1.0 INTRODUCTION

Stantec Consulting Ltd. (Stantec) has revised our original Geotechnical Data Report (dated
May 5, 2014) to provide additional information on the soil, rock and groundwater conditions
encountered to date at the proposed Hartland Plant Site (the Site) in Saanich, BC.

The scope of work for this revised Geotechnical Data Report comprised the completion of a
supplemental test hole investigation program, laboratory testing of rock samples collected
during the test hole investigation, and a revision to Stantec’s original Geotechnical Data Report.
This Geotechnical Data Report presents the geotechnical procedures and findings of the 2014
and 2017 site investigations and laboratory testing programs conducted by Stantec, as well as
discussion of limitations to the site investigation.

In March 2014, Stantec completed a test pit investigation program at the Site in general
accordance with the Stantec proposal dated February 28, 2014. However, due to the
unforeseen existence of a large crush rock stockpile near the centre of the investigation area,
the proposed geotechnical site investigation could not be carried out within a large area of the
Site. Accordingly, the original Geotechnical Data Report provided a list of options for a
supplemental site investigation to assess the soil, rock and groundwater conditions of the site not
accessible during the March 2014 investigation.

In January 2017, Stantec completed a supplemental test hole investigation. The purpose of the
supplemental investigation was to target the previously inaccessible portion of the Site and to
characterize the bedrock at select locations across the Site.

2.0 PROJECT DESCRIPTION

The proposed Hartland Plant Site development is understood to comprise of a Resource


Recovery Centre (RRC) and a Front End Area. Due to the density of proposed infrastructure in
the RRC area, the 2014 and 2017 geotechnical investigations have focused on this area;
however, select test pits and test holes are located within the Front End Area.

Based on a concept design drawing prepared by Stantec Architecture (dated December 20,
2016), the Resource Recovery Centre will be located within an approximately 2.6 hectare (ha)
area located in the northwest portion of the Site. The general arrangement of the plant is
included in Appendix B. The proposed works for the RRC will include a digestion facility
(including four 20 m diameter digestion tanks and a single 16 m diameter digested biosolids
storage tank), a thickening and dewatering facility, power distribution equipment and standby
power, waste gas burners, a hot water facility, a water tower, administrative building and
internal access roads. The northwest-most end of the Site (west of the RRC) is allocated for future
expansion and will remain undeveloped and tree covered. Stantec understands that there are
currently no plans for buildings or other infrastructure at the Front End Area; however, the
installation of a liquids containment basin in this area is being considered by the CRD as part of
future expansions.

It is understood that the digestion facility, and the thickening and dewatering facility could
house below grade storage tanks, that will require building foundations to be 4 to 5 m below
final grades.

3.0 SITE DESCRIPTION

The proposed Hartland Plant Site is located roughly 200 m northwest of the existing Hartland
Landfill Facility in Saanich, BC, in a tree-cleared area that is generally undeveloped. The Site is
bounded to the north by Willis Point Road and to the south, east and west by undeveloped,
densely tree-covered land. The Site is accessible via an access road which connects Willis Point
Road, runs along the north and west and south perimeter of the Site, and continues south past
the site, connecting to the Hartland Landfill. Tree-coverage presently extends into the western
footprint of the RRC and covers the future expansion area as well as the location of two of the
proposed digestion facility tanks. Bedrock outcrops were observed along the north and south
sides of the Site, an example of which is shown in Figure 1. Outcrops of bedrock and sloped
ground rising approximately 4 m above a flat, gravel-covered area were also observed partially
within the footprint of the digestion facility, as shown in Figure 2 and roughly outlined in
Drawing No. 1 (Appendix D).

As shown on Drawing No. 1 (Appendix D), a large crush rock stockpile covers a portion of the
proposed RRC development. Based on visual observations, the stockpile ranges from
approximately 6 m and 9 m in height. It should be noted that compared to the size of the
stockpile as observed during the March 2014 site investigation, the size of the stockpile appears
to have decreased by approximately 30 to 40% in area. Specifically, the toe of the stockpile at
the northwest edge was found to be approximately 10 m southeast of its original location.
The remaining perimeter of the stockpile does not appear to have been altered since the
March 2014 site investigation.

During both the 2014 and 2017 Stantec site investigations, the stockpile was entirely covered with
a black semi-elastic tarpaulin membrane, except for along the northwest edge of the stockpile.
A photo of the northeast side of the stockpile is shown in Figure 3.

The remaining areas of the Site are generally flat and covered by imported granular fill material.
The area to the north of the Site slopes down to Willis Point Road from the Hartland Plant Site.
A drainage trench is located along the north side of the site and runs parallel to the access road
to collect and drain water runoff from the stockpile.

Based on the site topographic information shown on the Existing Conditions drawing prepared
by Brown and Caldwell, dated November 19, 2013 (Appendix B), a hill bounds the site to the
southwest. The stockpile of crush rock was placed against this hill as shown in Drawing No. 1
(Appendix D). The future Front End Area to the east of the RRC development is presently cleared
of trees and relatively flat.

4.0 REVIEW OF HISTORICAL DATA

Based on our review of the Geological Survey Branch’s Geoscience Map 2000-2 “Quaternary
Geological Map of Greater Victoria”, the surficial geology of the Site comprises sparsely
developed, mainly rocky, upland areas.

Based on the information provided to Stantec, we understand that a series of groundwater level
monitoring locations are established at the Hartland Landfill Facility. The location of existing
groundwater monitoring wells is shown on the Hartland Landfill Groundwater Level Monitoring
Locations drawing in Appendix C.

For reference purposes, borehole logs completed by Gartner Lee Limited for groundwater
monitoring wells installed at the Hartland Landfill Facility and near the proposed RCC facility are
included in Appendix C. The provided borehole logs indicate that subsurface conditions are
likely to comprise between 1.2 m and 4.6 m of crushed rock and gravel fill overlying bedrock.
For the areas surrounding the proposed RCC facility, the borehole logs suggest that the bedrock
is overlain by native sand with variable amounts of silt and gravel that is further overlain by
surficial topsoil or crushed rock fill. The bedrock is described as comprising wark gneiss
(metamorphic rock).

Based on discussions with CRD site personnel and as shown on two archived CRD drawings
provided to Stantec (included in Appendix B and superimposed onto Stantec’s test hole
location plan in Appendix D), we understand that a swamp measuring approximately 80 m by
50 m once existed in the approximate center of the site to a depth of up to approximately 6 m.
The drawing indicates that the swamp was filled in, but neither the backfill material nor the
method of compaction, if any, are specified on the drawings. At the time of Stantec’s 2014 site
investigation, the gravel fill which presently covers the site obscured the extents of the former
swamp. Details regarding the subsurface conditions observed in the footprint of the former
swamp, and construction considerations related to the filled-in swamp are included in
Sections 6.3 and 7.3, respectively.

5.0 STANTEC GEOTECHNICAL SITE INVESTIGATION

5.1 GENERAL
The approximate locations of the test holes are shown on Drawing No. 1 (Appendix D). The test
pit and borehole coordinates are listed in Table 1 and Table 2, respectively. The test pit and
borehole locations were recorded using a hand-held GPS unit, which is generally accurate to
within ±3 m. The test pits were backfilled with the excavated material, and bucket and track-
packed to existing grade. Any excavated spoils that could not be placed as test pit backfill
were stockpiled along the perimeter of the Site.

The field work for the 2014 test pit and 2017 test hole site investigations was continuously
monitored by a Stantec field engineer, who identified the sample locations, classified the soils,
kept a detailed log of each test pit/borehole, and observed and recorded pertinent site
features. Representative soil and rock samples collected during the site investigations were
brought to the Stantec geotechnical laboratory in Burnaby, BC for further classification and
testing.

5.2 2014 TEST PIT FIELD PROGRAM


A geotechnical site investigation program was carried out by Stantec from March 19 to 20, 2014.
The investigation included twenty-five (25) mechanically-excavated test pits to refusal on hard,
intact bedrock. The depth to intact bedrock at the test pit locations are also listed in Table 1.
The investigation was conducted using a 225 Link-Belt excavator sub-contracted through
RG Excavating of Victoria, BC. The test pits were distributed throughout the accessible areas of
the proposed RRC development (i.e., around the stockpile), though four test pits were also
completed in the Front End Area of the site to assess general soil stratigraphy and bedrock
depth in the region.

As previously discussed, a large portion of the site was inaccessible at the time of the site
investigation due to the crush rock stockpile. A sample of the stockpile was collected by Stantec
for classification and testing purposes.

5.3 2017 TEST HOLE FIELD PROGRAM


A supplemental geotechnical site investigation program was carried out by Stantec from
January 18 to 22, 2017. The investigation included twelve (12) boreholes using a combination of
the percussive air-rotary (ODEX) drilling and bedrock coring, plus Standard Penetration Tests
(SPTs) on select soil strata.

The investigation was conducted using a track-mounted Fraste MDXL drill rig sub-contracted
through Geotech Drilling Services of Delta, BC. The boreholes were distributed throughout the
Site, including four boreholes in the footprint of the crush rock stockpile. Ten of the twelve
boreholes were located within the proposed RRC development, and the other two boreholes
were completed in the Front End area of the site to assess general soil stratigraphy, bedrock
depth and bedrock condition in the region.

The locations of the boreholes are shown on Drawing No. 1 (Appendix D). The borehole
coordinates area listed in Table 2 below, along with the drilling and in-situ sampling
methodologies employed, the depth to bedrock, the length of bedrock drilled through with
ODEX and rotary coring methods, as well as the termination depth of the borehole.

In boreholes BH17-01 to BH17-04, and BH17-06 to BH17-08, the ODEX method was used to drill
through overburden soils until inferred bedrock was reached, after which point the borehole was
advanced approximately an additional 0.5 to 1 m to confirm the presence of bedrock before
the test hole was terminated. The purpose of these test holes was to evaluate the thickness and
general engineering properties of the soil, as well as to determine the depth to intact bedrock.
It should be noted that boreholes BH17-01 to BH17-04 were completed on top of the existing
stockpile and had to be advanced through the crush rock to determine the depth to bedrock.

In boreholes BH17-05, BH17-09, BH17-10, BH17-11 and BH17-12, the ODEX method was used to drill
through overburden soils until inferred bedrock was reached, at which point the drilling method
was switched to rotary rock coring using an HQ3 triple tube, where the borehole was advanced
approximately an addition 5 m into bedrock, or to a depth of at least 6 m below existing grade.
In addition to determining the thicknesses and engineering properties of soil strata, and
determining the depth to in-tact bedrock, the purpose of these test holes was to characterize
the bedrock by collecting continuous bedrock core samples.

5.3.1 ODEX Drilling

The ODEX drilling method uses a percussive, pneumatic, down-the-hole hammer to advance
through soil and most rock formations. A steel casing with an outer diameter of approximately
115 mm is advanced down the hole by the hammer, and serves as a conduit up which
disturbed drill cuttings are ejected.

Through the course of ODEX drilling, changes in stratigraphy are observed based on drilling
reaction (i.e., relative drilling difficulty and rate of advancement of the casing) as well as visual
observation and collection of disturbed soil cuttings ejected up the casing.

Soil samples are collected from ODEX cuttings ejected up the casing. Where inferred native soil
(e.g., buried organic topsoil, glacial till, etc.) was observed from the ODEX cuttings, a Standard
Penetration Test was performed.

5.3.2 Standard Penetration Test

The Standard Penetration Test (SPT) is an in-situ geotechnical method to roughly assess the
compactness or consistency of a soil, and to obtain a representative soil sample at the test
depth. When in the course of ODEX drilling a native soil was identified based on ejected ODEX
cuttings, a 51 mm outer diameter split spoon was lowered into the borehole and an SPT was
completed in accordance with ASTM D1586.

SPT blow counts were recorded by the Stantec Drilling supervisor and the soil sample was
classified, described, and bagged for further classification and/or testing.

5.3.3 Rotary Rock Coring

Conventional rotary rock coring was used to advance the boreholes up to 5.8 m into bedrock
and recover continuous samples of rock in accordance with ASTM D2113.

Upon encountering inferred bedrock during ODEX drilling, a 96 mm diameter hole was drilled
into the bedrock using a diamond-impregnated, annular, rotary drill bit with an inner diameter of
61.1 mm (Boart Longyear HQ3 size).

The drill rig used a triple inner tube system to recover the rock core sample. Throughout the
drilling process, water was pumped down the drill rods to both lubricate and cool the drill bit.
The inner most tube may periodically impede the flow of water from reaching the coring bit.
When this occurred, a run was terminated early and the core barrel emptied. Once lowered
back down to the previous drilled depth, another drill run may be advanced into the bedrock.
Very poor quality rock (highly fractured) with extensive infilling was encountered at BH17-09,
resulting in short drill runs and poor rock recovery.

Geological and engineering descriptions and rock quality designation (RQD) were recorded on
the borehole log for each core run. The rock core was photographed, placed in core boxes and
returned to the Burnaby laboratory.

5.4 LABORATORY PROGRAM


The primary objectives of the Stantec laboratory testing program were to aid in the visual
classification of the soil and rock samples and to measure their pertinent engineering
parameters. Geotechnical laboratory testing was performed in accordance with applicable
American Society for Testing Materials (ASTM) test procedures and/or laboratory equipment
manufacturer’s recommended test procedures.

Laboratory testing for the soil samples from the 2014 test pitting investigation was performed in
Stantec’s laboratory in Burnaby, BC, and generally comprised moisture content and fines
content determination.

Detailed logging of the rock core samples from the 2017 test hole investigation was also
performed in Stantec’s Burnaby laboratory, after which photographs were taken of the rock
core samples. The photographs are included in Appendix G. After the rock core was logged
and photographed, select representative rock core samples were shipped to Stantec’s
materials testing laboratory in Calgary, AB for point load testing together with unconfined
compressive strength (UCS) testing. The results of the laboratory testing program are included in
Appendix F.

6.0 SUBSURFACE CONDITIONS

6.1 GENERAL
In general, the subsurface conditions encountered consisted of a surficial layer of 19 mm minus
crushed gravel over blast rock fill. The blast rock fill was typically underlain by bedrock. However,
the blast rock was underlain by deposits of native silt with organics, glacial till and/or native
granular soils (i.e., sand and gravel) deposits at a few test pit and borehole locations. In several
test pits, the blast rock fill appeared to have been bedrock that had been previously blasted
and left in place.

The soil conditions encountered in the test pits and boreholes are described in detail on the logs
in Appendix E, and summarized in the following section.

6.2 EXISTING CRUSH ROCK STOCKPILE


The footprint of the crush rock stockpile has been reduced since Stantec’s 2014 test pit
investigation; however, the stockpile still occupies a large portion of the proposed RRC site.
A sample of the stockpiled soil was collected during the 2014 Stantec test pit investigation for
classification and testing in the Stantec soil laboratory.

Based on the results of a grain size analysis performed on the sample, the crush rock is described
as 50 mm minus, sandy gravel with a trace amount of silt. The results of a standard Proctor
density test indicate that the sample of stockpiled material is slightly dry of the optimum moisture
content for compaction. The results of this lab testing are included in Appendix F.

It is important to recognize that a sample of this material could only be collected from the
stockpile surface of the stockpile due to the tarp coverage. Accordingly, we cannot confirm
whether the material is consistent throughout the entirety of the stockpile. Due to the percussive
nature of ODEX drilling, samples collected from ejected drill cuttings is not representative of the
crush rock stockpile.

Based on the four 2017 Stantec boreholes, the stockpiled material ranges from 6.4 m to 13.4 m
thick. In general, observations as to the angularity of pulverized drill cuttings and general drilling
reaction (relative drilling difficulty and rate of advancement) were used to discern between
blast rock fill and underlying stratigraphy. Specifically, the high angularity and greater degree of
pulverization of drill cuttings, together with increased drilling difficulty experienced from 13.4 m to
14.9 m in borehole BH16-03 was indicative of a change in stratigraphy, from crush rock to blast
rock fill. It is conceivable that blast rock fill may have been present below the crush rock
stockpile in boreholes BH16-01, BH16-02 and BH16-04; however, the consistency of both the drill
cuttings and the drilling reaction did not indicate this to be the case.

6.3 SOIL AND GROUNDWATER CONDITIONS


6.3.1 Gravel Fill

A layer of 19 mm minus crushed gravel fill is present on the surface across much of the Site.
The thickness of this layer was typically found to be less than 100 mm, but occasionally up to
800 mm. At borehole BH17-05, the 19 mm minus crushed gravel fill was 2.1 m thick.

6.3.2 Blast Rock Fill

Blast rock fill was encountered in the flat, gravel-covered RRC and Front End Area in all test pits
and boreholes with the exception of borehole BH17-05. In the footprint of the tarped crush rock
stockpile, the blast rock fill was only encountered in borehole BH17-03. The blast rock fill was
found to directly underlie the 19 mm minus crushed gravel fill and ranged in thickness from 0.3 m
to 3.6 m.

The blast rock fill generally consisted of blasted cobble and boulder-sized bedrock fragments
with boulders up to 1.5 m in diameter. However, it is possible that the excavator may have
broken up larger-sized boulders during the excavating process and boulders larger than 1.5 m
may exist in the RRC area. The blast rock fill was generally dense based on the observed
excavation and drilling effort.

Varying amounts of finer soils (i.e., gravel, sand and silt) were mixed throughout the blast rock fill.
The measured moisture content of the finer portion of the blast rock fill ranged from 18% to 38%.
Roots and reworked topsoil were often encountered in the upper portion of the blast rock fill
layer, typically mixed between the surficial gravel fill and the underlying blast rock fill.

6.3.3 In-Filled Swamp (Silty Sand to Sandy Silt Fill)

A layer of fill comprising silty sand to sandy silt was encountered in beneath the gravel fill and
blast rock fill in boreholes BH17-05 and BH17-06, respectively. The thickness of the layer in the two
boreholes was found to be 1.9 m and 1.8 m, respectively and were isolated to boreholes
located within the footprint of the old swamp area. The layer was grey-brown to light brown in
colour and contained varying amounts of gravel and organic content.

A 150 mm thick layer of a maroon-brown powder with high organic content (inferred to be
partially decayed sawdust) was found directly underlying the sandy silt fill at borehole BH17-05.

6.3.4 Silt/Topsoil

A layer of native silt was encountered below the blast rock fill in test pits TP14-14, TP14-15, and
TP14-24, as well as in boreholes BH17-01 to BH17-07, BH17-11 and BH17-12. The thickness of the silt
ranged from 0.1 m to 1.5 m. The silt was generally dark brown in colour and contained varying
amounts of sand and organics, plus traces of gravel. Based on this composition, it is possible that
the native silt is a buried topsoil layer.

The silt was generally soft based on the results of in-situ pocket penetrometer tests performed on
test pit samples. However, most tested samples were heavily disturbed and the tests may not be
representative of the layer consistency. The organic material consisted of roots, tree branches
and occasionally decaying logs. The measured moisture content of samples collected from the
silt deposit ranged from 25% to 97%. Based on SPT blow counts, the silt/topsoil is described as
loose to compact.

6.3.5 Granular Native Soil

A layer of granular native soil was encountered in boreholes BH17-04, BH17-07 and BH17-09,
generally underlying a layer of native silt/topsoil and directly overlying the bedrock. The
thickness of the granular native soil deposit ranged from 0.6 to 1.3 m. The native granular soil was
grey to brown in colour, and primarily comprised sand with varying amounts of silt, gravel and
organic. Based on SPT blow counts, the granular native soil is described as compact to very
dense.

6.3.6 Glacial Till

Glacial till was only encountered in test pit TP14-14. The glacial till was encountered below the silt
at roughly 3 m depth, and had a thickness of 2.2 m. This glacial till layer generally consisted of
gravelly cobbles with some sand and some silt. The glacial till is considered dense based on the
resistance encountered while excavating. The measured moisture content of a sample
collected from the glacial till deposit was 11%.

6.3.7 Blasted Bedrock

In test pits TP14-9, TP14-10, TP14-22, and TP14-25, as shown in Figure 4, intact bedrock was
overlain by what appeared to be bedrock that had been blasted and left in-place. Blasting
wires were observed on the walls of the test pits and the walls appeared to be hard, fractured
bedrock. The layer of blasted bedrock could be broken by the excavator and the excavated
materials were cobbles and boulders.

Unlike open test pits where stratigraphy is readily apparent, boundaries between blast rock fill,
blasted bedrock and intact bedrock are more difficult to identify with ODEX drilling method,
as the pulverizing effect of the percussive hammer readily advances through these materials
with relative ease and ejects visually undiscernible drill cuttings. Blasted, in-place bedrock was

not identified during the 2017 test hole investigation; however, it is plausible that material
identified in-field as weathered bedrock based on lower drilling resistance may in fact have
been blasted in-place bedrock.

6.3.8 Bedrock

All 2014 test pits were terminated on hard, intact bedrock. The bedrock was encountered at
depths ranging from 0.8 m to 5.2 m below existing ground surface, and could not be ripped by
the bucket of the 225 Link-Belt excavator.

Rotary rock coring was performed in five of the twelve 2017 boreholes in order to collect
samples of intact bedrock. The bedrock consisted of Schist in four of five boreholes (BH17-05,
BH17-09, BH17-10, and BH17-12) and Gneiss in one of five boreholes (BH17-11).

Bedrock core sample recovery was near 100% in four of the five boreholes (BH17-05, and
BH17-10 to BH17-12). However, in borehole BH17-09, extensive fracturing and frequent rock joint
infilling (as shown in Figure 5) resulted in frequent loss of water circulation and rock core recovery
of approximately 50%.

Bedrock was generally found to be slightly to highly weathered and in very poor to poor quality.
RQD values were found to range from 0% to 60%, with particularly poor quality in borehole
BH17-09.

Unconfined Compressive Strength of Rock (UCS)

Uniaxial unconfined compressive strength tests were performed on select intact samples of the
bedrock core. Samples were prepared and tested in accordance with ASTM D2938 at the
Stantec laboratory in Calgary, AB. Axial compression load was applied continuously at a rate of
approximately 0.25 MPa/s using a Forney FT-250E-DR2000 compression testing machine, and the
maximum load sustained prior to failure by the specimen was recorded.

Results of the UCS testing are presented in Appendix F.

Point Load Testing

A RocTest Point Load Tester (Model PIL-7) was used to measure the point load strength index for
select samples of the bedrock core from each borehole. The tests were performed in
accordance with ASTM D5731.

In point load testing, compressive loads are applied with two (2) 60-degree conical shaped
platens which cause the rock to break in tension between these two points. Point load testing
were performed on core specimens with a length/diameter ratio greater than 1.0.

Point load tests were performed diametrically and axially on select samples of bedrock core.
Bedrock core samples are reported as values of the Point Load Index corrected to a standard
50 mm diameter specimen (I s(50) ). The size-corrected point load strength index of a rock
specimen is defined as the value that would have been measured by a diametral test with a
diameter equal to 50 mm. HQ3-sized core specimens (61 mm I.D.) were tested. A correction
factor is applied, given by the following equation:

Correction Factor = (Diameter Tested/50 mm)0.45

Point load tests performed axially (I s(50)A ) were completed to measure rock index strength
perpendicular/normal to the plane of bedding whereas diametrical point load tests (I s(50)D )
were completed to measure rock index strength parallel to the plane of bedding.

A summary of the Point Load test results is presented in Appendix F.

6.4 GROUNDWATER CONDITIONS


Water seepage was observed along the walls of the test pits at depths between 1.5 m and 3.4 m
below existing ground surface. Based on visual observation on the test pit walls, it appears that
this water is due to surface infiltration and run-off from the stockpile.

Of the twelve boreholes completed during the 2017 test hole investigation, groundwater was
encountered only in boreholes BH17-06 to BH17-09, and BH17-11 at depths ranging from 1.5 m to
4.6 m below the ground surface and generally within 0.3 m above the bedrock surface.
It is envisaged that the groundwater is infiltrated rainfall and surface water flowing downslope
along the bedrock surface.

Based on visual observations of water in test pits, proximity to bedrock surface in test holes and
local topography, Stantec infers that the static groundwater table was not encountered in the
2014 and 2017 Stantec site investigations.

7.0 CONSTRUCTION CONSIDERATIONS

7.1 BEDROCK RIPPABILITY


Bedrock outcrops were observed within the footprint of the proposed digestion facility near the
west end of the Site. The outcrops were estimated to rise approximately 4 m above the flat,
gravel-covered area of the Site. While bedrock was visible in only a small portion of the sloped
ground in the southwest area of the Site, it is inferred based on site topography that shallow
bedrock may exist under the roughly outlined area indicated as sloping ground shown in
Drawing No. 1 (Appendix D) as sloped ground. A close-up view of the bedrock outcrop
identified within the proposed footprint of the digestion facility in shown on Figure 6.

The bedrock encountered in the borehole closest to the bedrock outcrop (BH17-09) is of very
poor quality and is highly weathered. Due to the jointing frequency of the rock cored at
borehole BH17-09 together with that observed on the bedrock outcrop, Stantec notes that the
potential exists for the bedrock to be ripped/removed using conventional heavy construction
machinery (e.g., bulldozer with ripper, excavator with hydraulic hammer, etc.); however,

geological mapping or geophysical data would be required to adequately assess whether


construction machinery would be a viable substitute for conventional blasting techniques.

7.2 BEDROCK FLUID CONTAINMENT


Stantec understands that an unlined liquids containment pond is being considered in the
Front End area, whereby liquids would be stored in an excavation into the shallow bedrock.
The two easternmost boreholes (BH17-11 and BH17-12) exhibited poor to very poor rock quality
(i.e., highly fractured). As such, use of the bedrock for containment of fluids will likely require the
use of a liner.

7.3 FILLED-IN SWAMP


As noted in Section 4.0, we understand that a swamp once existed at the approximate centre
of the Site. Deeper bedrock (at a depth of approximately 5 m), thick zones of loosely placed
variable fill as well as native soils with organic content were encountered below the flat, gravel-
covered ground surface at boreholes BH17-05 and BH17-06, thus giving some indication that the
swamp was backfilled with loosely placed and poor quality fills. Foundation designs for structures
in the approximate footprint or vicinity of the filled-in swamp should take into consideration the
presence of these poor quality fills and native soils. The actually lateral extents of the former
swamp area is unknown.

SYMBOLS AND TERMS USED ON BOREHOLE AND TEST PIT RECORDS
SOIL DESCRIPTION
Terminology describing common soil genesis:
- vegetation, roots and moss with organic matter and topsoil typically forming a
Rootmat
mattress at the ground surface
Topsoil - mixture of soil and humus capable of supporting vegetative growth
Peat - mixture of visible and invisible fragments of decayed organic matter
Till - unstratified glacial deposit which may range from clay to boulders
Fill - material below the surface identified as placed by humans (excluding buried services)

Terminology describing soil structure:


Desiccated - having visible signs of weathering by oxidization of clay minerals, shrinkage cracks, etc.
Fissured - having cracks, and hence a blocky structure
Varved - composed of regular alternating layers of silt and clay
Stratified - composed of alternating successions of different soil types, e.g. silt and sand
Layer - > 75 mm in thickness
Seam - 2 mm to 75 mm in thickness
Parting - < 2 mm in thickness

Terminology describing soil types:


The classification of soil types are made on the basis of grain size and plasticity in accordance with the Unified
Soil Classification System (USCS) (ASTM D 2487 or D 2488) which excludes particles larger than 75 mm. For
particles larger than 75 mm, and for defining percent clay fraction in hydrometer results, definitions proposed by
Canadian Foundation Engineering Manual, 4th Edition are used. The USCS provides a group symbol (e.g. SM)
and group name (e.g. silty sand) for identification.
Terminology describing cobbles, boulders, and non-matrix materials (organic matter or debris):
Terminology describing materials outside the USCS, (e.g. particles larger than 75 mm, visible organic matter, and
construction debris) is based upon the proportion of these materials present:

Terminology describing compactness of cohesionless soils:


The standard terminology to describe cohesionless soils includes compactness (formerly "relative density"), as
determined by the Standard Penetration Test (SPT) N-Value - also known as N-Index. The SPT N-Value is described
further on page 3. A relationship between compactness condition and N-Value is shown in the following table.

Terminology describing consistency of cohesive soils:


The standard terminology to describe cohesive soils includes the consistency, which is based on undrained shear
strength as measured by in situ vane tests, penetrometer tests, or unconfined compression tests. Consistency
may be crudely estimated from SPT N-Value based on the correlation shown in the following table (Terzaghi and
Peck, 1967). The correlation to SPT N-Value is used with caution as it is only very approximate.

Mechanics (ISRM) 2007 publication “The Complete ISRM Suggested Methods for Rock Characterization, Testing
and Monitoring: 1974-2006”

Terminology describing rock quality:

RQD (Rock Quality Designation) denotes the percentage of intact and sound rock retrieved from a borehole of

summed and divided by the total length of the core run. RQD is determined in accordance with ASTM D6032.
SCR (Solid Core Recovery) denotes the percentage of solid core (cylindrical) retrieved from a borehole of any
orientation. All pieces of solid (cylindrical) core are summed and divided by the total length of the core run (It
excludes all portions of core pieces that are not fully cylindrical as well as crushed or rubble zones).
Fracture Index (FI) is defined as the number of naturally occurring fractures within a given length of core. The
Fracture Index is reported as a simple count of natural occurring fractures.

RECOVERY
For soil samples, the recovery is recorded as the length of the soil sample recovered. For rock core, recovery is
defined as the total cumulative length of all core recovered in the core barrel divided by the length drilled and
is recorded as a percentage on a per run basis.

N-VALUE
Numbers in this column are the field results of the Standard Penetration Test: the number of blows of a 140 pound
(63.5 kg) hammer falling 30 inches (760 mm), required to drive a 2 inch (50.8 mm) O.D. split spoon sampler one
foot (300 mm) into the soil. In accordance with ASTM D1586, the N-Value equals the sum of the number of blows
(N) required to drive the sampler over the interval of 6 to 18 in. (150 to 450 mm). However, when a 24 in. (610
mm) sampler is used, the number of blows (N) required to drive the sampler over the interval of 12 to 24 in. (300
to 610 mm) may be reported if this value is lower. For split spoon samples where insufficient penetration was
achieved and N-Values cannot be presented, the number of blows are reported over sampler penetration in
millimetres (e.g. 50/75). Some design methods make use of N-values corrected for various factors such as
overburden pressure, energy ratio, borehole diameter, etc. No corrections have been applied to the N-values
presented on the log.

DYNAMIC CONE PENETRATION TEST (DCPT)


Dynamic cone penetration tests are performed using a standard 60 degree apex cone connected to ‘A’ size
drill rods with the same standard fall height and weight as the Standard Penetration Test. The DCPT value is the
number of blows of the hammer required to drive the cone one foot (300 mm) into the soil. The DCPT is used as a
probe to assess soil variability.
