As you know there are three (3) Group Recovery Homes in the Village of
Milford. Occupants are in advanced stages of recovery from "life
altering" addictions, which can include anything from alcohol and/or
prescriptions drugs to any kind of illicit narcotic.

• 434 Peters Road
• 222 Clinton
Caroline:
There were three (3) dispatched CFS at this location for the outlined dates.
There were four (4) additional contacts with subjects who showed their
address to be the Caroline address however the contacts took place at
different locations in the community. A DWLS arrest, medical emergency,
warrant arrest and an attempt suicide. Again, contacts were at a
different location.
Clinton Street:
There were six (6) dispatched CFS at this location for the outlined dates.
Peters Road:
No dispatched CFS at this residence.
There may or may not be other responses to the addresses listed that were
cancelled prior to arrival or medicals where FD advised PD not needed.
However, there were no other calls that had significant direct contact
with Milford Police Officers.
Using the last two (2) full year's data, these residences do not cause an
undue burden to the Milford Police Department.

As you know there are three (3) Group Recovery Homes in the Village of
Milford. Occupants are in advanced stages of recovery from "life
altering" addictions, which can include anything from alcohol and/or
prescriptions drugs to any kind of illicit narcotic.

All these houses are owned and operated by a single company which is
Milford Counseling located on Water Street just off Main. These homes are
regulated by the State of Michigan and are regularly inspected along
with documentation needing to be filed with the state. I had a meeting
with the owner, Rhett Reader, to discuss these homes and his business
model.
None of the residents pay rent specifically to live in the homes, but are in
out-patient treatment programs they attend at Milford Counseling. In most
cases the cost recovery comes from insurance plans or additional private
funding. No programing takes place inside the homes, however each
resident must qualify and be approved to live there during their treatment
duration. In order to be approved to live there each resident must have
displayed a strong desire to overcome their addiction and already be far

into the recovery process. Some residents may be there a few months and
others up to a year as each is judged on a case by case basis. In short,
this is close to being the last step in their formal process. Although,
everyone understands recovery is a life-long challenge.
Residents are encouraged to get out into the community and the owner
has strong long-term ties to Milford. He states he has received great
support from numerous Milford businesses and organizations. Part of his
business model is to keep these homes out of the public eye/scrutiny. This
not only helps the stigma attached to the person but also protects the
privacy of the resident. Any and all complaints, received from neighbors,
are taken seriously and looked at objectively by Milford Counseling.
Again, these facilities are state regulated and inspected. At this time, they
have not been a drain on Police resources and I cannot see any type of
activity/crime pattern as a result of them being in Milford.
