1 INTRODUCTION

1.1 Project Description


The objective of the Nawara Development Project is to recover the associated and non-associated
gas reserves from the Nawara Concession, separate and pretreat the fluids from 9 wells, gather them
in Central Processing Facility (CPF), convert them into a commercial condensate and pre-treated gas,
export the condensate via a new pipeline into the existing TRAPSA pipeline, and export the gas via a
new pipeline to Gabès. At Gabès, the gas will be treated in a dedicated Liquefied Petroleum Gas
(LPG) extraction facility to commercial specification required for end user consumption.

In Gabès, the gas will be conditioned in a Gas Treatment PLANT (GTP) into commercial products,
and sold to the end users: STEG and SNDP.
The “NAWARA Project - Pipelines” main characteristics and facilities are as follows:
- A 24” pipeline which will deliver the raw gas from Nawara CPF to a Gas Treatment Plant (GTP)
located at Gabès (L=371km);

- A 6” pipeline which convey to TRAPSA the separate condensate extracted at CPF (L=12km);

- The export lines for Sales Products for delivery to customers at Gabès selected custody transfer
points. The 20” sales gas is delivered at STEG (L=1 km) while 6” Propane and 4” Butane are delivered
at SNDP (L=1, 6 km). The condensate that may form at GTP is exported by road Tanker.

1.2 Definitions

1.3 Purpose of Document


This Procedure gives requirements and method for the operations of filling sections and complete 24”
pipeline project and for the hydrostatic pressure testing of Nawara pipeline Project after completion of
the Mechanical construction. Other procedure will be made for the condensate, butane, propane and
sale gas.
This procedure is aimed to prove the strength and leak tightness of pipeline in Nawara project
It describes the determination and preparation of a test section, safety and environmental precautions,
test medium and test equipment requirements, calculations, operational method for pressure test and
final documentation and certificates required to complete the work.

3 QUALITY ASSURANCE / QUALITY CONTROL


Quality Management Systems shall comply with all the requirements of ISO 9001. BIMS shall ensure,
at all times, a QA program which clearly establishes the authorities and responsibilities of those
responsible for the Quality System. Persons performing Quality functions shall have sufficient and
well-defined authority to enforce Quality requirements that they initiate or identify and to recommend
and provide solutions for Quality problems and thereafter verify the effectiveness of the corrective
action.
Company/BIMS reserves the right to inspect materials and workmanship at all stages to witness any
or all tests. The Inspection and Test Plan will also be reviewed for inclusion of any mandatory
Company /BIMS witness or hold points.
The laboratory, which conducts chemical analysis and the various mechanical tests required by this
procedure, shall have ISO/IEC 17025 accreditation and preferably industry-specific accreditation

4 BASIC REQUIREMENTS

4.1 Sequence, Personnel and Procedures

4.1.1 Schedule For Filling And Testing


The proposed schedule will be update/construction is not finished see proposed schedule in
appendix 1 (insert new schedule)

4.1.2 Responsibilities
Site Manager
 Ensure that all information concerning the work is on site.
 Plan, directs and monitors the activities of the project team.
 Ensure required resources – personnel, equipment and materials are present on-site and
are in the right quantity and condition.
 Ensure Risk Assessment is done prior to the commencement of work

QA/QC Manager
 The QAQC Manager and/or the QA/QC Coordinator shall be responsible for monitoring
the implementation of this document.
 Quality surveillance and implementation of the quality plan.
 Ensure that work execution is in compliance with the overall project quality plan and the
implementation of the Inspection and Test Plans (ITP).
 Delegate, where necessary, part of the above responsibilities to the QC Coordinator/Field
QA/QC personnel.
 Assignment of quality personnel in order to follow and inspect the job, as well as assure
that the procedure has been distributed through DCC.
 Ensure that BIMS adheres to approved procedure and check nonconformity or
noncompliance to Client Quality standard
 Ensure all monitoring and measuring instruments are calibrated

Quality Inspector
 Perform all the necessary inspections and verifications as per required standards and
BIMS procedures.
 Collect the site data and preparation of site reports and approval of TPA

HSE Manager
 Ensure that a fit for purpose JSA is produced for the activity and that there is proper
control of all activities throughout the operation in such a way that safety of personnel
and equipment are not compromised.
 Ensure that is appropriate signage’s to warn and / or direct other road users.
 Ensure that open excavations are properly barricaded
 Ensure the use of appropriate and certified equipment for various activities and the
operation of such equipment by certified personnel.

Construction Manager
 Manages all activities related in this procedure concerning to construction aspects of the
project.
 He shall be the focal point for all construction matters. He is responsible to ensure that
the quality of the work is maintained.
 Ensure adherence to the method statement and other approved standards, relevant this
activity.
 Ensure that the recommendations of Risk Assessment and JSA are fully implemented

Commissioning Manager
 Manages all activities related in this procedure concerning to the Pre-commissioning and
commissioning of the pipeline
 He shall be the focal point for all commissioning matters. He is responsible to ensure that
the quality of the pre-commissioning and commissioning work is maintained
 Ensure that the commissioning procedure, all relative matters and other approved
standards, relevant to this activity are followed by the commissioning personnel
 Ensure that the recommendations of Risk Assessment and JSA are fully implemented

Hydrotest Engineer
 Ensure that Cleaning and Gauging activities are running in a smooth and free manner.
 Prepare and arrange all the required equipment, tools, data and drawing for above
activities.
 Ensure that this procedure statement is implemented at the work place
 Handling and directing the cleaning gauging and flooding operations.

Hydrotest supervisor
 coordinate the test crew depending upon the directives of the test engineer
 Report any data in any situation to test engineer for an immediate action. He should avoid
making any critical decisions without informing test engineer.

Company Representative
 Witness the activities and shall sign the acceptance report provided Cleaning & Gauging
have been successful.
 Review and approve the test pack for hydrotest
 Inspect and approve the operations on site during hydrotest operations
 Witness and approve the pressure testing for the pipeline
 Review and approve the air inclusion calculations pressure against temperature drops
calculations

4.3 Test Medium


The minimum requirements for the physical and chemical treatments to be performed on water to be
used for hydrostatic testing of pipelines will be defined by OMV and BIMS during detail engineering
design and by guide in the following table.
As guidance the physical and chemical treatment for test water is required to prevent:
• Corrosion of materials during the pressure test, or after resumption of operations, due to the presence
of this water.

• Massive contamination of the tested pipelines by bacteria, which are likely to remain in the pipes
after dewatering.

Table-01 Water Treatment

Water supply is located in Nawara CPF. 4 Break tanks will be located close to Nawara water well and
will be keep full in order to prevent air inclusion during the pumping and be as back up during the time
required for change the generator used for the submergible pump inside the well,
The water shall be filtered through 50 micron filter, before entering the test section.

After water analysis be performed and report reflect what chemicals need to be added to the water, a
treatment packages containing an oxygen scavenger will be connected to the water line for filling the

sections. Additional SRB test will be performed, Biocides will be added as required. Company and
Contractor will agree on the required treatment. Batch treatment will be done section by section.
Environmentally acceptable Water treatment packages will be used.
The water analysis shall show:

• Sulphate concentration

• Fatty acids concentrations, if the total dissolved organic carbon is above 15 ppm

• Ammonium concentration

• To minimize biological fouling and/or bacterial corrosion to an acceptable level in the filled pipeline,
the above analysis shall not exceed the following limits: required

• Sulphate concentration 42 ppm

• Fatty acids concentration 14 ppm

• Ammonium concentration 3 ppm

The chemicals will be stored in the original packing and properly marked.
MSDS and technical specification will be provide at site.
Protective clothing, breathing apparatus, gloves and goggles shall be worn when handling chemicals.
A Safety shower and eyebath shall be available at appropriate locations.
Water analysis will be perform before is transferred to the next sections and will be re-treated if it is
necessary at any time water transfer is performed.

4.4 Water disposal


Water from hydrotest sections will be discharged in full compliance with current local regulations and
Company safety and environmental specifications and procedures.

The total amount of water required for hydrotest is 14.175 M3 which is required to fill the first 2 sections
of the pipeline system. After hydrotest of the filled section, the flooding spread will be mobilized from
CPF KP0 and set up in at the end of the section 3 KP 50+301

A break water tank will be installed along with the 50 Microns filter to receive the hydrotest water and
003 transfer with the filling pump to the following 2 sections of the pipeline. Filtration will be on the
discharge of the tank.

Necessary chemical for water treatment will be available on site (KP 50+301) to treat the water

The operation as above described will be repeated every time the 14.175 M3 of water be transferred
to the next pipeline sections

All solids, sludge or other pollutants filtered from the discharged water shall be disposed of to a
Company approved disposal area
For the chemical treated water, the disposal recommendations of the supplier will be implemented.
A Water disposal plan and procedure will be generated for client approval and a permission of the
appropriate local Authorities will be request, the locations to discharge will be approved by Company.
This shall be done in a manner that prevent destabilization to surrounding grounds, cause erosion or
landslides, cause pollution or damage to fields under cultivation or interfere with general traffic.

BIMS will not discharge any waste water except with the written agreement of the Company and written
permission from local authorities and in accordance with license and permit limitations.

After the hydrostatic test, the pipeline sections will be dewatered using compressor

At the end of the hydrotest of the last pipeline section, at Gabès, water shall be analyzed to ensure
compliance with NT 106.02 standard. If the parameters analyzed reach the standard NT 106.02 for
discharge at public sewer if this approved by local regulator, it will be used with the authorization of
the ONAS (company in charge for Municipality waste water treatment). Also, it will be optional to return
the water through the pipeline to discharge in area destined to farms with the authorization of local
government and farmers. Another option will be to discharge the water in the desert area with the
approval of the CRDA.

All discharge options shall be approved by local regulator

5 HEALTH, SAFETY, SECURITY AND ENVIRONMENT

BIMS will take all necessary measures to ensure that his own personnel, those of the Company and
the general public are adequately protected from the consequences of a possible system failure during
the testing operations.

The BIMS will ensure that no other work is permitted on the pressurized sections during the period of
the hydrostatic test and during the subsequent depressurizing operations.

The BIMS will ensure that all of its operations cause minimal impact to the environment and that its
operations are conducted in accordance with the Company environmental requirements and local
Legislation.

The arrangement of the test equipment and the location of the test work sites shall be approved by
the Company.

The sites shall be provided with a radio or other means of verbal communication to provide contact
between all locations associated with the test work sites.

Hoses should not pass through doorways. Where hoses pass over walkways they should be protected
against any passing personnel or equipment by suitable coverings.

Warning notices reading 'KEEP AWAY - PIPELINE UNDER TEST' shall be placed at appropriate
locations such as the start and end of the test sections, areas where pre-tests or assembly testing are
carried out and all test equipment sites. Notices shall be in both English and Arabic.

BIMS will put a “NO ADMITTANCE” signal in all the roads leading to the place where the pipeline is
being tested.

Safety is the responsibility of all employees irrespective of status. Employees shall ensure that their
workplace is safe and functions efficiently and safely at all times.
Safe working practices shall be implemented and adhered to at all time with particular attention being
given to worksite safety and to any safety procedures provided.

The safety of personnel is of paramount importance during the hydrotest related activities.

BIMS will be all times ensure that the noise level does not exceed the regulated limits within, or
adjacent to any habited areas.

The test sites shall be left in a clean condition and free of debris.

BIMS will dispose of the waste in accordance with local regulations.

It is the responsibility of the supervisor as well as the individual to ensure that the following points are
considered prior to commencement of activities::

 BIMS will provide a stand-by ambulance on site. Provision shall also be made for meals for
the night shift crew
 The pressurizing pump, pressure relief valve and test cabin shall be located away from public
places, roads and living quarters.
 Help prevent accidents and injury before they occur.
 The test equipment shall be earthed to be adequately protected against lightning and
accumulation of static electricity.
 Flexible pressurizing or monitoring hoses should not be allowed in the test cabin. They should
be anchored at 5 meter intervals

 Report all situations including unsafe conditions, tools, equipment and working practices
which may cause or lead to accidents or injury immediately to Project Management /
Supervision in order that corrective measures can be taken.
 Do not under any circumstances remove, displace, damage or destroy any safety equipment
provided for use on the Project Work Site.
 Good housekeeping shall apply thus maintaining the work place in an orderly, tidy and litter
free condition at all times.
 Minimum PPE requirements are Safety boots, glasses, coverall, hard hat & gloves.
 Only authorized persons shall be allowed to operate equipment and power tools.
 It is the responsibility of all employees to inspect their work area at the end of shift and ensure
that all air, water, diesel and electrical supplies are shut down unless required by the
oncoming shift personnel.
 When handling chemicals addition PPE must be worn i.e. rubber gloves, chemical suits and
goggles.
 All chemicals shall be kept in a bounded area, which is cordoned off, and warning signs
displayed.
 Chemical data sheets MSDs will be available on site and readily accessible to all personnel.
 All personnel shall be aware of emergency procedures and will attend safety induction
meetings and toolbox talks as required
 Where applicable permit to work procedures shall be strictly adhered to. No work shall
commence until the required permit is signed on and in place.
 Ensure availability of work permit prior to commencement of the test.
 Warning signs in English and Arabic shall be placed at strategic locations.
 Once the pipeline is under pressure, only authorized personnel will be allowed to enter the
cordoned area for inspections and such like, all non-essential personnel shall be removed
from the cordoned area.
 No work shall be allowed on or near the system.
 All temporary fitting for use in the test shall be standard fittings of sufficient rating to carry the
required test pressure.
 Bleed and drain valves shall be readily accessible to the person doing the pressurization.
 No attempt shall be allowed to fix any leakage in the system while under pressure.
 Ensure availability and accessibility of first aid facilities.
 Ensure all equipment is certified in accordance with OMV HSE requirements.
 Ensure attendance of all crew to the toolbox talk prior to the commencement of work and at
the beginning of each shift.
 A copy of the risk assessment shall be attached to the permit to work and discussed at the
beginning of each shift to ensure personnel are aware of risks and limitations
 All of the electrical testing instruments shall be earthed.
 A surveillance crew travelling on R.O.W will be arranged in order to report test situation.
 Fire Extinguisher and First Aid Box shall be kept present in the test control Centre.

 The safety officer shall be kept available at test site and must be understood by all personnel

5.1 Oil and Chemical Spill


Inform the Emergency Coordinator and M/s Fields Supply Center / Emergency services as per the
Emergency response plan.
Instruct all employees / visitors to keep away from the spill area and OMV to the designated assembly
point.
The area of spill shall be cordoned off and isolated from other activities.
Ensure immediate measures are in place for containment of spill. Spills kits shall be available on site.
Ensure that the employees involved in the containment of spill and cleanup wear proper PPE.
Coordinate with M/s Fields Supply Center for informing the local authorities.
The Construction Manager shall arrange for cleaning / removal of spill.
Ensure that all contaminated absorbents are disposed of and treated as special waste.
In case of land contamination the Work Instruction Contaminated Soil Disposal shall be followed.
The Emergency coordinator / Alternate Emergency Coordinator shall inform management of the
emergency.

5.2 Night Work Authorization

BIMS and OMV Project Management must jointly approve all Night Works.
The Hydrotest engineer will propose the list of people involved in the Night Work, mentioning the First
Aiders and Fire Fighters. Further, a list of the light vehicles and Trucks, which will be involved for the
Night Work, will be prepared. Both lists shall be attached to the Night Work permit.

5.3 Emergency response & Muster point

5.3.1 Responsibility
The overall responsibility for handling the emergency situations is that of the Emergency Coordinator
/ Alternative Emergency Coordinator and HSE Coordinator.

5.3.2 Description
Facility personnel shall be knowledgeable of emergency procedures that apply for their department or
work area as well as for the location. Consult with your immediate supervisor or the emergency
coordinator listed above if you have any questions concerning what to do or who to contact in a
potential emergency situation.

A current site plan shall be posted in the test cabin with this hydrotest emergency plan.
The site plan will show in a sketch the placement of emergency alarms, fire extinguishers, first aid
stations, emergency showers, eye wash stations, spill control materials or other available emergency
equipment as well as the location of the safe briefing area, material safety data sheet (MSDS) files,
hazardous substance storage areas, spill containment areas and other information as required.

The first responder shall follow established procedures to alert the immediate supervisor and the
emergency coordinator of the situation at hand.

5.3.3 In Case of Fire


After fire has been detected in the base it has to be ensured, that all actions are taken to fight the fire
if the same can be controlled using the fire extinguishers.

If the fire is likely to get out of control, inform the emergency coordinator to take action to prevent fire
from spreading.
Inform the emergency services as mentioned in the Emergency Response Plan.

Emergency Coordinator / Designated person to ensure that all access roads to the premises are kept
free for the emergency service.
After arrival of emergency services, all actions are to be co-coordinated with the emergency services.
The Emergency coordinator / Alternate Emergency Coordinator shall inform management of the
emergency.

All personnel are to be evacuated from the area of danger and if not given other duties they will
assemble at the assembly point, established near the main entrance and will not leave the area until
advised by the emergency coordinator.

Only trained personnel to fight the fire with proper fire extinguishers. If fire cannot be contained to one
location, priority has to be given to personnel’s safety. One person has to check all areas to ensure
that no person is within the danger area. Only after the safety of personnel is established, equipment
shall be salvaged and buildings are to be taken care of the event of evacuation, employees will report
to in the designated safe muster point before leaving the facility

5.3.4 Medical Emergency


In case of a medical emergency, following procedure has to be followed:

Ensure that the situation around the medical emergency is secured, only trained first-aiders are to
attend the victim.
Depending on the seriousness of the emergency, either a doctor or ambulance has to be called.
Hydrotest crew will be 24 hours with the ambulance at site work

The emergency services shall be informed as per the Emergency Response Plan and Construction
Manager must to be informed.

Investigation of incident or Accident will be performed by the HSE Manager HSE supervisor will be
responsible for reporting of all incidents according the HSE Manual.

5.3.5 Reporting Responsibilities

The Emergency coordinator shall inform the management of the emergency.


The Emergency Coordinator / Alternate Emergency Coordinator is to nominate person or persons to
search premises for any employee left on the premises after evacuation order has been given.
The Administration Asst shall provide the list of personnel currently available at the base for head
count.
After the searching of the premises is finished, the search party has to report back to the originator of
the search order; to ensure that all personnel have been evacuated.

In case of any false alarm due to malfunctioning of the system, the Administration Asst. shall confirm
the matter with Emergency Coordinator / QHSSE coordinator.
Emergency drills shall be performed at regular intervals to ensure that all personnel are aware of the
pertaining duties and responsibilities.

All employees including subcontractors shall be explained about the location of fire alarms, access
routes, emergency doors, assembly points, fire extinguishers and first aid kits.
The employees concerned shall be responsible for explaining the emergency response procedure and
related information as per the above clause to the visitors and contract employees working with them.
Once the situation is normalized a detailed investigation as stated in the Management System
Procedure Accident / Incident Investigation and Reporting shall be carried out on the causes of the
emergency situation and the risk assessments if available shall be revised accordingly.

The extent of damage caused to the personnel / property / environment shall be assessed and
adequate corrective & preventive actions shall be initiated.
The Emergency Response Plan shall be reviewed after every incident / accident / emergency situation
and or in the Management Review Meeting.

aid.

5.4 Tool Box Talks


Prior to the commencement of work activities taking place on site the BIMS Hydrotest Engineer/Shift
Supervisor will conduct a tool box talks to ensure that all parties involved in, or are affected by the
work activities are aware of the nature of the work and the possible hazards that may occur and of the
appropriate measures to be taken in the event of an emergency. The tool box talks shall be recorded,
sign off by present personnel and reported in the weekly HSE report.

Subjects covered and discussed during the meeting shall include but should not be limited to the
following:

 The barriers around the equipment under pressure placed at a safe distance to warn that
in that area only authorized persons shall be present.
 That it is essential to be aware of the dangers relating to High Pressure in hoses, valves
and fittings.
 Never to attempt any remedial works on a system that is under pressure.
 Always tie down and secure hoses to fixed locations to prevent whipping in the event of a
failure. Always use whip checks.
 Always check that hoses, valves, fittings and equipment are fit for purpose and are of the
correct pressure rating.
 The location of emergency musters points.
 The actions to be taken in the event of worksite emergencies or alarms.
 The sequence, co-ordination and details of work to be carried out.
 The allocation of duties for operational personnel.
 The hazards associated with the tasks that are to be performed.
 Ensure all personnel are aware of permit requirements.
 Ensure that all personnel involved with operations have read the work permit.

5.1 Emergency response & Muster point

BIMS will prepare an emergency plan which shall describe actions to be taken in case the test section
or test equipment bursts.

5.2 Work Permits / Safety Systems

Prior to mobilization, a meeting will be held to brief all personnel on all aspects of the work scope, with
specific regard to Safety requirements, Work Permit Systems and the proposed work schedule.
Hereafter, new crew members will get a briefing onsite at the worksite prior to the commencement of
the operation.
On reaching the worksite, all shift personnel will undergo the Site Safety Induction.
The Permit to Work System at BIMS work sites will be implemented and strictly adhered to at all time.

No work will be carried out unless the required Permit has been raised, authorized and signed on. If the
scope of work changes during the duration of the Permit, the Hydrotest engineer will ensure that any
changes to the work are discussed with the OMV site representative, and the permit modified (if
necessary) and re-issued.
Prior to operations commencing, a Toolbox talk Meeting will be held to ensure that all parties involved in, or
affected by, the works are aware of its nature and of the hazards involved.

The meeting will be held on site and recorded on the Toolbox talk Meeting Form. Any outstanding actions
following the meeting will be closed out prior to operations commencing.
A Toolbox Safety Talk will be conducted on site before each new job task or section of a job procedure.
All crew personnel will attend, with details of the work, the hazards and the precautions being discussed.
Where shift work is in operation, the Toolbox Safety Talk will be given to personnel on both shifts.
The talk(s) will be logged in the Daily Operations Report with shift handover forms completed and signed by
both shift supervisors.

Any changes to the scope of work must be risk assessed prior to implementation, all approved changes
must be reviewed and accepted by OMV

5.3 Environment

Hydrotest Engineer shall liaise with OMV representative through BIMS representative over all
Environmental Issues concerning the contract.
Hydrotest Engineer shall carry out an inspection of the site to identify any Environmental concerns.
Possible concerns shall include:
The contamination of land and water.
Hydrotest Engineer will inform all site personnel of environmental hazards relating to the contract.

Attention shall be given to any localized and site specific environmental concerns and potential
hazards. Tool Box Talks will include environmental issues as required.

Hydrocarbon spill kits will be placed for easy access close to Equipment that contain hydrocarbons.

Responsible personnel under the instruction of the Supervisor will carry out re-fuelling of Equipment.
Personnel will be in attendance at all times during re-fuelling operations.

Material from spill kit used to rectify hydrocarbon spillage shall be placed in polythene bags for disposal
at suitable and approved location.

Trained personnel under the instruction of the Supervisor shall carry out chemical handling on site.
Personnel will be in attendance at all times during chemical handling operations.

security supervisors moved from camps after closure (one per day and one per night).

6 LINE FILL WATER

6.1 Preparation for Filling

Prior to commencement of the filling operation BIMS will be installed 4 break tanks near to the water
well and will be filled with 320 M3 of water in order to have a continuous flow rate and pig speed from
0,07 to 0,1M/S
Approved test pack and all the permits necessary for the activity shall be in place
Risk assessment JSA and Tool Box Talk for every activity will be perform
An RFI will be send to OMV, Third party inspection and Government authorities
Approved test headers will be welded at the start and the end of the section. NDT will be perform at
003 the temporary welding joints
4 bi-directional pigs have been installed previously in test headers for filling and dewatering purpose
for the section 2 and 3. Also front pig will have 6 high sealing discs. 3 bi-directional pigs will be installed
in the other test headers. And other section will be filled with only 2 pigs.

A temporary filling line will be installed from well to break tank at the filling station in order to transfer
water into the test section.
Pressure class of the filling line shall be enough greater than the operation pressure of the supply line.
In case of use of flexible hoses, hoses shall be well supported by any kind of load.

Signboards, parking areas, dustbins, Muster point and the necessary safety measure shall be in place
before commencement of the activities
Proper communications between the filling side and receiver side will be implemented and tested

Instruments to be used shall be properly calibrated and valid calibration certificates available on site

Personnel to be involved in the filling and hydrotest activities shall be experienced people
Emergency respond plan shall be implemented during Hydrotest activities
Before commencement an equipment function test will be performed, valves and hoses connected
and tested along with the equipment

6.2 Filling operation


Filling operation only can start after functional test of equipment’s have been completed successfully
and safety check list have been duly signed
Test engineer will check piping and all other facilities used during the filling operations
The feeding line from the well will be connected to a 50 Microns filter in order to fill the Break tank with
clean water
The filling Pump will be installed to suction from the break tank and a flow meter will be installed in the
discharge line connected to the test header
The filling flow rate will be at 70 M3/ hour or less depend of the water availability on section 2 and 3.
Higher filling flow rate around 150 M3/ hour for the section from section 4.

The valves at the receiver will be kept in close position to gain 2 barg back pressure and maintained
the back pressure in control manner until the lines is complete filled.
At the initial point of the test section will be installed break tanks and filled with the necessary water to
get the required test pressure.

A quantities of 100 linear meters of water for lubrication will be pumped in front of the first pig,
Launch the first pig with a batch of 1.4 linear kilometer of water then launch the second pig with batch
of 1 linears kilometer of water then launch the third pig with water until the section is full
In the receiver end will be installed a bypass system to transfer the back pressure, water for lubrication
and the water in front of the second pig and third pig

Once the water coming out from the first section is clean, the second pig of the second section will be
launched with a batch of 1.5 linear kilometers of water in front through the bypass system
Hydrotest Specialist will be informed the proximity of the pig in the receiver in order to control the pig
and to transfer the water to the next section as procedure.

Launch the third pig of the section until arrive to the receiver side. After filling section 2 and section 3
water will be pumped to fill the next section and water will be treated with oxygen scavenger from
section4.
The water remained in the behind section will be use for pressurize.
After hydrotesting also the water in the section behind will be pumped and chemical treated before
transfer to the next section.
Before or during the filling a backpressure of minimum 2 bargs or the required depending the elevation
will be applied to prevent the water column from stalling in hillside situations

Once the first 2 sections are completed filled a positive pressure will be kept in the filled sections
The water used for lubrication will be transferred into the section 4

After completion of the Hydrotest of the first 2 sections the water will be transferred to the following
section launching the pig number 4 in the test headers with air. A filter 50 microns, break tank, filling
pump and the required equipment, will be installed at the end of the section 3 in order to receive the
water from the previous 2 sections. A water analysis will be performed. In case the transferred water

does not meet the requirements chemical injection and Biocide will be done.

The chemical will be injected downstream of the filing line as calculated PPM to keep the quality of
water for one year, PPM will be analyse the dosification with water analysis of the oxygen content in
the water. Chemical injection will be reported in separate report sheet.
After transfer the filling water from section 2 and 3 to section 4 and 5 swabbing will be performed
installing a batch of treated water with oxygen scavenger to pass throw the entire section 2 and 3 in
order to comply to have treated water in the pipe wall of section 2 and 3.
After one month, in the time the sections will be transfer water section by section oxygen contain
analysis will be perform in order to keep the proper ppm in the water to keep the require treatment.

8 CLEANING, GAUGING AND LINE FILLING

8.1 General
Separate procedure shall be prepare and approve from OMV for Cleaning and Gauging
The procedure also gives requirements for Cleaning and Gauging of onshore pipelines after
construction, to remove all the construction debris , sand, mill skills, dust ,rust materials and to
guaranty is not deformations or dents in the diameter of the pipeline section.

The Cleaning and Gauging activities are performed in proper manner utilizing proper equipment
and tools in accordance with COMPANY standards/specifications.
Prior to filling and hydrostatic testing, all test sections shall be cleaned internally to ensure the removal
of all construction debris, dirt, sand and removable mill scale hence confirming that the section is
cleaned and free from all obstructions.
Company representative will witness and inspect the pigging operation mainly the arrival of pigs at the
receiver end and inspect the materials received, type, quantity and pig condition in order to
determinate if one pig train more is required for to get the cleanness acceptance, materials will be
collected and transport to the camp to disposal as waste management plan.
Hydrostatic Test Engineer will fill up the pipeline cleaning inspection sheet; sign it off along with Client
representatives.

The pipeline section with or less than 15 Km will be cleaned with compressed air sending pigs through
the pipeline section until the pipeline cleanness meet the required.

PIG TRAIN FOR 15 KILOMETERS OR LESS

AIR FLOWING FROM COMPRESSOR DISTANCE 300 LINEAL METERS AIR BACK PRESSURE DISCHARGE SIDE

When the pipeline section exceed 15 km Cleaning will be done using a batch of water installing
previously to send the first pig 5 M3 of fresh water, the fresh water can be from the camp facilities.
Water will be addressed to the ROW, the following pig trains will be without water and will be use a
poly pig to remove the remain water in the section, pigs will be run until cleaning is accepted by client

The Cleaning and gauging operation will be performed using air compressor, oil free type in
quantities to keep the Speed of the pig from 0.5 ms to 2.0 ms

9 PRE-TEST REQUIREMENTS

9.1 Requirements Prior to Pressurizing


The Hydrotest engineer will be in charge to perform the air inclusion calculation plotting the
pressure/added volume using the volume reading from the flow meter measurement and pressure
from pressure gauge plus dead-weight tester.

The rate of pressurization should be constant and not exceed 1 bar/minute until a pressure of 35bar,
has been attained.

During this period, volume and pressure readings should be recorded at 1 bar intervals.
The hydrotest technician or operator the pressurizing equipment shall immediately report to the test
engineer any variation in the rate of pressure increase by the same volume of added water. During
pressurization, all potential leakage points shall be checked.
When the pressure reach 35 bar, the pressurization will stop and the air content calculation will be
performed. Once the air content is within the maximum allowable limit of 0.2 percent of the test section
volume, an air content certificate will be signed off by BIMS and OMV, then the pressurization continue,
up to 80 percent of the test pressure and be held by 2 hours. During this water stabilization period
accessible flanges and ball valves in the system, will be checked for small leaks. If any are found, the
test section shall be depressurized at not more than 2 bar/min to 70 bar, prior to any tightening.
The volume and pressure readings will be recorded at 10 minute intervals during the pressurization.
After stabilization, the pressure will be raised to 95 percent of the test pressure and held for 30 minutes,
then the pressurization will be increased to the specified test pressure at a rate not exceeding 0.5
bar/min.
When the pressure reach 100 percent of the test pressure a pressure/Temperature stabilization period
will last a minimum of 4 hours.
When the stabilization has been confirmed (i.e. the previous 4 hours readings will show no pressure
variations of greater than 0.1% of 100% of test pressure), all data will be compiled and presented to
the OMV and third party representatives to get permission to commence the 4 hour hold period.
The pressures and added volumes should be continuously plotted until the specified test pressure has
been achieved.
The plot should be constantly checked and, in the event of any deviation of 10 percent or more from
the theoretical line corresponding to 100 percent water content, the test should be terminated.
The pressure will be released and an investigation shall be carried out to determine the cause of the
deviation prior to re-pressurization.

9.2 Temperature Stabilization


As soon as the test section is filled with water, the stabilisation period will commence
For the temperature measurements, thermocouple type instruments with read-out should be used the
required minimum ambient temperature is +2°C.Pipe wall and ground temperature thermocouples will
be installed at every 5 km of the test section and each end

For the pipe temperature measurements, they should be firmly attached to bare corrosion protection
coating and covered with insulating

For the soil temperature measurements, they should be buried at pipe horizontal center line depth and
0.5 m laterally from the pipe.
The water temperature stabilization period is required for the first four sections and no stabilization
time is required in the following sections since the water temperature has been adjusted to the soil
temperature already in the previous sections.

The test section temperature and the ambient temperature (soil/air/water) shall be plotted against time
during the temperature stabilization period.

Prior to commencing the hydrostatic test, the water temperature shall be within 1.0°C of ground
temperature. This shall be determined as the difference between average pipe temperature and
average ground temperature over the test section length.

Pressure and temperatures, including ambient, shall be recorded every hour during the stabilization
period. The test section/line temperature and the ambient temperature (ground/air) shall be
plotted against time during the temperature stabilization period which shall be minimum 8 hours.

Thermal stabilization shall be considered to have been achieved when a difference not higher than
1.0°C is obtained between the average values of the last two sets of readings. Thermal
stabilization completion shall be approved by Client before pressurization

9.3 Pressurization

9.3.1 PREPARATION OF HYDROTEST

Following the completion of filling line and the stabilization period, the installation of the equipment
and instrument connections, the test section shall be set-up and pressurization of the section shall
commence.
The hydro test cabin pipe-work and high pressure hoses shall be tested to 20 % above the pipeline
test pressure, prior to being used in the testing.

All test instruments shall be calibrated and their valid calibration certificates shall be provided and
copies will be kept in the test cabin.

Test sections shall be isolated by temporary test heads, which has function also as pig launching and
receiving traps. According to the water filling direction, one end of the section shall be upstream, and
the other will be downstream

Pressure pump shall be installed to be visible from test station and be located such that the pump
operator will not be exposed any danger at event of failure. Also, all pressure gauges at the test station
shall be installed to be visible.
Test station shall be surrounded and be isolated with safety warning tapes and barriers.

Test pumps and instruments cabin shall be installed at one of the ends of the test section and test will
be conducted from this test cabin.

The test cabin shall be attended continuously by the test operators, from start of pressuring to
completion of de-pressuring.

All test data which shall be collected from the points along the section shall be communicated to test
control Centre.
All required test data shall be recorded onto record sheets and charts at the control Centre.

Adequate telecommunication facilities shall be provided in the test cabin to collect information to be
transmitted by the operating personnel and send instructions to them.

Power generators and sufficient lighting will be installed at the test station to facilitate continuous
operation around the clock.
Location of the pump shall not be far away from test station for better controlling by the pump operator.
The pump operator shall be aware about test.

During the pressurization stage, make-up water tank shall be connected to pump in order to
compensate water required.

All hoses connected to pump shall have higher pressure rating than the pump pressure rating.

The pressure gauges with property such that test pressure shall be indicated within 30 % and 80% of
full range of gauge shall be used.

At least 2 pressure gauges shall be installed, one on the test manifold and the other on the end of the
test section. Also test pump shall have its own pressure gauge. However, during testing more gauges
are supposed to be installed for better controlling.

The pressure gauges to be used shall be calibrated and certificated valid by 6 months
Ambient temperature shall be measured and recorded by thermometer, thermocouples shall be
installed to measure pipe wall temperature each end of the section.

Readings of pressure and water input volume taken at 1 bar intervals shall be used to plot
the Pressure/Volume graph (P/V plot) as in Figure 1.0 above. The volume of air shall be
estimated by extrapolating back to the axis from the straight part of the plot.

The slope of the linear section of the actual P/V plot shall not differ by more than 10% from the
slope of the theoretical P/V plot.

Method 2:

The air inclusion at 35bar can also be calculated using the formula below:

The estimated air content shall not exceed 0.2% of the internal volume of the test section.

If the air content exceeds 0.2% of the line volume, testing shall be terminated and an
investigation shall be carried out to determine the cause. The test section shall be emptied and
refilled at the discretion of OMV.

10 HYDRSTATIC PRESSURE TEST

10.1 Duration of Hydrostatic Test

The minimum duration for the hydrostatic pressure test will be a six-hour strength test followed by a
24-hour leak tightness test.

The assembly testing shall comprise a six-hour strength test followed by visual examination at the leak
tightness test pressure.

10.2 Strength Test

The pressure shall be maintained during the strength test at TP ± 1 bar by bleeding or adding water
as required. The volumes of water added or removed shall be measured and recorded.

During the test, pressure will be recorded continuously, and the dead-weight tester readings and air
temperatures will be recorded every thirty minutes. The pipe and soil temperature will be recorded at
the beginning and at end of the six-hour test period.

The test section temperature and the ambient temperature against time plot created for the
stabilization period should be maintained.

10.3 Leak Tightness Test

The leak tightness test should commence immediately after the strength test has been completed
satisfactorily. No water shall be added or removed during the tightness test. The test is intended to
demonstrate that there is no leak in the pipeline

10.3.1 Acceptance Criteria


To determine whether any pressure variation is a result of temperature changes or whether a leak is
present, the pressure/temperature changes shall be calculated from the pressure/temperature
equation formula or unless otherwise approved by the Company.

11 POST-TEST REQUIREMENTS

11.1 Depressurizing
After the satisfactory completion of the strength and leak tightness tests, the test section will be
depressurized to hydrostatic head plus 1 bar so that air does not enter into the test section.

Pressure letdown valves shall be opened slowly and depressurizing continued at a rate that does not
generate vibrations in associated pipe-work. Under normal circumstances, no fitting of any type should
be attached to the pressure letdown valve.

If fittings or drain lines are attached, they shall be adequately braced and tied down to prevent
Movement.

Under normal circumstances the depressurization rate shall not exceed 1 bar per minute until the
pressure has been reduced to 40 percent of the test pressure.

Then depressurization should continue at a rate of less than 2 bar per minute. Test pressure shall not
be used for transfer of water from one test section to another.

All record charts shall be signed by TPI, OMV and BIMS

A final test report and test certificate shall be completed and signed by BIMS, OMV, third party
inspection and national authority.

12 RECTIFICATION REQUIREMENTS

12.1 Leak Locating During the Hydrostatic Test


If a leak is suspected, BIMS will reduce the pressure to less than 80 percent of the test pressure before
carrying out a visual examination.
If it is not possible to locate the suspected leak by visual examination, BIMS will use a method which
enables the locating of leaks at test pressure without endangering the personnel carrying out this
activity. When the leak has been found, it will be repaired in accordance with the appropriate
guidelines.

If the hydrostatic test indicates that a leak exists, BIMS shall check all possible sources of leaks by
inspecting all valves, flanges, instrument lines, exposed piping and test equipment.

A visual inspection, throughout the entire section under test, shall be made to check for any wet
patches on the backfill, which may indicate a water leak. Any such areas found shall be exposed, by
hand digging, and further investigated.

At this point, the entire faulty section shall be exposed to locate the leak. BIMS shall repair all leaks
and failures. After repairs are made, BIMS shall refill and re do the strength/leak tightness tests.
Comprehensive records shall be kept in regard to all work performed in locating and repairing all leaks
& failures

13 DOCUMENTATION

13.1 Completion File for Hydrotest


BIMS will keep records of all parameters specified in this specification during each operation. The
hydrostatic pressure test records should be reviewed by Company at the beginning, at the end and at
least once during the test on and off by test Engineer and Company representative and Tunisian
authorities if required.

All recorder charts shall be signed by the test engineer when placed on and taken off the recorder.

All recorder charts taken during the hydrostatic pressure test shall also be signed by Company.
Upon completion of each successful section test, a "Hydrostatic Test Acceptance Certificate” shall be
completed and signed by BIMS and Company representatives.

This shall be supported by original hand-written test data of which photocopies shall be submitted to
Company. A separate certificate shall be completed for each section hydro tested

For each complete pipeline section, BIMS shall compile a "final hydrostatic test report", with a general
introduction including all relevant pipeline data, detailing each hydrostatic pressure test.

The contents, as a minimum, shall include the following as specified herein:


 Originals of all recorder charts;
 All pressure readings;
 All temperature readings;
 Volumes of water added or bled off;
 Instrument Test Certification;
 Air content plot and calculation;
 Pressure and temperature plots against time;
 Pressure/temperature correlation calculation;
