.
He told them that he can’t do it for lack
of Monday(?). The guy is from Bukid-
non. Then he mentioned about being
offered a quick fix by paying P1,500 if
he wanted to get his plastic right away.
But he no longer had money for that fix.
I thought I could help. I called a
friend, told him of the situation and
offered to help by asking the guy to see
him, this albeit denying that that thing
can hardly happen because they know
they are being watched.
After a while, my friend called back.
The situation was this. The guy was
offered by a fixer outside for a fee of
P1,500 so he can help him get his plastic
right away.
My friend explained to him every-
thing. I guess the guy now understands

interviewed Mr. Fortunato Yacapin,who

against the Americans in 1900 - 1901.
He witnessed the Battle of Agusan Hill
on May 14, 1900. Here are excerpts of
the interview that was mostly done in
Bisayan and this is taken from the book,
“The Village” (Francisco R. Demetrio
S.J. ed., 1969).
“Sa catorce sa Mayo, 1900, si Vi-
cente Roa uban ang iyang mga sundalo,
nga tingale mga 130 ang kadaghanon,
pulos may mga pusil, miabut gikan sa
Bukidnon dinhi sa Agusan. Ang Capitan
sa lungsod niadtong panahona mao si
Catalino Cuerquis.Ug gitawag siya nga
gobernadocillo. Miingon si Vicente Roa
kaniya, ‘Pahibaloon ta ang mga Amer-
icano nga moaway kita kanila.’ The

To adopt the federal sys-
tem under these conditions
will only transform the
regions and provinces into
fiefdoms ruled by opportu-
nistic, traditional politicians
and their dynasties. Trapos!
To shift so prematurely
and precipitately to the
federal system will simply
carry over the weaknesses
of the present (and decid-
edly corrupt) unitary sys-
tem to the new framework.
It will transmogrify the
poorly established unitary
system, which we and the
bureaucracy bastardized
into something far worse.
Moreover, it may fuel
virulent regionalism and ad-
venturism among the bigots
and warlords who salivate at
the prospect of establishing
a kingdom of their own. It
will entrench the reigning
oligarchs in artificial “fed-
eral states”—in which they
can govern with impunity
and fatten themselves on
the resources of hundreds
of communities.
Not least, the same op-
pressed communities will
be overseen by a bloated
bureaucracy with each one
governed by a state legisla-
ture of their own. There will
be local versions of the cabi-
net and department officials
galore! And the national
overhead will balloon.
Also there will be a pro-
liferation of multilevel agen-
cies headed by inept, money
grubbing bureaucrats. Man-
aging and maintaining them
will strain the capability of
the artificial states to man-
age and finance them. There
will be myriad of plans and
budgets bandied about by
grandstanding trapos.
Let’s face it, under the
guise of a so-called feder-
al system, the trapos and
their dynasties are merely
gerrymandering Philippine
territory to conform to their
desires and ambitions. It
will strengthen their hold on
local politics and ensconch
them more firmly in office.
And it will guarantee them
and their dynastic heirs nev-
er-ending reign and access
to our common wealth.
In light of this, how can
any believer in democracy,
or in People Power, tolerate
such a situation?
Had the spirit and prac-
tice of autonomy been fos-
tered since the Local Gov-
ernment Code of 1991 first
became law, perhaps we
would all have developed
proficiency in self-gover-
nance by now.
We’re talking here of
27 years that would have
afforded Filipinos the nec-
essary experience and prac-
tice in governing a federal
system. That’s two decades
and a half, or more than a
generation, in the life of our
nation.
We lost a splendid op-
portunity to institutionalize
an essential ingredient for
adopting a federal system.
Let there be a flowering
of political maturity and ca-
pability in self-governance
in all localities first. Then
perhaps we can indulge the
advocates of the federal
system in their desire for a
change in our form of gov-
ernment.

those who couldn’t express
themselves well, especially
in English were considered
“dumb.” I guess that’s not
necessarily true all the time.
And this writer remem-
bered a conversation by two
engineers, one a Japanese,
the other a Pinoy. They were
talking about cockfighting.
The Japanese had a hard
time with his English. But
he had a few basic words
in English, maybe he was
given a crash course before
he came to this country to
help in building what is
now called “Pilipinas Kao”
in Misamis Oriental. The
Pinoy could not talk Japa-
nese, too.
“What is... ah... cock-
fight?” the Japanese asked.
“Ah, cockfight,” the
Pinoy said and then ges-
tured with his left and right
hands curled into fists.
“Boy-chicken, boy-chicken,
fight!” the Pinoy engineer
said as he referred to his
left fist as a “boy-chicken,”
and his right fist, another
“boy-chicken” and then
bumping the fist to the other
in the gesture of a fight.
“Ahh,” the Japanese
said, nodding his head in
understanding as he smiled.
I didn’t think that Jap-
anese was “dumb” just be-
cause he couldn’t under-
stand or say in straight En-
glish many things. Maybe,
because he was an engineer.
Engineers, like accoun-
tants are “trained not to
talk much,” so they say. Or
doctors who not only don’t
talk much but whose uh,
penmanship as they write
their prescriptions to their
patients look like scratches
on the ground by chickens.
But back to Laurel. They
continued bashing not Uson
but the other side. They, too,
complained of “unfairness.”
In other words, they were
saying that Uson and others
like her have the right to be
heard. Even if their ideas
are not edited, or their info
not researched well. Like
saying that Mayon is found
in Naga.
Which netizens then said
that Uson is now so power-
ful that she could transfer a
volcano! That, of course, is
bashing by her own kind, I
mean by those who take to
the Internet for info.
This writer didn’t nec-
essarily agree with Laurel
and his guests. But one
couldn’t help thinking and
get disturbed that these
“dummies” are on the “re-
venge mode.” They, too,
must be heard, and they are
screaming to be heard too
as they have the right to be
heard. What do you think?

About a month ago, a
relative applied for a driver’s
license and like all applicants,
he took the exams. When he
was informed that he failed
the exam per result of com-
puter printout, he found it hard
to believe. So, he asked for the
copy of his exam results and
compared it to the list of cor-
rect answers. Alas, there were
three errors without which he
would have passed the exam.
However, he was told to write
a letter to the central office
and ask for a certification that
indeed he passed the exam.
Why is that so?
Since there’s nothing he
can do, he left, and vultures
were waiting outside, offer-
ing their help for a fee P2800
something. A week or two
later, I saw on Facebook a
complaint from one in Luzon
about having failed when he
shouldn’t have. And he, too,
was asked money for the fix.
I don’t question the integ-
rity of my friend when he said
it can’t be true because they
know they are being watched.
But what about those who
think they can get away with
it because they belong to the
circle of the one in power? If
the vultures outside the LTO
continue to exist, then there
must be people inside the LTO
office who are in cahoots with
them.
Let’s be clear on one thing:
there is no intention to ques-
tion the integrity of LTO

talking about as corrupt are
still in his organization. A few

jobs soars in Davao Region: Dole
DEMAND for construction-
related jobs has increased due to
the boom in real estate business,
the Department of Labor and
Employment (DOLE) in Davao
Region said Monday.
DOLE XI said such jobs have
so far topped the list of domestic
jobs to be offered during the two-
day Labor Day Job Fair on May
1 and 2.
Based on the record of DOLE
XI as of April 13, the construc-
tion industry offers 2,349 jobs
– 1,205 masons, 528 carpenters,
402 tile setters, 144 steel man
and 70 foremen.
Marlito D. Ayala, focal per-
son for DOLE XI, told report-
ers on Monday that they were
surprised with the huge demand
for construction-related jobs, and
they expect this to continue for
several years owing to the grow-

while fostering an environment

In a text message to report-

(EO) ending contractualization
should not be blamed on the De-
partment of Trade and Industry
(DTI), the Department of Labor
and Employment (DOLE), or
the Office of the President.
“There simply is difficulty
in crafting an EO that will not
violate the current law and
still meet what the labor sector
wants,” Lopez said. While the
labor groups want to end all
forms of contractualization, the
Labor Code allows legitimate
contracting.
“Legitimate contracting is
practiced around the world, and
it is just important to ensure so-
cial protection for workers,” the
DTI chief said.
