CALL TO PARTICIPATE IN THE FIRST NATIONAL SKILLS DEVELOPMENT WORKSHOP AT

JNICC DAR ES SALAAM

1.0 Introduction:

Tanzania Private Sector Foundation (TPSF) in collaboration with the Ministry of Education,
Science, Technology and Vocational Training would like to invite both the Public and Private Sector
to participate in the inaugural Skills Development Workshops.

Currently Tanzania is implementing the National Skills Development Strategy (NSDS) 2016-2027
with a clear vision of having skilled competitive Tanzanian workforce capable of affectively
fostering inclusive and sustainable socio economic growth. The NSDS focuses on entrancement of
skills development through targeted set of interventions at both system and service delivery levels,
and therefore it is the first comprehensive skills development strategy for Tanzania that addresses
both formal and informal sector skills needs at all levels of education and training.

In view of this, the Education and Skills for Productive Jobs (ESPJ) Program for Results is designed
to implement NSDS priority economic sectors (agriculture, agri-business tourism and hospitality and
energy as well as the enabling sectors (construction, transport and logistics and information,
communication and Technology (ICT). The strategy thus covers the entire chain of skills for
employability, from informal and alternative approaches to formal skills development; including
apprenticeships; entrepreneurship; pre-employment vocational and technical education and training;
university education; and postemployment upgrading of skills in the form of lifelong learning. It
serves to complement, operationalize and bring together for the first time in one strategy different
key skills development initiatives.

In the process of implementation of NSDS, TPSF has been mandated to coordinate the establishment
of Sector Skills Council (SSCs) in the country. This is a very key initiative that will create PPP for
skill Development in the country. The said SSCs will act as an aggregator of industry interests,
bringing together individual firms, business associations, training providers, relevant ministries,
departments and regulatory agencies (with the private sector representation). Further, SSCs will play
a role in all or some of the following areas, depending on capacity and preference:

 identifying and prioritizing skills needs in the concerned economic sector;

 developing industry skills strategies and plans to achieve priority goals in line with the
National Skills Development Strategy and Plan;
 defining and revising occupational and competency standards, training programs and
curricula;
 facilitating industry membership on training institution boards;
 facilitating public private partnership in training delivery; and/or
 promoting enterprise-based training for students and instructors.

2.0 Objective of the Workshop

The workshop is designed specifically to start creating awareness, participatory roles and ownership
by the Private Sector in the implementation of the National Skills Development Strategy (NSDS)
 and the Education and Skills for Productive Jobs (ESPJ) Program-for results, which is in line at
addressing mismatch between industry demands and labour supplies from the market.

Specific Objectives

a) To provide a platform for stakeholders to deliberate on the formation of SSCs

b) To initiate the establishment of Sector Skills Council (SSC) so as to promote public-private
sector cooperation in the six key economic sectors as a platform for coordination and
collaboration on skills within the sectors and this enhancing competitiveness of the country’s
workforce.

3.0 Why Participate

 Be part of the implementation of National Skills Development Strategy
 Create ownership in the process of establishing Sector Skills Councils (SSC) in the country.
 Contribute towards enhancement of skills development in the country

4.0 Inaugural Workshops

4.1. General Skills Development Workshop

The Workshop aims at raising general awareness and ownership by both the public and private
sector. This will highlight the overall overview of NSDS and ESPJ.

It will further pave a way forward on establishment of SSCs in the country.

The workshop is scheduled for 10th May, 2018 at Julius Nyerere Convention Centre.

5.0 Sector Specific Workshops

In order to have a very well sector focused initiative, TPSF will also coordinate Sector Specific
workshops for two (2) key economic and one (1) enabling sectors aiming at bringing together
stakeholders to discuss the establishment of Sector Skills Councils. Stakeholders of these sectors
will be invited based on their roles in respective sectors. The workshops are therefore scheduled as
follows.

 Agriculture and Agribusiness on the 15th May 2018 at 8.30 a.m. to 01.00 p.m. in Dar es
Salaam.
 Transport and Logistics on the 16th May 2018 at 8.30 a.m. to 01.00 p.m. in Dar es Salaam.
 Tourism and Hospitality in Arusha on the 18th May 2018 at 8.30 am to 01.00 p.m. in Arusha.
