This complaint is against Mary Thrower regarding docket numbers 1271, In the Matter
of Lori A. Bolton Fleming and 1279 in the matter of Kurtis Loy from the meeting on
December 4,2015 and the continued February 23 meetings for lack of quorum against
Kurtis Loy, A.J. Wachter, Lori Bolton Fleming, Robert Fleming, Jeffry Jack, Oliver
Lynch, Janice Russell, Richard Smith, and John Sanders that have both been
continued again until April 1,2016.

Commission on Judicial Qualifications:

I would like to complain against Panel Ajudge Chair Mary B. Thrower of your
committee for violations of Kansas Supreme Court Rule 602(g), Rule 2.3 Bias,
Prejudice, Harassment, and Responsibility to Decide Rule 2.7, and Disqualification
Rule 2.11 (A)of The Code of Judicial Conduct.

She failed to have Judges Robert Fairchild and Brenda Cameron properly disqualify
themselves from hearing my complaint on Lori Fleming on docket number 1271 in the
matter of Lori Bolton Fleming and in the matter of Kurtis Loy 1279 that was heard by
your committee on December 4,2015. Both judges Brenda Cameron and Robert
Fairchild recused from my February 23,2016 scheduled ethic complaint and they
both should have previously recused from my December 4,2015 complaint since my
complaint that was set for February 23,2015 was already re-scheduled once because
it was originally set for the December 4,2015 meeting which Brenda Cameron recused
from and therefore she should have recused from my December 4,2015 complaint
against Lori Bolton Fleming because she was biased and prejudiced against me
already.

She failed to properly schedule enough judges for a "proper quorum" on December 4,
2015 and February 23,2016 shows that we need a different chair who does not create
meetings of "lack ofguorum' because judges are disqualified under Rule 2.7 and Rule
2.11 (A)of Rules Relating To Judicial Conduct and she should have already had a
temporary meeting commission set for the February 23,2016 in accordance with
Kansas Supreme Court Rule 602(g).

Therefore Robert Fairchild and Brenda Cameron should never been allowed to hear
docket number 1271 in the matter of Lori Bolton Fleming and 1279 in the matter of
Kurtis Loy at the meeting on December 4, of2015 containing docket numbers 1271
and 1279 and I would like a RE-VOTEWITHJUDGES THATDO NOTVIOLATERULE
2.7 ANDRULE 2.11(A) and that are not biased and prejudiced against me and that do
not recuse from my other complaints or my son's Kasey King where Brenda Cameron
previously recused on December 4,2015 but not from his complaint against Lori
Fleming 1270 or Kurtis Loy 1278 either.

Does your committee have to re-vote when judges hear a complaint where they had no
jurisdiction to hear it because they have recused from other complaints scheduled for
the December 4,2015 meeting like Brenda Cameron did? How did Lori Bolton
Fleming not at least get a caution or a letter of informal advice for sending the email
from a judicial computer which she admitted????

Mary Thrower worked with Robert Fleming with the Kansas Commission on Judicial
Qualifications and she should have recused herself from docket numbers 1271 and
1279 in the matter of Lori Bolton Fleming and in the matter of Kurtis Loy on the
December 4,2015 meeting and both complaints now needs a "RE-VOTE"with a
temporary commission in accordance with Rule 602(g).

Mary Thrower being the chair of Panel A has also violated Supreme Court Rule 602(g)
which says "If the commission anticipates difficulty in discharging its responsibilities
due to the disqualification or unavailability of its members, the Supreme Court, upon
request of the chair or vice-chair of the commission, may appoint temporary
commission members to serve as specified. I think the fact that I am part of a civil
class-action lawsuit in case number 15CV79P against Panel A and Panel B would have
been evidence of a need for a disqualification by all the judges of Panel A and Panel B
in accordance with Kansas Supreme Court Rule 602(g), Rule 2.7 Responsibility to
Decide, and Rule 2.11(A) Disqualification. I think the fact that I had a complaint
against judges Kurtis Loy, A.J. Wachter, Lori Bolton Fleming, Robert Fleming, Jeffry
Jack, Oliver Lynch, Janice Russell, Richard Smith, and John Sanders back in
November of 2015 and it takes not one but two meetings the December 4,2015 and
February 23, 2016 and Robert Fairchild still does not disqualify himself before
February 23,2016 which meant the February 23,2015 meeting did absolutely no
good. Robert Fairchild should have recused back in December 4,2015 in the matter of
Lori Bolton Fleming 1271 and in the matter of Kurtis Loy 1279 because my son Kasey
had a complaint flied against him for the December 4,2015 meeting but he still heard
complaints on December 4, 2015 on Lori Fleming which was a conflict of interest.

Please re-open the investigation of Lori-Bolton-Fleming docket number 1271 and in


the matter of Kurtis Loy 1279 since members Mary Thrower, Brenda Cameron, and
Robert Fairchild of Panel A should have been disqualified from voting in the matter of
Lori Bolton Fleming docket number 1271 and in the matter of Kurtis Loy docket
number 1279.
