the Mongolian endangered Gobi bear – Mazaalai.
 The satellite has been designed by students.
 It was sent off into space in the United States recently.
 The satellite accompanied the “SpaceX Falcon 9” rocket.
 The project under which the satellite was launched is
supported by UNESCO and Japan.
 Advantageous for the nation in many ways such as bringing
the ability to conduct independent space studies, capture
the geographic picture of a country, develop more accurate
maps, and better prevent natural disasters.
Orang tiger reserve in Assam

 Orang Tiger Reserve is the 49th in the country.

 It is also known as the mini Kaziranga National Park (IUCN site)
 All-India tiger estimation programme of National Tiger Conservation Authority (NTCA).
 NTCA is a statutory body under the Ministry of Environment, Forests and Climate
Change constituted under enabling provisions of the Wildlife (Protection) Act, 1972, as
amended in 2006,
 NTCA has been fulfilling its mandate within the ambit of the Wildlife (Protection) Act,
1972 for strengthening tiger conservation in the country by retaining an oversight
through advisories/normative guidelines, based on appraisal of tiger status, ongoing
conservation initiatives and recommendations of specially constituted Committees.
India has 31% of world’s poor kids

 According to a new report by the Oxford Poverty and Human Development Initiative (OPHI).
 OPHI is an economic research centre at the Oxford University and the study is based on a survey

 A “multidimensionally poor” child is one who lacks at least one-third of ten indicators, grouped into three
dimensions of poverty: health, education and standard of living.
 Health dimension comprises indicators such as nutrition, child mortality, and education.

drinking water, electricity, flooring, and asset ownership

LED Street Lighting Project

 India’s first Rural LED Street Lighting Project in Andhra Pradesh
 Government of India, through the Energy Efficiency Services Limited (EESL)
under the Ministry of Power, would be retrofitting 10 lakh conventional street
lights with LED lights in Gram Panchayats of 7 districts in Andhra Pradesh.
 This is the first project for rural LED street lighting in the country under the
Government of India’s Street Lighting National Project (SLNP).
 Replacement drive in rural areas will help the gram panchayats to cumulatively
save approximately 147 million units of electricity annually
 Lead to reduction of 12 crore tonnes of CO2.
 The entire upfront capital cost of this project is being funded by French
Development Agency (AFD).

Milan naval exercise

 Maldives has declined New Delhi’s invitation to participate in
the biennial naval exercise Milan.
 Aim of the exercise is to expand regional cooperation and
combat unlawful activities in critical sea lanes.
 Milan is a multilateral naval exercise hosted by the Indian
Navy under the aegis of the Andaman and Nicobar Command.
 Milan was first held in 1995.

 It is a national human milk bank and lactation counseling centre that will collect,
pasteurize, test and safely store milk that has been donated by lactating mothers and
make it available for infants in need.

improve infant survival but also act as the teaching, training and demonstration site for
other milk banks to be established under the Ministry Of Health and Family Welfare,

 A Aayog has launched SATH, a program providing ‘Sustainable
Action for Transforming Human capital’ with the State Governments.
 Vision of the program is to initiate transformation in the education
and health sectors.
 Program addresses the need expressed by many states for technical
support from NITI
 NITI will work in close collaboration with their state machinery to
design a robust roadmap of intervention, develop a program
governance structure, set up monitoring and tracking
mechanisms.

World’s largest solar park Shakti Sthala

 Karnataka government recently inaugurated the world’s largest solar park, Shakti
Sthala.
 It is located in Tumkur district, about 180km from Bengaluru.
 The park ties in with the centre’s scheme to generate 100 gigawatts (GW) of solar
power by 2020.
 It has a capacity of 2,000 MW.
 It is part of the “Karnataka Solar Policy 2014-2021” which aims to decrease
dependence on traditional power sources and move to environmentally friendly
ones to meet the growing power needs of the state.

suo motu case in connection with the Kuthiyottam ritual.

 These boys are said to represent the wounded soldiers of the goddess.

H-4 visa users, spouses of H-1B visa holders, till June as it needs time to review the
economic impact of such a decision. The extension of decision-making process by four
months comes as a temporary relief to the spouses of H-1B visas holders, a significantly
large number of whom are Indian workers.
 H-4 visa holders are immediate family members of H-1B visa holders.
 Most H-4 visa holders are spouses who want to join their partner in a new country.

 Department of Biotechnology in the Ministry of Science and Technology has
constituted a Field Inspection and Scientific Evaluation Committee (FISEC) to
investigate the matter of illegal cultivation of HT cotton
 cultivation of BG-III or HT cotton has not been approved by Genetic Engineering
Approval Committee (GEAC) of Ministry of Environment.
 However, there are several media reports and complaints regarding the illegal or unauthorized
cultivation of HT cotton in Andhra Pradesh, Telangana, Gujarat and Maharashtra.
 As the herbicide tolerant cotton is not approved by the Genetic Engineering Appraisal
Committee (GEAC) for commercial cultivation in India, its sale, cultivation and seed production
is also punishable offence under Seeds Act 1966, Seed Rule 1968, Seeds (Control) Order 1983
with regard to Environmental Protection Act 1986 and Environmental Protection Rules, 1989
About BG Cotton – III

Mahanadi Water Disputes Tribunal

 Ministry of Water Resources, River Development and Ganga Rejuvenation
has issued a notification constituting the Mahanadi Water Disputes Tribunal. The Tribunal
will have its headquarters at Delhi
 Justice A.M. Khanwilkar, Supreme Court Judge (Chairman)
 It will have a chairperson and two other members nominated by the Chief Justice of
India from among the judges of the apex court or high courts.
 Tribunal is required to submit its report and decision within a period of 3 years which can
be extended to a further period not exceeding 2 years due to unavoidable reasons.
 Tribunal has been constituted following orders of the Supreme Court
 tribunal will be formed according to the provisions of the Inter-State River Water

80:20 gold scheme

 The scheme was introduced in in August 2013 with the aim of
curbing gold imports.

World Happiness Index

 A
 World Happiness Report for the year 2018 has been released.
 The World Happiness Report 2018, ranks 156 countries by their happiness levels, and 117
countries by the happiness of their immigrants.
 Main focus of this year’s report, in addition to its usual ranking of the levels and changes in
happiness around the world, is on migration within and between countries.
 Report includes four chapters on migration, both internal (within-country) and international
(cross-country), investigating the happiness of migrants, their families left behind, and others
living in the cities and countries receiving migrants
 Published by the United Nations Sustainable Development Solutions Network.
 Rankings are based on Gallup polls of self-reported wellbeing, as well as perceptions
of corruption, generosity and freedom
Performance of India and its neighbours

India

ranked 133rd, far behind terror-ravaged Pakistan and
poorest-of-poor Nepal.
It was placed 122nd last year, which was a drop from 118th rank
the preceding year.
Among the eight SAARC nations, Pakistan was at 75th position,
up five spots from last year.
Nepal stood at 101, Bhutan at 97, Bangladesh at 115 while
Sri Lanka was at 116.

Janaagraha Centre for Citizenship and Democracy

 Bengaluru-based
 A non-profit organisation, Janaagraha Centre for Citizenship and
Democracy (Janaagraha) has released the 5th edition of its Annual Survey of India’s
City-Systems (ASICS) 2017 report.
 Study evaluated quality of governance in cities by assessing laws, policies and institutional
processes currently in place.
 In its 2017 edition, the survey covered 23 major cities in India across 20 states based
on 89 questions.
 In it, Pune scored 5.1 out of 10 & topped the chart for the first time.
 It was followed by Kolkata, Thiruvananthapuram, Bhubaneswar and Surat, with scores in
the range of 4.6 to 4.5.
 It underlines the need for sharp focus on City-Systems or institutional reforms to city
governance

India’s first cloned Assamese buffalo male calf ‘Sach-Gaurav’

 A
 Central Institute for Research on Buffaloes (CIRB) has claimed that India‟s first
cloned Assamese buffalo male calf „Sach-Gaurav‟ has born in Hisar, Haryana on
December 22, 2017.
 Calf was born to a Murrah buffalo through a normal delivery.
 The birth weight of the calf was 54.2 kgs and it was in good health.
 It had normal physiological parameters and blood profile.
 The genotype of the calf was confirmed by microsatellite analysis (parentage
verification) and chromosome analysis.
 Indian Council of Agricultural Research-CIRB is a central institute and it
has a mandate to conserve superior animals of all buffalo breeds.
Double-tracking and electrification of railways

 Government
 A of India (GoI) and the Asian Development Bank (ADB) have signed a $120 million
loan agreement for completion of works for double-tracking and electrification of railways
tracks along high-density corridors to improve operational efficiency of Indian railways.
 The tranche 3 loan is part of the $500 million multi-tranche financing facility for Railway Sector
Investment Program approved by the ADB Board in 2011.
 Loan amount will be used to complete the ongoing works commenced under earlier tranches.
 Purpose of the project is to increase the efficiency of the rail infrastructure through
electrification, introduction of modern signaling system, and doubling rail tracks on key routes
in the country.
 ADB loan has a 20-year term, including a grace period of 5 years, an annual interest rate
determined in accordance with ADB‟s London interbank offered rate (LIBOR)-based lending
facility, and a commitment charge of 0.15% per year.
Mobile app ‘Lost and Found’

 A
 Central Industrial Security Force (CISF) has launched a mobile app „Lost and
Found‟ for passengers at 59 airports across India through which travellers can register
complaints to recover items they lost or forgot at various airports.
 The app can be downloaded from the website of the Information and Technology Ministry.
 Main advantage of this mobile app is that the passengers can directly register
complaints and get status of their complaint immediately from the airports under CISF
security cover.
 CISF guards 59 civil airports across the country.
 It is directly under the Union Ministry of Home Affairs
 Its headquarters are at New Delhi.
Rohingya refugees issue

 Centre
 A has asked the Supreme Court not to intervene in the deportation of Rohingya Muslims, saying any
direction by the top court on the subject would not be in the national interest
 According to the centre, India is already facing serious problems of infiltration
 Because of its porous border with other countries which is the root cause of spread of terrorism in the country
and takes “thousands of lives” of citizens and security personnel.
 Securing the borders of any sovereign nation in accordance with law is an essentially function and hence the
court should not issue any direction in this matter.
 India is not a signatory to the United Nations convention relating to status of refugees
 It is not mandatory for the court to issue a direction to stop their deportation.
 Relief measures by India- Providing medical facilities to Rohingyas- Identity cards
 Myanmar Government should amend or repeal the 1982 Burma Citizenship Law to provide the
Rohingya people with full citizenship in the country.
 Bangladesh and other governments in Southeast Asia must ensure those fleeing violence and seeking protection,
are granted access, at least temporarily.
Maharashtra to ban plastic

 Maharashtra
 A government has decided to ban the use of plastic.
 Changes will be brought in with amendments to the Solid Waste Management Act
2016 and the Plastic Carry Bags (Manufacture and Usage) Rules 2006.
 Penalty: Highlight of the ban is that both manufacturers & users will be penalized.
 Punishment is a fine ranging from 5,000 to 25,000 and a jail term of three months.
 Implementation will be responsibility of local bodies and state pollution control
board (MPCB).
 Ban would cover production, use, storage, sale, distribution, import and
transportation of plastic
 What’s allowed?
 Plastic used to cover medicines, forest and horticulture products, solid waste, tree
saplings and the use of plastic in special economic zones for export purposes
New species of water strider found in Nagaland

 A
 Scientists from the Zoological Survey of India (ZSI) have discovered a new species of
water strider from Nagaland.
 Species is named Ptilomera nagalanda Jehamalar and Chandra.
 Significance of this discovery: Water striders are a group of insects adapted to life on the
surface of water, using surface tension to their advantage.
 Presence serves as an indicator water of water quality and they are found on water surface.
 Also play an important role in the food chain by feeding on mosquito larvae.
 So far, only five species of water striders under the subgenus Ptilomera were known in
India.
 With the discovery of Ptilomera nagalanda the number of species of water striders
belonging to the subgenus has increased to six- That are not exposed to a lot of sunlight.

Informal World Trade Organisation (WTO)

 Two-day Informal World Trade Organisation (WTO) ministerial meeting has
started in New Delhi on March 19, 2018.
 Representatives from 50 countries are participating in the meet.
 Informal meeting is expected to provide an opportunity to engage in free
and frank discussions leading to political guidance on some of the major
issues, both at the negotiating table and also in other areas.
 In the absence of Ministerial guidance at the 11th Ministerial Conference
that took place in December 2017 in Buenos Aires, it is hoped that the
meeting in New Delhi will provide an opportunity for ministers to explore
in greater detail options on different issues for re-invigorating the WTO.

 1 phase of Indo-French joint naval exercise „Varuna 2018‟ has kick started at
the Mormugao Port Trust (MPT) in Vasco, Goa 2018.
 Exercise is being held in the Arabian Sea off the Goa coast.
 Indian destroyer INS Mumbai and frigate Trikand with their integral
helicopters, Indian submarine Kalvari, P8-1 and Dornier Maritime Patrol
Aircraft and a Mig 29K fighter aircraft are participating in the exercise
which will conclude on March 24, 2018.
 The next two phases would be held off the Chennai coast next month and in
La Reunion Island in May 2018.
 Indian and French navies have been conducting bilateral maritime exercises
since May 1993.

 Roadmaps were jointly prepared by NITI Aayog, the three States
 Project SATH-E is promoting vocational education, skill development,
teacher training and introducing technology in classrooms.
 Besides, the project will promote data-driven analysis to strengthen
academic monitoring across schools in the country.

Minority Communities

 National Commission for Minorities (NCM) was set up by the Union

Government of India in 1992 to protect the existence of minorities all
over India.
 Commission looks after the minority communities of India under
National Commission for Minorities Act, 1992.
 According to Union Government of India, Six religious communities-
Muslims, Christians, Sikhs, Buddhists, Zoroastrians (Parsis) and Jains
have been notified as minority communities in India.
Copernicus programme
 India
 A and the European Union (EU) have signed an agreement that will enable them to
share earth observation data from each other’s satellites.
 The pact was inked in Bengaluru by Philippe Brunet, Director for Space Policy, Copernicus and
Defence, on behalf of the European Commission, and by Scientific Secretary, PG Diwakar.
 Copernicus programme provides a wide range of applications like climate change, land,
ocean and atmosphere monitoring as well as support in forecasting, management and mitigation
of natural disasters.
 Under this arrangement, Indian Space Research Organisation (ISRO) will share data
from its earth observation satellites.
 European Commission will provide India with free, full and open access to the data from
the Copernicus Sentinel family of satellites
 This will provide the data on climate change, weather forecasting and natural disasters.
National Conclave on Mines and Minerals

Delhi 2018.
 Representatives of various state governments, mining industry, industry
associations, financial and academic institutions will participate in the event.
 The conclave will provide an effective platform to showcase the recent policy

 Thaawarchand Gehlot, the Union Minister of Social Justice and Empowerment,
has launched the first Indian Sign Language (ISL) Dictionary of 3000 words at a
function in New Delhi 2018.
 The basic aim of developing the ISL Dictionary is to remove communications
barriers between the deaf and hearing communities as it is focused on
providing more information in Indian sign language.
 Its aim is to give deaf people the constitutional right to speech and
opportunity of freedom of expression
 Also bringing them into the mainstream of the society.
 Dictionary has been developed by Indian Sign Language Research and Training
Centre under Department of Empowerment of Persons with Disabilities.
“NAIPUNYA RATHAM (or World on Wheels)”

 Andhra Pradesh government has launched a multi-utility vehicle
“NAIPUNYA RATHAM (or World on Wheels)”,
 Aims to bring technology to the remote corners.
 It was launched at the Secretariat in Amaravathi on March 22, 2018.
 As part of the Smart village Smart Ward Programme, the Naipunya Rathaams
will facilitate and look to improve digital literacy, digital skills and create an
awareness on various government schemes that are underway in the new
state of Andhra Pradesh.
 State government will soon roll out 12 more Naipunya Rathams by May 2018
„National Year of Millets‟- 2018

A government has decided to declare 2018 as „National Year of Millets‟ to boost the
cultivation of millets like ragi and jowar on a mission mode to achieve nutritional security.
 This was stated by Agriculture Minister Radha Mohan Singh while addressing MPs in a
consultative committee meeting in New Delhi on 2018.
 Minister stated that millet cultivation has declined due to change in dietary habits and
unavailability of millets.
 As a result of this, level of nutrients like proteins, Vitamin-A, iron and iodine fell in
women and children.
 He said this has led to a special focus on millets, which are being promoted under the
National Food Security Mission (NFSM).
 Push will promote cultivation of jowar, bajra, ragi.
 Under NFSM, maize and jau are also promoted separately.

 A Government is observing martyrdom day of Shaheed-e-Azam Bhagat
Singh, Shaheed Sukhdev and Shaheed Rajguru as „Youth Empowerment Day‟
on March 23, 2018.
 In the state-level function organised at Khatkar Kalan, the ancestral village
of Bhagat Singh in Shaheed Bhagat Singh Nagar district, Punjab Chief
Minister Captain Amarinder Singh paid homage to the three freedom
fighters.
 To mark the occasion, Chief Minister Captain Amarinder Singh also
launched a state-wide programme to administer the oath to Drug Abuse
Prevention Officers (DAPOs).
 Programmes at the district level were presided by the state ministers.

 A mathematician Robert P. Langlands has won the prestigious Abel
Prize 2018 for his visionary programme connecting representation theory to
number theory.
 81-year-old mathematician would receive the award from Norway‟s King
Harald V at an award ceremony in Oslo 2018.
 Prize is awarded by the Norwegian Academy of Science and Letters and is
worth 6 million Norwegian krone (about £550,000).
 It is considered by many to be a maths equivalent of the Nobel Prize, which
has no prize for mathematics.

World‟s first brass futures contract

A has given its approval for Central Sector Scheme “Integrated Scheme for
Development of Silk Industry” for the next three years from 2017-18 to 2019-20
 Aims to achieve self-sufficiency in silk production by 2022.
 To achieve this, production of high grade silk in India will reach 20,650 MTs by
2022 from the current level of 11,326 MTs thereby reducing imports to Zero.
 Scheme will be implemented through Central Silk Board (CSB).
 Core objective of the scheme is to improve the productivity and quality of silk
through R&D intervention
 Helpline will be set up for timely redressal of grievances
 Scheme will promote Women Empowerment and livelihood opportunities to
SC/ST and other weaker sections of the society.

Draft policy on defence production
 Defence ministry has come out with a draft policy on defence production.
 A
 Aim is to make India one of the top five manufacturers of defence platforms with
active participation of public and private sectors.
 At present, India is one of the world’s largest importer
 Rs 1,70,000 crore in military goods and services by 2025 by promoting the
domestic defence industry.
 Aim achieving export of Rs 35,000 crore in military equipment and services by
2025 by promoting the domestic defence industry.
 Aims to make India self-reliant in defence production as well as fulfil demand
of other friendly countries.
 Licensing process for defence industries will be liberalised
 Tax regime will be rationalised to make domestic manufacturing attractive
New vehicle scrappage policy

 A
 Government’s New Vehicle Scrappage policy was recently cleared
by the Prime Minister’s Office and is awaiting the approval of the
GST Council
 Targets to take polluting vehicles out of the roads and help the
automobile industry register higher sales.
 Policy mentions about vehicles older than 20 years becoming
eligible for benefits under the scrappage scheme.
 Scheme would now come in effect from April 1, 2020, coinciding
with the implementation of the BS-VI norms.
Concerns

 Unlikely
A to have any significant impact on the automobile industry in terms of
increased demand, according to rating agencies.
 Reports say the benefit offered under the scrappage policy would be 15% of the
vehicle’s price.
 But this advantage would be muted as prices of diesel vehicles were expected to
rise 10-15% once the new norms (BS-VI) come into force.
 Total population of commercial vehicles that will be older than 20 years in fiscal
2021 would be 50,000 vehicles, much lower than the government’s earlier estimate
of 2.8 crore vehicles.
 In any case, 70,000 to 90,000 vehicles are scrapped every year.
 So, it is believed that the impact of the scrappage policy will be limited.
 Proposed scrappage policy is unlikely to be materially positive for commercial
vehicle demand
Privatisation of PSBs


Topped the list of states with most number of beggars


 AsA per the data released by Union ministry of Social Justice, a total number of 4,13,670
beggars are residing in India, including 2,21,673 males and 1,91,997 females beggars in
the country.
 The data, based on 2011 census, revealed that West Bengal has topped the chart with
81,224 beggars, followed by Uttar Pradesh (65,835), Andhra Pradesh (30,218), Bihar
(29,723), Madhya Pradesh ( 28,695) and Rajasthan (25,853).
 The figures were given by Social Justice Minister Thawar Chand Gehlot in a written reply
to Lok Sabha.
 The government data show that Lakshadweep, a union territory, has only two people
begging for their livelihood.
 Among the northeastern states, Assam topped the chart with 22,116 beggars, while
Mizoram ranked low with 53 beggars.
First district to have 100% solar powered

Surat district of Gujarat has become the India‟s first district to have
100% solar powered Primary Health Centers (PHCs) to combat the
issue of global warming.
There are a total of 52 PHCs in the district and all of them are now
powered by solar system.
This initiative will not only bring down the electricity bill by 40% but
also help fight global warming

poor families) in rural areas and poor families in urban areas will be provided.

agency for the Saubhagya scheme.

various issues under the Indus Waters Treaty
 This will be the 114th meeting of the PIC, which should meet at least once a year as per
the Indus Waters Treaty (IWT).

 The PIC had last met in March 2017 in Islamabad.
 Indus Waters Treaty is a water-distribution treaty between India and Pakistan, brokered
by the World Bank.
 The treaty was signed in Karachi on September 19, 1960 by Prime Minister of India
Jawaharlal Nehru and President of Pakistan Ayub Khan.
 Three western rivers (the Jhelum, the Chenab, and the Indus itself) were allocated to
Pakistan,
 Three eastern rivers (the Ravi, the Beas, and the Sutlej) were allocated to India.

 Food items will be carried by Japan Post in special cool boxes containing
