MAY 2018

The following documents were released as a result of an Access to Information request for information
related to US loads of horses admitted or rejected for immediate slaughter, from July 1, 2017 to August
31, 2017. Two loads from June and one in September were also included.
Loads entering Canada during this time did so via one of the following designated ports of entry:

• Coutts, Alberta
• North Portal, Saskatchewan
• Sarnia (Point Edward), Ontario
• Saint-Bernard-de-Lacolle, Quebec
According to these records, 104 trailers carrying 2,808 horses were admitted during this time period; 55
(1,547 horses) were consigned to establishment # 076 - Viande Richelieu, Massueville, Quebec and 49
(1,261 horses) to establishment # 506 - Bouvry Exports, Fort Macleod, AB.

• Serial number 444034

Although the trailer was admitted at the Sarnia border crossing on August 24, 2017 one
horse was reported dead on arrival at Viande Richelieu, on a trailer load originating in
Ohio.
• Serial number 443843
On August 4, 2017 a trailer carrying 30 horses was found to have a stallion mixed with
four mares as well as a sorrel mare identified as Pinto and was refused entry at the
Lacolle port of entry. Times for loading in Pennsylvania and border inspection was not
provided.

The majority of the horses were slaughtered the day following their delivery to the Viande Richelieu
slaughter plant; 140 horses from six loads were slaughtered on the day of their arrival.
The statistics for Bouvry Exports are not known as slaughter confirmation forms for this establishment
were not provided.
Import Conditions for Horses From the United States for Immediate Slaughter

Horses must be sent directly from the Canadian port of entry, in a sealed truck and under licence to
destination, to a slaughter plant approved by the Canadian Food Inspection Agency (CFIA) immediately
after entering Canada. They must be slaughtered within four days of arriving at the plant.

Total number of trailer loads for this time period: 55
o Michigan: 14 loads; 394 horses
o Ohio: 21 loads; 606 horses (1 DOA)
o Pennsylvania: 18 loads; 507 horses; l load containing 30 horses refused
o Missouri: 1 load: 29 horses
o Vermont: 1 load; 11 horses
Thirty-six trailer loads entered Canada at the Sarnia, Ontario (Port Huron, Michigan) port of entry and
another nineteen entered at Saint-Bernard-de-Lacolle, Quebec (Champlain, New York). One load was
refused at Saint-Bernard-de-Lacolle.
Bouvry Exports
Total number of trailer loads for this time period: 49
o Montana: 45 loads; 1,152 horses
o Oregon: 4 loads; 109 horses
One trailer load entered Canada at the North Portal, Saskatchewan (Portal, North Dakota) border crossing;
all others entered at Coutts, Alberta (Sweetgrass, Montana). The trailer crossing at North Portal originated
in Montana.
By comparing tag numbers, dates and times we were able to match the photos included with this request
to the corresponding load; these may be viewed on the last page.
