PROPOSERS DAY
The AMEBA program Broad Agency Announcement (BAA), HR001117S007, was released via FBO.gov and
Grants.gov on December 15, 2016. DARPA will host a Proposers Day in support of the AMEBA
program/BAA on January 6, 2017 at the Booz Allen Hamilton Conference Center in McLean, VA, from
8:00AM to 3:00PM EST.
The goals of the Proposers Day are:
(1) To introduce the science and technology community to the AMEBA program vision and goals,
and to address questions from potential proposers;
(2) To facilitate interaction between researchers with capabilities and interests relevant to the
AMEBA program goals; and
(3) To encourage and promote teaming arrangements among organizations that have the relevant
expertise, research facilities and capabilities for executing research and development responsive
to the AMEBA program goals.
The AMEBA Proposers Day will outline the program vision and Technical Areas of interest. Program
phases, milestones, metrics, and demonstrations will be defined and discussed. Questions related to the
BAA, the proposal’s requirements and the program will be addressed. The Proposers Day will include
overview presentations by government personnel and opportunities for team building among the
participants. This meeting will be held at the UNCLASSIFIED level.
PROGRAM OBJECTIVE AND DESCRIPTION:
The objective of the AMEBA program is to develop mechanically driven transmitters producing radio
frequency (RF) signals at carrier frequencies below 30 kHz. The AMEBA program will invest in basic
research and development towards low‐loss, precision controlled mechanical RF transmitter systems.
AMEBA will also develop electric and magnetic materials that enable practical realizations of the
mechanical transmitter concepts and designs. The program will develop the basic technologies and
demonstrate the feasibility of low size, weight, and power (SWaP) transmitters satisfying the
requirements of representative DoD missions. To enable a functioning system with DoD capabilities,
technical challenges include, but are not limited to:
Efficiently generating necessary electromagnetic field strength at the location of the receiver
such that the signals are sufficiently above the receiver’s noise floor and the background clutter;
Efficiently modulating the carrier RF frequency in order to achieve useful information
bandwidth;
Effectively coupling the energy from the source to the radiation far‐field, when appropriate; and
Achieving low SWaP for the transmitter package.
POSTER SESSION:
The AMEBA program emphasizes multidisciplinary approaches, requiring sufficient expertise in materials,
electromagnetics, electromechanics, and radio frequency communications. In view of the program’s
scope and goals, collaborative efforts/teaming are strongly encouraged.
To encourage and promote teaming, a poster session will be included as a part of the Proposers Day. The
poster session format is intended to facilitate interaction among proposers and provide opportunities to
showcase capabilities and build strong teams to solve the challenges presented in AMEBA. Posters should
highlight proposer expertise and capabilities. No template for the poster will be provided. Posters may
not contain any ITAR restricted or classified information. There is a limit of one poster per organization.
Proposers who will be participating in the poster session must elect during registration their intent to
bring a poster prior to the close of registration. Strict poster guidelines can be found on the registration

REGISTRATION INFORMATION:
The Proposers Day will be held at Booz Allen Hamilton Conference Center located at 8283 Greensboro
Drive, McLean, VA 22102 on January 6, 2017. Participants must register for the AMEBA Proposers Day
through the registration website: http://www.cvent.com/d/yvqr69. Pre‐registration is required; there
will be no on‐site registration.
PLEASE NOTE: REGISTRATION CLOSES ON Friday, December 30, 2016 at 1PM EST.
DARPA hosts Proposer Days to promote teaming arrangements between researchers; provide potential
performers with information on whether and how they might respond to the Government’s research and
development solicitations; and to increase efficiency in proposal preparation and evaluation. Therefore,
Proposer Days are open only to registered potential proposers. The event is closed to the general public
and media.
Registration is limited by the venue capacity (maximum of 140 attendees) and early registration is strongly
recommended. Organizations are limited to three attendees. The determination of what constitutes an
organization will be made by the DARPA Program Manager. The registration cutoff date is December 30,
2016 at 1PM EST, or once attendance capacity is met, whichever comes first. An on‐line registration form,
preliminary Proposers Day agenda, citizenship verification form, foreign national visit request form and
other meeting details for the Proposers Day can be found at the registration website. There will be no
on‐site registration. This meeting will be held at the UNCLASSIFIED level.
All attendees are required to present government‐issued photo identification upon entry to the event.
Non‐US citizens are required to submit a DARPA Form 60 “Foreign National Visit Request,” available for
download at the registration web page. The completed DARPA Form 60 must be emailed in .pdf format
to: DARPA‐SN‐17‐12@darpa.mil prior to the close of registration.

This Special Notice is issued solely for information and potential new program planning purposes; the
notice does not constitute a formal solicitation for proposals or proposal abstracts, and any so sent will
be disregarded. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be
accepted by the Government to form a binding contract. Attendance is voluntary and is not required to
propose to subsequent Broad Agency Announcements (if any) or research solicitations (if any) on this
topic. DARPA will not provide reimbursement for costs incurred in responding to this special notice or
attending the event. Respondents are advised that DARPA is under no obligation to acknowledge receipt
of any information received, or provide feedback to respondents with respect to any information
submitted under this special notice.
