On April 23, 2018 the following call for MPDC service was dispatched to two marked Metropolitan Police cruises Scout 2073 and Scout 2071 for a
Disorderly man waving handcuffs and yelling in front of 2301 L Street NW. The call was then upgraded to a Code One assignment for Threats.

Once on the scene I the undersigned officer engaged with the subject to obtain the reason for his actions. The subject stated the someone stole his
city bike from the listed location. I the undersigned asked if the subject had any identification and that he put away the handcuffs. The subject
displayed a Maryland State drivers license bearing a picture matching the face of the subject with the name of Evan Jerrold Graham.

I the undersigned then ask the subject to put away the handcuffs, he refused. I the undersigned then observed the subject reaching into his waistband
at which time he pulled out a knife. I the undersigned officer then commanded that the subject Evan Graham put down the knife. S-1 Evan Graham
refused multiple time to comply and started yelling out commands himself and threats towards the undersigned officer.

With sufficient units on the scene and the use of a ECD S-1 Evan Graham was taken into custody and placed under arrest for the following charges.

Assault on a Police Officer, Assault with a dangerous weapon (knife), Threats to injure a person and Carry dangerous weapon.

The knife was recovered and processed by CP203 as well as the site of 2301 L Street NW.
