General Assembly

Islamic Republic of Pakistan (Joshua Dearien)

Resolution #4

CLIMATE CHANGE RESOLUTION

The General Assembly,

Aware of the current issue known as climate change, internationally affecting millions of
people, animals, and landscapes, and impacting economies, environments, and
ecosystems,

Fully alarmed that atmospheric carbon dioxide has gone up to 400 parts per million from
280 parts per million in the last 150 years, and that the probability that human activities
have warmed our planet over the last 50 years is more than 95%,

Observing that the burning of fossil fuels have increased carbon dioxide levels in the
atmosphere creating a blanket like coverage that stores heat and warms the earth
everywhere,

Realizing that these rising temperatures cause environmental damage such as melting
glaciers, rising sea levels, disruption of the elements resulting in natural disaster,
drought, flood, fire, etc.,

Noting with deep concern that climate change is displacing people every day due to lack
of labor, land, land for agriculture, water, food, and health, while the world
environmentally is changing and losing value,

Seeking for economic stability and success, many countries like Pakistan face major
threats and are far more vulnerable to climate change than other countries due to
wealth, resources, labor, and environment,

Recognizing that the UN has created the Paris Accord to take action in this issue, a few
countries haven’t signed or have stated that they will withdraw by 2019 such as the
United States, providing enough reason to change the regulations that are ineffective in
order to decrease our carbon footprint,
1. Calls upon the general assembly and security council to place the new
regulations of carbon emissions per capita in the Paris accord;

a) Regulations that limit only countries who have signed to the Paris Accord
to respect others sovereignty;

b) Regulations that apply to countries signed to the Paris Accord that

fluctuate based upon carbon dioxide emissions per capita;

2. Request that countries with annual carbon emissions higher than 20 metric
tons reduce to below 20mt;

3. Proclaims that countries with annual carbon emissions higher than 15mt
reduce to below 15mt;

4. Encourages that countries with carbon emissions at 10mt or lower attempt to

keep that number the same or lower it;

5. Reminds the general assembly that the emission reductions each country
committed to in the Paris Accord is not enough and as much action that can be
taken now must be taken as the world is running out of time.
