redistribution of agricultural land (see land reform) or, broadly, to an overall redirection of the
agrarian system of the country, which often includes land reform measures. Agrarian reform can
include credit measures, training, extension, land consolidations, etc. The World Bank evaluates
agrarian reform using five dimensions: (1) price and market liberalization, (2) land reform
(including the development of land markets), (3) agro-processing and input supply channels, (4)
rural finance, (5) market institutions.[1]



 

The Comprehensive Agrarian Reform Program (CARP) is the centerpice program of the Aquino
Administration for economic growth and development . Instituted through Republic Act No.
6657, CARP seeks the massive and rapid increase in agricultural productivity and improvements
of access of the masses to resources, particularly land. It features the redistribution of agricultural
land; the education and organization of beneficiaries, and the delivery of support services-credit,
infrastructure, technology, post harvest and marketing facilities, and the like.
The law was signed by Presidenr Aquino on June 10, 1988 and took effect on June 15, 1988.
The legal basis for CARP is Republic Act 6657 otherwise known as Comprehensive Agrarian
Reform Law (CARL). It is an act instituting a CARP to promote social justice and
industrialization, providing the mechanism for its implementation, and for other purposes. It was
signed by Aquino on June 10, 1988.

The Programang Agraryo Iskolar (PAI), formerly known as the Pres. Diosdado Macapagal Agrarian Scholarship
Program (PDMASP) is an initiative of the DAR in support of the CARP's beneficiary development program. It
provides free college or 2-year ladderized course scholarship grants to poor but deserving dependents of ARBs.
Launched in May 2003, the PAI encourages its grantees to take up agri-related courses, in keeping with the goal of
agricultural modernization in the countryside and to help sustain the gains from the lands awarded to them under
CARP.
As a special project of the DAR, the PAI is under the administration of the Office of the Secretary and managed by
the National Program Office headed by the Director for FIMAS. DAR Regional and Provincial offices also have
their own PAI coordinators.

DAR Region XI led the other DAR offices nationwide when it organized its Regional Integrity Development
Committee (RIDC) in August 2008. Previously, on its own initiative, DAR XI implemented the cascading of the
EHEM! Anticorruption training programs down to the MARO Level starting from 2003 to 2005.
DAR XI strongly supports integrity development initiatives in fulfillment of one of the five (5) organizational
values, that is Fostering Integrity in the Service, and the President's 10-point Agenda.
On July 24, 2009, the Regional and Provincial Integrity Development Committees held a joint meeting to map out
plans for furthering activities on Integrity Development in Region XI. So far, all DARPOs have taken a major step
by conducting their own briefing sessions on Anti-Loafing, Anti-Red Tape and Memorandum Circular # 10 s. 2008
or the Code of Conduct for DAR Officials and Employees.

The DAR, under its advocacy theme "Sulong Agraryo, Sentro ang Tao" gives due credence to the important role and
equal rights of women in the workplace as well as in the rural sector. More so in the successful implementation of
the government's Comprehensive Agrarian Reform Program (CARP). The passing of Republic Act 9700 or the
CARPER Law has added impetus to DAR's affirmative actions towards GAD, especially because the CARPER law
specifically provides for equal access to support services for women and men agrarian reform beneficiaries (ARBs).
Women should be equal and active partners in development, not just passive recipients.
In keeping with this thrust and the issuance of DAR's GAD Operational Directives for 2008, DAR Region XI acted
promptly by establishing a Women's Desk in the regional, provincial and municipal offices. Consequently,
Women's Desk Officers (WDOs) have also been designated in the said offices to further strengthen its ability to
respond to its mandate. Among their functions include the documentation of related complaints/issues, making
referrals to the appropriate agencies, counseling, monitoring of cases, and extending assistance to GAD advocacy
activities, among others.


 


  
  
In line with the issuance of DAR Administrative Order No. 2, Series of 2002 dated May 21, 2002 (
Institutionalization of the Center for Land Use Policy, Planning and Implementation) to effectively implement DAR
Administrative Order No. 01, Series of 2002 dated February 28, 2002 (2002 Comprehensive Rules on Land Use
Conversion), and to provide effective means for the review, evaluation and processing of application for Land Use
Conversion, involving five (5) hectares and below in Region XI, the following have been designated to compose the
RCLUPPI XI:

President Diosdado Macapagal Arroyo Scholarship Program is an innovative resource development activity in
support to the implementation of the beneficiary development program of CARP.
The program is offered to qualified direct decendants of ARBs wherein they are encouraged to take up agriculture-
related courses so that they would be able to make positive contributions to the modernization of agriculture and
countryside development.
In the province of Cavite, the scholarship program paved the way to the realization and fulfillment of college
education of exceptional students of ARBs. As of December 2007, the amount of PhP 138,000 was granted to six
(6) scholars who are still with the program.

Greater Medical Access Sa Bayan-Anihan (GMA) program is a three-model social health insurance program being
implemented by DAR in collaboration with partner agencies (i.e.Philhealth, LGUs, POs/NGOs, Coops etc.) which
aims to provide ARBs and their households access to quality affordable medical services. This program is an
expansion of the DAR Agraryong Pangkalusugan earlier conceptualized. The program works on the same principle
and goal, which is to develop social health insurance systems in ARCs for AREs.
The program is implemented in partnership with the Philippines Health Insurance Corporation (Philhealth) and
People Managed Health Services and Multi-Purpose Cooperative (PMHSMPC), which provide technical assistance
to, identified ARCs for the development of health services support models to ARB development programs.
Under the GMA program, the Department has undertaken information campaign activities such as:
1. orientation and workshops to impart to ARBs the important of availing the said health insurance program;
2. distributor of information campaign materials relating to the program; and
3. coordination activities with various concerned government instrumentalities supportive of the program
The three health insurance models, which the ARBs can choose from, are as follows:
1. DAR-Agraryong Pangkalusugan (DAR-AP) - this is a community-based capability building program designed
primarily to provide quality and affordable health insurance models operated by farmers' cooperatives
2. Support Program (SP) - health insurance is shouldered by LGUs concerned and the Philippine Health Insurance
Corporation
3. Individually Paying Program (IPP) - capable ARBs who can afford to pay their health insurance are encourage to
enroll under this program model.
DARPO - Cavite implemented the Greater Medical Access Program (GMA) in collaboration with the Philippine
Health Insurance Corporation (Philhealth) and the Local Government Units (LGUs). This program further improved
the quality of life of ARBs through the attainment of health security and better access to health services. At the
onset of the program in 2004, there were 3,202 ARBs who benefited with the health insurance program most of
them were sponsored by the local government officials in their respective municipalities. For the years 2005-2007,
there was an enormous decrease in the number of ARBs benefited because they are enrolled as individually paying
members.

The Department conducted last week a Conference with the new DAR Management to firm up the doables on Land
Tenure Improvement, Program Beneficiaries Development and Agrarian Justice Delivery for the second semester of
the year. The three-day conference served as a venue to review regional accomplishments, address issues on the
implementation of RA 9700 and resolve operational, technical and legal bottlenecks. It was also an opportunity for
the Central and Field Officials to orient the new management on the current sectoral programs and their status.
Participants to the conference were the members of the Executive and Management Committee of the Department as
well as Field Officials headed by the Regional Directors, Assistant Regional Directors for Operations, Assistant
Regional Directors for Administration and the Provincial Agrarian Reform Officers II (PARO II).
Agrarian Reform Secretary Virgilio De Los Reyes discussed the thrusts and directions the Department will take in
the next six (6) months highlighting the need to accomplish the targets for the year in terms of land distribution,
provision of support services and delivery of agrarian justice alongside transparency and good governance.
The Department aims to distribute 140, 000 hectares of private agricultural lands to agrarian reform beneficiaries for
the second semester of the year. It also seeks to focus on the DA-DAR-DENR complementation of resources and
services to further enhance the provision of support services.
The Secretary also introduced the incoming members of the DAR ExeCom namely, Undersecretary Anthony
Parungao, Assistant Secretary Mary Frances Pesayco-Aquino, Assistant Secretary Herminia Fe San Juan, Assistant
Secretary Felix Perry Villanueva, and Assistant Secretary DennisN. Barrantes.

AGRARIAN Reform Secretary Virgilio delos Reyes has assured all agrarian reform program major stakeholders
that his administration would be just and fair to all when it comes to deciding land dispute cases.
Delos Reyes made this clear in a dialogue with farmer-beneficiaries recently at the DAR Human Resource
Development Center even as he encouraged all concerned parties to feel free to visit his office and offer comments
and/or suggestions on how a case would be tackled to ensure that his decision would be acceptable to all.
"Let it be known to all that in deciding cases I will make sure that our decision will be beneficial to all, and just and
fair as well," he said.
Delos Reyes, who claimed to have passion in studying and in teaching, gave farmer-beneficiaries a glimpse of what
his administration would be when he tossed to them a problem-solving situation involving an imaginary agrarian
case in a bid to solicit suggestions on how to tackle the issues surrounding the case.
"Please do help me in resolving this case without, however, prejudicing the interest of other beneficiaries," the DAR
chief said, referring to a situation on how to divide a certain properties among beneficiaries, some with lean and
other with bloated family members.
Delos Reyes raised this scenario, saying that there are cases that are similarly situated and the questions often raised
are whether the land should be subdivided according to the number of families or to the number of individuals
qualified to become beneficiaries under existing laws.
"What if one family has only one child and the other has more than one child and also has relatives and/or friends
who were temporarily allowed to occupy certain areas within the subject property?" he asked.
"Rest assured that I will always take into account your comments and/or suggestions before I affix my signature on
all cases made available on my table," he said.

Delos Reyes made this clear in his speech shortly after he assumed office, following a simple turnover ceremony
during Monday¶s flag-raising ceremony where former Secretary Nasser Pangandaman handed to him the DAR flag,
the symbol of authority.Delos Reyes even quoted President Aquino¶s marching order to him pertaining to his job:
³Just do what is right!´The Department of Agrarian Reform (DAR) has been tight-lipped on the case of Hacienda
Luisita after the Supreme Court issued a temporary restraining order in November 2004, enjoining the agency to
observe the status pending resolution of the case.The Cojuangcos appealed to the high court the decision of the
Presidential Agrarian Reform Council (PARC), revoking the stock distribution option (SDO), which gives farmer-
beneficiaries shares of stock instead of farmlots, and ordering the immediate distribution of the 5,000-hectare
property in Tarlac.Delos Reyes also asked the support of the 14,000-strong DAR personnel nationwide to help him
³do our job.´In return, he promised DAR employees that he would do his best to ensure that their mandate is carried
out well within the prescribed period. The Comprehensive Agrarian Reform Program extension with reform
(CARPer) Law will last up to 2014³Many of you have spent the best years of your life in the DAR. I promise you
that your interest will be taken care of come 2014,´ Delos Reyes said, without further elaborating.
