Description of Incident

On March 18, 2018, I met with the employees of the shelter to ask them regarding their suggestions for the
cost-cutting measures that will be undertaken by the company due to the expected cut in budget for the shelter
by the International Funding Agencies. I first interviewed Purchaser, Nilo since he was vacant that day and he
doesn’t have any schedule to purchase any tock. Thereafter, I interviewed the Shelter Aide Kelvin wherein
during our conversation, she brought up that there was on instance that she saw Nilo accompanying Marlon, a
sixteen year old boy (16y/o) one of our wards in going to a girlie bar. Upon hearing such, I told her that I will
talk to Nilo as regards this incident. Afterwards, I interviewed Shelter cook Rona. After giving her suggestions
she opened up that Nilo had been pilfering some food stocks and getting some baby clothes from donations
without any permission by hiding the same in his bag. Upon hearing such, I decided to not let the day pass
without ascertaining if this was true.

At around five in the afternoon, Shelter Aide Kelvin and I waited for Nilo outside the employee’s room near
the kitchen, and when he was about to go home that day, I nicely asked him to open his bag because of some
reports that he had been pilfering stocks from the shelter but to my surprise he shouted at me saying
“Putangina” Wala kang karapatang buksan ito!” “Gago ka! Mamatay ka na! Sino ka para pagbinatangan ako!” I
told him “Nilo, huminahin ka, hindi kita pinagbibintangan, nakatanggap lang ako ng mga report na ginagawa
mo iyon.” Still, he did not calm down but instead punched Kelvin in the arm who was then standing beside me.
His violence did not stop there; he went inside the kitchen and broke some kitchen items near the door. This
was when Alex, the Shelter’s security guard came rushing from his post near the gate to stop Nilo. I was
 astonished by Nilo’s behavior and so I asked him to leave the shelter immediately. During the incident, some
of the children are still in the garden playing with some of the volunteers.

The children who witnessed the incident were Apol and Clydeen who were near the kitchen at that time since
they were already done with their task for that day in helping Rona, the cook in the kitchen.

Nilo left the Shelter’s vicinity and I immediately reported the incident to Executive Director Ms. Ligaya.

Employee Explanation

Wala po katotohanan ang mga binibntang sa akin ng mga kasamahan ko sa shelter. Ang totoo po
na nangyari niyan ay noong March 18, 2008 ng mga 2:30pm ay ipinatawag po ako ni mam Sonia para
po daw humingi ng suhestiyon kung paano mas makakatpid ant pagkatapos po noon ay bumalik na
po ako sa aking ginagawa dahil ako po ay nagbibilang ng mga natitita namin na supplies ng pagkain.
Nang mga bandang uwian na po, mga 5pm ng hapon na yoon, ng pauwi na po ako at bigla nalang po
ako hinarang nila mam Sonia at ni Kelvin at nagsisigaw po ng, “Tigilan niyo yan! Magnanakaw yan!”.
Noong una po ay hindi ko alam na ako po ang kanilang kinakausap so nag diredirecho lang po ako
palabas at bigla nalang po ako hinatak ng malakas ni Rona. Pagkatapos po noon ay patuloy na po ako
nilang pinagmumura at pinagsabihan ng kung ano anong masasakit na salita sa harap po ng mga iba
pang manggagawa ng shelter. Si mam Sonia po ay sinabihan ako na buksan ko daw po ang aking bag
at payuloy niya akong pinagsasabhian ng “Hindi ka lang adik! Magnanakaw ka pa! Bata pa lang adik
ka na, hanggan ngayon adik ka parin , hindi ka na magbabago, hayop ka!”. Sa kadahilanang babae po
sila pareho ay hindi ko nalang po sila pinatulan at binuksan ko nlaang po ang aking bag. Noong wala
po silang nakita sa loob ng bag ko, si Rona po ay patuloy na nag halungkat sa aking bag at hindi pa po
nakontento at ako po ay pinaghahawakan pa sa aking katawan at ako ay kinakapkapan na tila may
hinahanap. Dahil po sa parang kung saan saan na po nakakarating ang kaniyang kamay, kasama na
po sa aking maselang bahagi, ay naitulak ko po siya. Yoon lang po ang aking ginawa at hindi ko po
siya sinuntok. Hindi rin po ako nagwala sa kusina, ako po ay pumunta doon at nag hanap po ako sa
sulong dahil sa katunayan si Rona po yung lago ko nahuhuling nagtatabi ng pagkain sa sulok ng
kusina na maaari niyo pong sabihin na siya yoong nagnanakaw. Inaamin ko po na ako ay dating adik,
sa katunayan po ako rin ay dating snatcher. Pero lahat po ng yoon ay tinalikuran ko na ng mapunta
ako sa shelter noong 2010. Napaka laki po ng utang na loob ko sa shelter at hindi ko po magagawa
ang mga binibintang nila sakin.

Witnesses

The witnesses present at the scene or at the time of the incident were the aide, Kelvin who was
beside me when I asked Nilo to open his bag for a confirmation as regards the report of pilferage
against him. Kelvin was punched by Nilo because of his anger. The incident was also witnessed by
Clydeen and Apo, who are both shelter wards as they were in the area at that time.

Explain

We would like to ask the administration to take action as regards this incident with one of our
employees because he has behaved in a way that is inappropriate in a shelter given the fact that the
shelter is a place where children are being nurtured and being taught good morals and right conduct.
