Description Construction/Improvement of concrete local roads to provide access to constituents by
improving the connectivity of local roads for them to access basic services such as education,
social and health service areas or to support the economic and commercial growth of the LGU
by improving the mobility of products, goods and services.
Minimum Requirements:
It must be a two lane, six meter concrete carriageway
Minimum of 15 meters right of way
0.6 meter shoulder in each side
Adequate provision of suitable subbase / base course, shoulder,
Engineering mitigation measures such as provision of adequate side slope protection,
raising of grade with embankment to mitigate roadway flooding, road drainage structures
i.e. Reinforced Concrete Pipe Culvert-RCPC, Reinforced Concrete Box Culvert-RCBC, side
drains, and other road components such as road safety structures, pedestrian sidewalks,
curb and gutter, road signages, pavement markings and street lights.

Updated Municipal / Barangay Road Inventory indicating the road section as proposed (with
SB Resolution attached for newly declared road sections)
Eligible
Projects 1. The proposed projects must be included in the Municipal and Barangay Road and Bridges
Inventory (or supported with SB Resolution declaring the said road as new inclusion in the
LGU inventory)
2. One proposal one project with a minimum road length of 300 linear meters
3. Already identified in the recent Local Development Investment Plan (LDIP).
4. No land ownership and/or right-of-way issues.
5. A proposal should cover one road section however, if a proposal will have to cover
discontinuous road segments within a road section, each segment should at least cover
continuous 50 linear meters.
6. Proposed budget should be sufficient to finance the minimum design requirements for
local roads.
NEGATIVE LIST:
1. Asphalt (bitumen material) and gravel as surface wearing course

Standard
Design May use other construction method for road concreting, however, at the minimum, Jointed
Plain Concrete Pavement (JPCP), also known as PCCP constructed in a conventional way may
be used. This PCCP type uses contraction joints that are spaced at equal distance to avoid
transverse cracking in between said joints due to temperature and moisture stresses, does
not use any reinforcing steel bars along the slab, but uses load transfer devices such as dowel
bars which are typically used at transverse joints, and tie bars are used in longitudinal joints.

Preparation of Preliminary Estimate and Final Estimate for the proposal, including Pay
Items, payment measurement per pay item, quality control and ABC for local road projects
should be guided by the following:
1. Specifications and Minimum Materials Quality Testing Requirements and Provision
of Temporary Facility, with construction safety PPEs and other Pay Items / Special
Pay Items in the DPWH Standard Specifications for Public Works Structures Volume
II (Highways, Bridges and Airports)

Local Footbridge Construction
Description Rehabilitation, Improvement or Construction of Local Bridges to provide access
to constituents by improving the connectivity of local road network for them to
access basic services such as education, social and health service areas or to
support the economic and commercial growth of the LGU by improving the
mobility of products, goods and services thru provision of all-weather
permanent bridges.
Minimum Requirements:
For Bridge:
Permanent structures only (concrete / steel)
If the proposed bridge is a component of a 2-lane road, the minimum
bridge lane should also be 2-lane, minimum of 6.70 meters carriageway
If the proposed bridge is a component of a single lane road (less than 4.0
meter carriageway), the minimum carriageway should be 4.00 meters)
Provision of pedestrian sidewalk at least 1.110 meter width (with railings
and posts) at each side
- Engineering mitigation measures such as provision of adequate foundation
protection, appropriate painting works and treatment to prevent
detrimental deterioration of structural members due to rusting, adverse
reaction to saltwater / water and other chemicals and protection against
scour and damage due to passing debris, appropriate embankment for the
approach road, adequate wingwall / retaining wall, adequate deck drainage
to prevent water ponding, bearings and expansion joints, provision of safety
features such as pedestrian sidewalk, railings, deck markings, signages, lights
among others, and provision of temporary bridging for detour in the project
site to prevent traffic congestion where the structure is to be constructed
(especially if there is no alternate route)
For Footbridge:
Permanent structures only (concrete / steel)
Minimum of 1.40 meter width of deck
Engineering mitigation measures as mentioned above

The provision of other required bridge components was considered in the said
average cost. The Detailed Engineering Design (DED) will later be used for the Final
or Definitive Estimate for the Approved Budget for the Contract, considering the
different actual field condition and pay items needed is unique for every project.

Description The following are the levels of service for a water supply system:
Level I (Point Source) - a protected well or a developed spring with an outlet, but
without a distribution system where the users go to fetch the water. This project
shall only be allowed where there is no feasible Level II and III water system in the
area. A Level I facility normally serves an average of 15 households within a radius
of 250 meters (e.g. dug well, shallow well, and rainwater collector).
A functional Level II and III Potable Water Supply System should have the following
components:
WATER SOURCE DEVELOPMENT - Construction or development of the
following:
- For spring source, construction and development of intake box/es
(which can also be the reservoir) with the capacity to contain the
water being discharged by the spring.
- For a deepwell water source, a construction and development of
deepwell with the desired yield and quality.
- For a surface water, construction of intake structure with a
concrete/permanent enclosure to withstand water pressure.
- Other Alternative Technology option for water source appropriate
to the area.
PUMPHOUSE, ELECTRO- MECHANICAL PUMP (if the elevation of the water
source is lower than the target beneficiary) - A structure that will house
the water pump with the required type/capacity to drive/force the water
to a reservoir.
RESERVOIR (If the water discharge is not sufficient to supply and/or the
water source elevation is lower than the target beneficiaries) – A
reinforced concrete/steel storage tank that maybe elevated or ground

3. The proposed Water Source capacity must be sufficient (at least two LPS with
a minimum system pressure of three meters) to supply the target
beneficiaries/households.
4. For spring and surface water sources must not be more than seven
kilometres from the propose target beneficiaries.
5. The proposed site for the construction of reservoir, pump house and
treatment facility must be stable and not susceptible to hazards based on the
latest vulnerability, assessment and geo-hazard maps of the Mines and
Geosciences Bureau (MGB)-Department of Environment and National
Resources (DENR) and shall not be located on a non-build-zone.
6. No land ownership and/or right-of-way issues.
7. The site for the propose pump house and treatment facility should have an
existing electric power lines.
8. Proposed budget should be sufficient to finance a functional water supply
system

Component Details
Project Type Provision of Sanitary Toilet and Hygiene Facilities
Project Title Construction of Sanitary Toilet with Hygiene Facilities for Public Places
Rehabilitation/Improvement/Upgrading of Existing Sanitary Toilet and
Hygiene Facilities for Public Places.
Description A secured permanent structure providing the public a sanitary and hygiene
facilities for urination and defecation. It should have of the following minimum
basic facilities:
Toilet Facility – a sanitation fixtures used for the storing or disposal of human
urine and feces. The type of sanitary toilet facility are flush, pour flush and
ventilated improved pit (VIP) latrine.
Septic Tank – Watertight chamber maybe made of concrete, fibreglass, PVC
or plastic, through with domestic wastewater (sewage) flows for primary
treatment. It should have a sufficient capacity for adequate detention time
and proper disposal of solid and liquid human waste or excreta.
Water Supply Pipe – The connection and installation of water supply to and
from the nearest available water distribution line.
Hand washing Facility – A facility providing either a basin, container or outlet
with an adequate supply of potable water and soap.
Toilet Structure – A structure that effectively prevent human, animal and
insect contact with human feces. It should be properly constructed, well
ventilated, and separate for male, female and PWD (1:50 persons)

14. The proposed site of Sanitation and Hygiene Facilities should be situated in
in public places own by the government (e.g. Day Care Center, Health Center,
Evacuation Facilities, Public Parks, Bus Terminals and Public Market)
15. Proposed budget should be sufficient to finance a functional Sanitation and
Hygiene Facilities.
NEGATIVE LIST:

Description An earth fill structure with 5 – 15 meter height embankment constructed
across narrow valleys or depression to collect water run-off which can be
used for irrigation, fishery, and water supply for domestic use and also for
recreation.

center.
21. Site must be accessible to institutional facilities (hospitals, markets &
etc) and utilities (electricity).
22. It must be accessible to local community through vehicular
transportation.
23. Proposed location is accessible or the access is included in the proposal
(road and utilities such as potable water and power supply)
24. Pre-identified feasible location for the proposed SWIP with its basic
component (valley, watershed & reservoir)

Standard Design The design of the structure should be in accordance to the National Building
Standards with the minimum design criteria:
Have an open area inside the facility that can accommodate different drug
patients.
Have separate toilet and bath for male and female (non-skid floor tiles)
Minimum of one (1) toilet compliant to the Persons with disability (PWD)
requirements per site
Provision of ramp for PWD accessibility (1:12 slope)
Building must be well ventilated
Maximize utilization for natural ventilation system
(minimum ceiling height of 2.8 m)
Least Floor Finish for Open Area (Cement floor finish)
Painted Walls, Exterior and Interior of the Building
Have access to potable water supply and electricity
Wide access to entrance area (double doors min 2.1x1.8)
Exterior Walls 6 inches Concrete Hollow Blocks
Minimum Dimension of toilet and bath must be compliant to Latest Edition
