Examen preliminar de los cursos modelo de la OMI establecidos hace cinco o más años
7 Actualmente existen 72 cursos modelo de la OMI, de los cuales 50 están dentro del
ámbito del Subcomité HTW. De estos 72 cursos modelo, 46 tienen más de cinco años, esto
es, se publicaron en 2011 o anteriormente. De los 46 cursos modelo que tienen más de cinco
años, 29 se derivan del Convenio de formación, y por tanto están dentro del ámbito del
Subcomité HTW. En el presente periodo de sesiones del Subcomité está previsto validar cinco
cursos modelo nuevos, además de los cuatro cursos modelo existentes que han sido objeto
de revisiones exhaustivas.

9 Por lo que respecta a los nuevos cursos modelo sobre la formación básica y
avanzada para capitanes, oficiales, marineros y demás personal a bordo de los buques
regidos por el Código IGF, el HTW 3 elaboró el mandato para el autor del curso con miras a
presentar los proyectos correspondientes en el presente periodo de sesiones. Noruega, autor
del curso, ha informado a la Secretaría de que la labor no pudo ultimarse a tiempo para
presentarla al HTW 4. Por consiguiente, la presentación de estos dos proyectos de cursos
modelo se ha aplazado hasta el HTW 5. Por ello, el Subcomité podrá considerar que el actual
mandato permanece sin cambios, con excepción del calendario, que podría ajustarse tal como
se propone en el cuadro que figura en el párrafo 5.5.
11 Al realizar el examen de todos esos cursos modelo, incluidos los que no se derivan
de las prescripciones del Convenio y el Código de formación, la Secretaría constató que el
curso modelo 3.14 (Coordinador de misiones de búsqueda y salvamento (Manual IAMSAR,
Vol. 2)) se había revisado por última vez en 2003, mientras que los cursos modelo
conexos 3.13 (Coordinador de misiones de búsqueda y salvamento (Manual IAMSAR, Vol. 1))
y 3.15 (Coordinador en el lugar del siniestro de misiones de búsqueda y salvamento (Manual
IAMSAR, Vol. 3)) se revisaron y publicaron en 2014. El Subcomité NCSR, que tiene la
responsabilidad principal y los conocimientos especializados en esta materia, podrá tener a
bien revisar y actualizar el curso modelo 3.14. Por consiguiente, se sugiere señalar esta
cuestión a la atención del NCSR 4.

12 Una vez que el Subcomité haya confirmado y aprobado los autores adecuados de
los cursos modelo a los cuales se les hayan asignado los órdenes de prioridad 1 y 2, será
necesario elaborar los correspondientes mandatos antes de encargar a los autores que
comiencen su labor, de conformidad con la plantilla que figura en el anexo 3 de las Directrices
revisadas, en su forma enmendada por la Secretaría y el HTW 3. Si el Subcomité está de
acuerdo, en la labor podría seguirse el calendario propuesto en el cuadro del párrafo 5.5.
13 A fin de que el mayor número posible de expertos pueda participar en la labor, sería
necesario que el Subcomité constituyera, en el presente periodo de sesiones, grupos de
examen por correspondencia para que examinen los cursos modelo que figuran en la lista del
párrafo 8 supra, a condición de que se encuentren autores de cursos, y que se convenga en
presentar los proyectos de cursos modelo al HTW 5 para su validación. Por consiguiente, el
Subcomité podrá pedir a los Estados Miembros, a las organizaciones internacionales y a otros
expertos interesados que deseen participar en un grupo de examen que proporcionen sus
datos de contacto a la dirección htw@imo.org, indicando la información siguiente:

ANNEX 1
All three model courses are more than 16 years old and require an urgent review in the light
of a number of health and safety-related challenges faced by seafarers. Furthermore,
advancement in medical treatment, including medicines carried on board, require that these
model courses are updated at the earliest opportunity. The International Medical Guide for
Ships, which serves as the primary textbook reference for this model course was
comprehensively revised in 2007 and includes now, in its third edition, the latest revisions of
both the WHO Model List of Essential Medicines and the International Health Regulations.
For example, only 17 of the medicines (34%) in the third edition were listed in the second
edition. As confirmed by IMHA on request by the Secretariat for reviewing the above model
courses for HTW 3, scientific advances have been made during the last 15 years
encompassing new procedures and new equipment and the current model courses do not
reflect the current practice of properly trained first aid responders. Hence, action to review the
model courses should be taken as soon as possible.

Training
This model course requires updating taking into account amendments to the LSA Code and
the various circulars approved by the Maritime Safety Committee in respect to survival
equipment (e.g. resolution MSC.320(89) on amendments to the LSA Code,
MSC.1/Circ.1206/Rev.1 on Measures to prevent accidents with lifeboats. New requirements
on life-saving equipment have been introduced in conjunction with the adoption of the Polar
Code as well as new technologies for SAR equipment (mobile phone applications).
A considerable amount of work has been accomplished by the SAR WG/NCSR in recent years,
especially in respect to cold water survival. There is an urgent need to incorporate the guidance
by updating this model course.
The Assembly, at its 29th session from 23 November to 2 December 2015, adopted resolution
A 29/Res.1106 on Revised guidelines for the onboard operational use of shipborne Automatic
Identification System (AIS). The revision to the guidelines is considered to be of a substantial
nature and concludes the current ongoing work to revise seafarers' guidance documents.
Based on consultations with the Institute for ship safety and technology
(Institut für Sicherheitstechnik/Schiffssicherheit (ISV)1 there is a need to update the model
course from 2000 in due course as the Organization adopted SOLAS amendments directly related
to the subject area (res. MSC.365(93)) and published guidance for ship equipment such as Mobile
Water Monitors (MSC.1/Circ.1472). No reference is made to resolution A.852(20) on
contingency planning for shipboard emergencies. In addition, smoke management systems
have been introduced on board that control ventilation, air condition plants and smoke
extractors. Information on extinguishing agents such as NOVEC or FM 200 that have replaced
halon constitute a health and safety risk to persons on board if not applied properly. New,
highly efficient high-pressure watermist technology has been introduced to the industry, and
since 2004, ship's engine-rooms must have a local, fixed water-based fire protection system
in addition to the fixed gaseous extinguishing system. Hence, there is a need to revise/update
this model course as soon as practicable.

TERMS OF REFERENCE FOR THE COURSE DEVELOPER AND THE REVIEW GROUP
Introduction
1 The Organization, as part of the 2010 Manila Amendments, developed standards for
training, watchkeeping and certification for ………………..
Objectives
2 The development of the new Model Course on …….. should address all competencies
and related Knowledge, Understanding and Proficiency (KUP) requirements of section A-[….]
of the STCW Code, taking into account the guidance of section B-[….] of the STCW Code. The
model course should not exceed the competencies and KUP of the STCW Code but needs to
consider and incorporate the latest technological developments and best practices of the
industry. The model course development should support competency-based outcomes in line
with column 4 of Table A-[….] of the STCW Code. The course should also consider the wide
range of different ship types and their….[…] systems and ………….when operating in different
regions of the world.
Activities
3 The course developer will develop a draft IMO model course on ……….., based on
regulation [….] of the STCW Convention and section A-[….] of the STCW Code, taking into
account the model course development guidance for course developers in
MSC-MEPC.2/Circ.15, annex 3. The references and bibliography should make citations using
the Harvard Style of Referencing while the common abbreviations for IMO model courses in
Part C – Detailed Outline should be retained, e.g. R1 for SOLAS 1974, as amended.
4 The course developer will submit the initial draft to the Head, Maritime Training and
Human Element, who is the designated representative of IMO for review and development of
model courses. The course developer will then prepare a revised draft taking into account any
suggested changes by the IMO designated representative and forward it again to the IMO
Secretariat.
5 The IMO Secretariat will forward the draft model course to its Review Group, who will
then provide any comments and guidance to the course developer for inclusion as appropriate
in the third draft, which will then be returned by the course developer to the Review Group for
final evaluation and comments if any. The course developer will finalize the draft model course
and submit it to the Head, Maritime Training and Human Element of IMO for submission to the
relevant session of the Sub-Committee for consideration and validation.
The IMO Secretariat may conduct a review of the first draft of the
30 June 2017 course for adequacy and consistency with instructions, and suggests
changes, where appropriate.
The course developer will then prepare a draft with revisions from
14 July 2017 the IMO Secretariat. The IMO Secretariat receives the second draft
and forwards the draft model course to the review group.
Reporting
6 The model course should be drafted in English, and IMO should be provided with an
electronic version compatible with Microsoft Word, to be submitted to the Head, Maritime
Training and Human Element with the deadlines for submission for the first and final draft as
outlined in the timeframe below. All parties to the development and review process are
encouraged to exchange comments and information and seek feedback at any appropriate
time. The suggested dates should not serve as limitation for exchange of information.
7 All material shall be prepared in accordance with intellectual property rights and the
copyright remain within the IMO.

IMO model courses are intended for a global audience and must be adaptable to a wide
variety of candidates and teaching resources.

model course should be submitted to the Head of the Maritime Training and Human

are also encouraged to use other resources as may also be available to you.
4) This model course has some common and equal education and training requirements as
are found in the listed model courses. The education and training requirements must use
similar vernacular and be based upon the same information. However, alterations to reflect
individual shipboard departmental requirements are expected.
5) This model course has some common, but lower level education and training requirements
than that found in the listed model courses. These education and training requirements
must use simpler taxonomy or topics to reflect their prerequisite nature.
6) This model course has some common, but higher-level education and training
requirements than that found in the listed model courses. The education and training
requirements must use a more advanced taxonomy or topics to reflect the advanced
nature of the material presented.
9) This model course is to include education and training requirements from other IMO
Instruments.
These specific instructions are to provide the course developer with guidelines to use during
the development of a model course. They are as inclusive as possible. However, the course
developer may, at their discretion and in consultation and agreement of the IMO Secretariat,
adapt these instructions to meet the intent and goals of the Committee/Sub-Committee.
