Youth Literacy Grants provide funding to schools, public libraries, and nonprofit organizations
to help students who are below grade level or experiencing difficulty reading. Grant funding is

Where is the specific geographical area to be served? Lyman Hall Elementary is located in Gainesville,
Georgia. According to https://www.gainesville.org/about-gainesville, "The City of Gainesville, county
seat of Hall County, is located in Northeast Georgia, approximately 50 miles northeast of Atlanta and
100 miles southwest of Greenville, South Carolina. Gainesville is the largest of six cities in Hall County
with a population of more than 35,000. As the business hub for Northeast Georgia,"
What is the dropout rate? According to towncharts.com, Hall County has a dropout rate of 22%
What is the poverty level in the geographical area served? GeorgiaData.org reports Hall County has a
per capita income of $30, 806. This is below the Georgia average of $34,747.
Project/Program Design: This project is designed to provide all third through fifth grade teachers at
Lyman Hall Elementary with access to sets of high-interest, leveled books. This collection of books will
be used to implement reading book clubs in these classrooms. While most teachers in these grades at
Lyman Hall already implement reading book clubs within their classrooms, our school does not have a
collection of high-interest leveled books appropriate for struggling readers. The books in the reading
book club collection are geared more towards reading levels of 4th and 5th grade. However, the majority
of our students in 4th and 5th grade, read on a 2nd and 3rd grade reading level. Sets of high-interest books
will allow struggling readers to also participate in reading book clubs like their peers who read on grade
level.
Measurable Results: Lyman Hall Elementary Teachers use the Development Reading Assessment (DRA)
program to measure student reading performance. Prior to implementing this project, teachers will
assess each students’ oral reading fluency and comprehension as measured by the DRA system in
October 2018. Teachers will continue to monitor reading progress of each student using the DRA
formative benchmark assessments. At the completion of the reading book clubs, teachers will measure
students’ oral reading fluency and comprehension as measured by the DRA system in April 2019.
Increases in reading performance from all students is the desired outcome of this program.
Budget Allocation:
Budget Narrative: The grant funds of $2,865.00 would allow our media center to purchase the
additional high-interest titles listed below. With this grant, we would be able to purchase 6 sets of each
title below. This would provide a collection of 672 books our 4th and 5th grade students would be able to
use for reading during book clubs. The requested titles are books on 2nd and 3rd grade reading levels.
