Foreword
Health and Medical workers save lives, contribute to the social and economic well-being of communities and are essential to the country’s security by
being the first to identify a new threat to public health. To play these roles effectively, they need to be of sufficient numbers and quality. Currently,
however, there is still shortage of these professionals as few students enroll to undertake training programs in the health and medical fields. This has
been due to lack of information to students about these available opportunities. It is also due to the fact that, at the Ordinary Level of Secondary
Education, fewer students take and pass the subjects that form the foundations for health and medical courses. There has also been few literature in
circulation on training institutions, courses offered, entry requirements and career progression possibilities in these fields. This book has been
produced to address just that.

The publication is part of the broader strategies to attract and retain more health workers to meet the country’s demand of health care services. It is
intended to encourage young Ugandans to join the health and medical profession training institutions, so as to increase the number of health workers,
thereby contributing to the improvement of the health of the population and their economic productivity. It is part of the health manpower
development strategy and effort to meeting the global commitments on Millennium Development Goals by 2015, especially those related to Health
Care Services, which are to; reduce child mortality (goal number four), improve maternal health (goal number five), combat HIV/AIDS, malaria and
other diseases (goal number six) and ensure environmental sustainability (goal number seven).

The BTVET Act (2008), the NDP (2011/12-2014/15) and the BTVET Strategic Plan, provide guidance for the promotion of health care training
programs, the career growth of health and medical workers and improvement of working conditions and facilities for health care, among others.
Specific examinations boards (UNMEB, UAHEB and UBTEB) have also been created to ensure standard, quality, and ethical adherence in trainings
and professional growth and development of these much needed health care cadres, comparable at the global level. Government has also adopted a
deliberate policy for promoting science at all levels of education and is also supporting private universities and tertiary institutions that offer science
and health related programs, in a bid to compliment government founded institutions and universities to expand access to training programs in these
demanded areas.

This publication will go a long way into informing students, their parents and teachers who are still at the secondary and primary schools, about
available opportunities for training to become health workers/professions at various levels.

INTRODUCTION
Choosing the right career can be a challenging task if information is not readily available to the students, their parents and career counsellors.
Experience shows that many students who have the competence, interest and basic requirements, but lack career guidance and career
information, normally find themselves at a loss in terms of career choice and decision regarding available training institutions, corresponding
career development options and job prospects after completion of a training. Such students may end up enrolling for programs that are not in
tandem with their abilities. Paradoxically, there are several career development avenues available almost at every transitional levels of
education. What is lacking is the information and information materials, which are not getting through to the prospective students.

In line with the strategy to avail information and information materials to address the above challenges, Ministry of Education and Sports,
particularly the Guidance and Counselling Department, together with its partners, have embarked on developing literature that will help
Career Masters, students and their parents, on matters related to career choice and decision-making. Career Guidance Handbook: A Guide to
Enrolment into Health Related Programs, is one such publications; intended to provide information on training opportunities in the heath
and medical fields; by giving guidance to prospective students, Career Guidance Masters/Mistresses, Head teachers and parents of students
in Secondary Schools to enable them make informed choices for health training programs.

Training opportunities in all recognized Health Training Institutions throughout the country Government, Private Not for Profit (PNFP) and
Private for Profit (PFP), by ownership, location, training programs, and their duration-are stated in this publication. The publication also
gives detailed information on entry requirements, the nature of work one will do upon completion of the training, and key personality and
competence related information, relevant for decision and choice making.

BASIC TRAINING PROGRAMS

Allied Health Professionals are health care professionals who are distinctly different from medicine, dentistry, and nursing. They work in health
care teams to make health care system function by providing a range of diagnostic, technical, therapeutic and direct
patient care and support services. They are critical to the other health professionals they work with and the patients they serve.

They encompass as many as 200 health care careers, work in more than 80 different professions and represent approximately 60% of health care
providers.

Some Allied Health care professionals work as independent, yet many work as part of a health care team, providing continual evaluation and
assessment of patient’s needs. They also play a major role in informing the attending clinician of the patient’s progress and response to
treatment.

The Allied Health Professional fall into two broad categories: technicians and therapists or technologists. Technicians are trained to perform
procedures and their education lasts less than two years in most cases. They are required to work under supervision of technologists or therapists.
This part of the Allied Health care fields includes physical therapy assistants, medical laboratory technicians, radiological technicians,
occupational therapy assistants, recreation therapy assistants and respiratory therapy technicians.

Therapists or technologists, on the other hand, receive a more elaborate or intensive education, which includes acquiring procedural skills. In
addition, students of therapy/technology learn to evaluate patients, diagnose conditions, develop treatment plans, and understand the rationale
behind various treatments in order to judge their appropriateness and potential side effects. The students are taught to evaluate patient’s
responses to therapy and make appropriate decisions about continued treatment or modification of treatment plans.

Part Two:
NURSING BASIC TRAINING
PROGRAMS

A Nurse is a person trained, qualified and authorized to practice nursing under Section 24 of the Nurses’ and Midwives’ Act (1996).

Regardless of specialty or work setting, nurses treat patients, educate patients and the public about various medical conditions, and provide
advice and emotional support to patients' family members. They record patients' medical histories and symptoms, help perform diagnostic
tests and analyze results; operate medical machinery, administer treatment and medications; and help with patient follow-up and
rehabilitation.

Nurses also teach patients and their families how to manage their illnesses or injuries, explaining post-treatment home care needs; diet,
nutrition, and exercise programs; and self-administration of medication and physical therapy. Some Nurses may work to promote general
health by educating the public on warning signs and symptoms of diseases. They also might run general health screening or immunization
clinics, blood donation drives, and public seminars on various conditions.
When caring for patients, nurses establish a care plan or contribute to an existing plan. Plans may include numerous activities, such as
administering medication, including careful checking of dosages and avoiding interactions; starting, maintaining and discontinuing
intravenous (IV) lines for fluid, medication, blood, and blood products; administering therapies and treatments; observing the patient and
recording those observations; and consulting with physicians and other healthcare clinicians. Some nurses provide direction to licensed
practical nurses and nursing aides regarding patient care. Nurses with advanced education and training may perform diagnostic and
therapeutic procedures and may have prescriptive authority.

Specific work responsibilities for nurses vary from one nurse to the next. A nurse’s duties and title are often determined by their work setting
or patient population served. They can specialize in one or more areas of patient care, e.g., Psychiatric nurse, general nurse, midwife.

In all specialties, nurses work independently and as part of a team to assess, plan, implement and evaluate care.
Inherent in nursing is respect for human rights, including cultural rights, the right to life and choice, right to dignity and to be treated with
respect. Nursing care is respectful of and unrestricted by considerations of age, colour, religion, culture, disability or illness; gender,
nationality, race or social status.

A nurse is guided by ethical and professional code of conduct; does no harm to patients, and portrays professional co-operation with other
members of the health care team.

A nurse observes the patient’s confidentiality and privacy and does not disclose any information regarding the patient except with the
express consent of the patient. In the case of a minor, the nurse can only disclose information with the consent of a parent or guardian. In the
case of a mentally impaired or unconscious or deceased patient, the nurse can disclose information only with the consent of the patient’s
authorized next of kin.
