REQUEST FOR PROPOSAL – CONSULTANT FOR SLOPE MAP STUDY

NAME OF PROJECT
Analysis for Action (AA) on Mudflow/Lahar Risks caused by volcanic debris from the Mayon Volcanic
Eruprion

OBJECTIVE
To conduct a slope map study using light detection and ranging (LIDAR) technology to obtain land
elevation levels of cities and municipalities in Albay Bicol Region that can be affected by lahar, these
include the cities of Ligao, Legazpi and Tabaco and the municipalities of Camalig, Daraga, Guinobatan,
Malilipot, Libon, Bacacay and Santo Domingo.

BACKGROUND

On January 13, 2018, the Philippine Institute of Volcanology and Seismology (PHIVOLCS) reported a
phreatic or steam-driven ash eruption from the Mayon Volcano. This was succeeded by regular
pyroclastic flow of fragments, ash and volcanic gas, lava collapses, rockfalls and volcanic earthquakes,
which prompted PHIVOLCS to raise the Alert Level of Mayon Volcano up to Alert Level 4 on January 22.
From March to April, the Alert level was brought down to 2 due to the moderate level of unrest.1

While the volcanic activities of Mayon have declined in general, PHIVOLCS’ resident volcanologists
reports that Mayon had extruded around 65 million cubic meters of volcanic materials since its
eruption, of which 13 million cubic meters are potential lahar sediments.2 Due to the ash and pyroclastic
flows and phreatomagmatic eruption spewed by the continuous activity from Mayon it can produce
huge volume of lahar flows mobilized by heavy rains, according to PHIVOLCS.3 25 to 30 millimetres of
rain for three hours could mobilize newly extruded volcanic materials while 60 mm of torrential rains
could push down old volcanic debris.4 As the Province of Albay is largely on the path of most typhoons
that enter the Philippine Area of Responsibility (PAR), and is frequented by heavy rains from monsoons,
the likelihood of lahar occurring during the rainy season, from June to January, due to the lahar
sediments is very high.

Anticipated risk
According to Dr. Cedric Daep of Albay Public Safety & Emergency Management Office (APSEMO), heavy
to intense rainfall can generate lahar in all river drainage and trigger landslides and excessive erosion
from the pyroclastic and ash flows in the upper-to-middle slopes of Mayon Volcano. Barangays5 from
low-lying areas and communities along river channels face large magnitude lahar causing inundation,
burial and washout. Continuous and strong rain can wash away ash and heavy rock deposits and
boulders coming from volcanic eruptions including old rock deposits that can be mobilized along river
streams and river channels. Greatest lahar flow can consequently be faced by communities along river
channels such as of Daraga, Camalig, Santo Domingo, Guinobatan, Malilipot, Legazpi City, Tabaco City
(Albay) and Ligao City. Further lahar-related flowing, washout and siltation can subsequently occur along
the Yawa River. These communities risk injuries and mass casualty along with the destruction of
markets, roads, livelihoods and critical facilities.

In the past, one of the most devastating disasters in Bicol was caused by lahar spawned by Typhoon
Reming in 2006, where millions of cubic meters of lahar deposited at the slopes of the volcano were
brought down hitting several communities including Legazpi City and the neighbouring town of Daraga.6
Fatalities totaled 1,266, including 740 people missing and presumed dead7. However, lahar flow may
also occur in the case of heavy rainfall, such as that of the Northeast Monsoon (Amihan) last 27th of
January 2018 which brought about moderate to extreme rainfall (30 to more than 100 mm)8 which led
to lahar flow was observed in the Miisi river channel between 1 and 7 pm, as well as "sediment laden
stream flow" that carried sand and rocks near the Santo Domingo bridge9. More than 2,00010 persons
perished when they were buried alive due to the destructive lahar flows that cascaded from the crater
of Mayon Volcano.

The consultancy
This study, proposed to and supported by the Start Network, is under the Analysis for Action Grant of
the Start Fund’s Crisis Anticipation Window. This mechanism will enable HI and CA to undergo
collaborative information gathering and analysis ahead of an anticipated crisis, specifically the threat of
lahar. Furthermore, this study will be used to inform contingency plans and lahar preparedness actions
of the community and local governments to better plan and prepare for the anticipated lahar risk. This
study requires an inter-agency, multi-sectoral, consultative and participatory process to facilitate greater
common situational awareness and analysis to inform evidence-based decision making.

Geographic areas of the study


Cities and Municipalities in Albay, Bicol Region, Philippines, including the Cities of Ligao, Legazpi and
Tabaco and the Municipalities of Camalig, Daraga, Guinobatan, Malilipot, Libon, Bacacay, and Santo
Domingo.

economic policies, disaster risk reduction and climate change adaptation, mining and urban poverty, it
aims to achieve justice and resilience for the poor in the country.

OUTPUT REQUIREMENTS FOR THE STUDY


 High resolution lidar image/data (includes hazard maps, includes terrain variation characteristics
such as slope, relief, topography, elevation, aspect, hill-shade)
 Final output should be in different formats (pdf, jpeg, shape file)
 Dissemination activities and reports (at least 5 at community level, 1 with government
stakeholders, 1 with START NETWORK members in Manila)

OTHER REQUIREMENTS
At all stages (before, during and after) of the study including the dissemination stage and in all processes
of the study the consultant is required to consult and coordinate with relevant institutions and
stakeholders
 Coordinate and involve with APSEMO, PHIVOLCS, PAGASA, local governments in Albay from
provincial to barangay level) to/in: 1) identify preferred and needed output and data 2) field
validation and selection of areas for field validation 3) analyze data collected 4) the
dissemination of output to community members, government authorities, START NETWORK
members and other relevant stakeholders

 Coordinate with affected community members to/in: 1) field validation of lahar prone areas and
safe areas for evacuation 2) facilitate accountability to the community; the consultant is
responsible for ensuring that all relations with communities with which we work are conducted
in a respectful and consultative manner. Due attention must be paid to ensuring that
communities are adequately informed about the study’s objectives, activities and
methodologies

 Coordinate and involve CA, HI, local NGOs and other relevant stakeholders to/in: 1) provide
capacity building on the study 2) field validation activities 3) support dissemination activities

 The consultant will also be required to ensure inclusion and equal participation of women and
men, older persons, persons with disabilities and other vulnerable groups in relevant activities.

 The consultant will also be required to ensure compliance to the following policies:
Gender Policy, Protection from Sexual Exploitation and Abuse (PSEA) Policy, Anti-Bribery and
Corruption Policy, Safety and Security Planning Policy, Monitoring and Evaluation Policy.
