Regional Planning and Coordinating

Commission of Greene County
What is RPCC?
The Regional Planning and Coordinating Commission (RPCC) is a cooperative effort by the
Board of County Commissioners of Greene County and local governments within Greene
County to address common issues, foster cooperation and coordination, and plan for the
future.
The RPCC was created by the Board of County Commissioners of Greene County by Resolution
73-19, dated April 20,1973, under authority of Section 713.21, Chapter 713, Ohio Revised
Code, and amendments and supplements thereto. The purpose of this organization is to in-
crease communication, cooperation, and coordination within the County and its twenty-three
political jurisdictions; to assist local officials and citizens in better understanding common
problems; and to develop mutually beneficial courses of action. The planning process is a
method of maximizing the utilization of natural, social, and human resources.
The RPCC provides the only forum for regular meetings of elected representatives of all local
jurisdictions in Greene County. RPCC membership is comprised solely of elected officials. Each
member jurisdiction designates its representative who is, therefore, directly responsible to
the people served. In addition, other elected County officials and numerous department
heads of the county and member jurisdictions are ex-officio members of the RPCC.
The RPCC also serves as the official planning branch of the Greene County Board of Commis-
sioners, providing functions such as subdivision administration, bond administration and ad-
dress assignment outside of municipalities, annexation review and providing zoning recom-
mendations to Townships.

the political subdivisions in Greene County, along with the three members of the County Commission. To
augment the RPCC and foster coordination, all appointed and elected department heads of the County, as
well as municipal and township department heads, serve as ex-officio members.

Farmland Preservation
Greene County participated in a state-wide effort back in the late 1990s to look at various
ways to advance farmland preservation. The result was a Farmland Preservation Plan adopt-
ed in 2000. That plan was incorporated into the overall Perspectives 2020 Land Use Plan
adopted in 2001. A few years later, RPCC formed a Farmland and Rural Management
(F.A.R.M.) Committee to monitor farming and rural trends.
In 2015, the F.A.R.M. Committee began the process of looking at what has happened in
Greene County’s agricultural community since adoption the Farmland Preservation
Plan. One trend has been the creation of large rural lots in agricultural areas without water
and sewer services had slowed but not stopped. They also looked into Clark County’s
“clustered lot split” concept, which permits clusters of up to four small lots when using
shared access driveways.
Farmers in Greene County have been very active in utilizing the Local Agricultural Easement
Purchase Program. This program allows a landowner who enters into an agricultural ease-
ment agreement with an “easement holder” (such as the State of Ohio) agrees to use the
land predominantly for agricultural purposes, and forfeits the right to develop the land for
other purposes

Annexation
The Regional Planning and Coordinating Commission is one of the organizations responsible
for reviewing annexation petitions within Greene County. In total, one petition for annexation
was reviewed by RPCC in 2015, involving the City of Fairborn.

City of Fairborn This annexation involved the City of Fairborn bringing a future
quarry area inside its boundary.
