The jurisdictions form a regional planning commission composed of an elected representative from each of
the political subdivisions in Greene County, along with the three members of the County Commission. To
augment the RPCC and foster coordination, all appointed and elected department heads of the County, as
well as municipal and township department heads, serve as ex-officio members.

Farmland Preservation
Greene County participated in a state-wide effort back in the late 1990s to look at various
ways to advance farmland preservation. The result was a Farmland Preservation Plan adopt-
ed in 2000. That plan was incorporated into the overall Perspectives 2020 Land Use Plan
adopted in 2001. A few years later, RPCC formed a Farmland and Rural Management
(F.A.R.M.) Committee to monitor farming and rural trends.
In 2015, the F.A.R.M. Committee began the process of looking at what has happened in
Greene County’s agricultural community since adoption the Farmland Preservation
Plan. One trend has been the creation of large rural lots in agricultural areas without water
and sewer services had slowed but not stopped. They also looked into Clark County’s
“clustered lot split” concept, which permits clusters of up to four small lots when using
shared access driveways.
Farmers in Greene County have been very active in utilizing the Local Agricultural Easement
Purchase Program. This program allows a landowner who enters into an agricultural ease-
ment agreement with an “easement holder” (such as the State of Ohio) agrees to use the
land predominantly for agricultural purposes, and forfeits the right to develop the land for
other purposes
Annexation
The Regional Planning and Coordinating Commission is one of the organizations responsible
for reviewing annexation petitions within Greene County. In total, one petition for annexation
was reviewed by RPCC in 2015, involving the City of Fairborn.
