Specification

1. Scope
This specification applies to electronically controlled three-phase vacuum reclosers for use in
distribution and sub transmission networks with maximum system voltage of up to 38 kV.

Reclosers comprise both, the pole-top vacuum circuit breaker and the recloser control being
the protection and control unit.

2. General
This specification is for an automatic three-phase recloser, designed for outdoor application in
overhead systems. It must include the switch unit (or called recloser tank) and the controller,
which has the control and protection functions to sense over currents, time and interrupt fault
currents, and reenergize the distribution circuit by reclosing automatically. The controller can
be operated locally or by remote operation. It is housed in an outdoor cabinet separate from
the switch unit. This cabinet also includes the uninterruptible power supply, communication
unit and further accessories.
The recloser is operated by a magnetic actuator with a mechanical link between the three
phases to ensure correct fault interruption. It uses vacuum tubes for switching load and fault
currents. The vacuum interrupters are fully encapsulated in cycloaliphatic epoxy resin, proven
to be the most reliable insulation for outdoor applications. Oil and SF6 insulation are strictly
avoided ensuring the highest level of environmental compatibility.

3. Standards

5. Technical features
5.1. Switching medium - Vacuum Interrupters and pole design
• Load and fault current interruption and reclosing must use vacuum interrupters
• Vacuum interrupters from manufacturer with more then 3 decades of experience in
vacuum tubes and circuit breaker design
• Solid insulation made out of cycloaliphatic epoxy being the most reliable and long
term proven outdoor insulation
• Creepage distance of 810 mm (for up to 27 kV) suitable for application in very heavy
polluted environment
• Life time of more than 20 years

5.2. Operating Mechanism


• Magnetic actuator driven by energy from capacitor
• Bistable actuator with no standby or leakage current if actuator is not operating
• Mechanically linked poles to ensure reliable interruption of faults
• No electronics components inside the switch unit; in case of maintenance no access
to the switch unit on the top of the pole necessary
• Mechanical lock out with electrical and mechanical interlocking – if the lockout han-
dle is extended no closing of the switch unit must be possible
• Designed for operating temperatures of -40 up to +70 °C plus solar radiation
• Easy visible position indicator, located at the bottom of the recloser and sealed to
avoid any moisture ingress
• Magnetic actuator and kinematics are corrosion protected for reliable operation and
long life time
• Included heater to avoid condensation
• Sealed panel providing sufficient insulation from environment, dust and humidity
• removable panel for maintenance

5.5. Voltage sensing

5.8. Controller cubicle

5.9. Power supply


• Auxiliary power supply for 110-240 VAC or 48-240 VDC
• Optional power transformer supplying the auxiliary power directly off the HV line
• UPS (uninterruptible power supply) ensuring 48h standby if loss of auxiliary supply
• High performance batteries for a long life time and minimum maintenance
• Deep discharge protection functionality for higher battery performance

5.11. Controller features
