Development of Four Lane Elevated Highway from

New Kelani Bridge to Athurugiriya (To Outer Circular Expressway)

1. BASIC PROJECT DETAILS

 Construction of a four lane Elevated Highway of 17.3 km from New Kelani Bridge (NKB) to
Athurugiriya has planned to implement in two phases.
 This Elevated Highway is planned to develop on Build Operate and Transfer (BOT) basis.
PHASE I; NKB To Rajagiriya

Total Length 6.9 km

Total ramp length 3.6 km

Nominal width of the carriageway 25.4m

No of Lanes 4

Lane width 3.5 m

Phase II; Rajagiriya to Athurugiriya

Total Length 10.4 km

Nominal width of the carriageway 25.4m

No of Lanes 4

Lane width 3.5 m

2. CURRENT STATUS
I. Land Survey

Land Survey has been completed and tracings have been obtained from the Survey Department.

II. Position Of RFP

Three individual Consultants have been deployed through the ADB to draft RFP document and
Concession Agreement.

The Consultants submitted their initial report recommending following PPP models.

i. BOT Annuity Model

ii. BOT Minimum Revenue Guaranty Model

3. FEASIBILITY STUDIES
 Phase I-Being updated by University of Moratuwa.
 Phase II-Cabinet approval has been obtained for consultancy service.
4. ENVIRONMENT IMPACT ASSESMENT

Necessary field and documentation are being carried out by Environmental and Social
Development division of RDA in order to obtain the EIA.

5. RESETTLEMENT ACTION PLAN

RAP is being carried out by Environmental & Social Development (ESD) Division of RDA.
Household survey is completed and report preparation is in progress.

6. GRIEVANCE REDRESS MECHANISM

Will be considered once complaints are received.

7. LAND ACQUISITION AND RESETTLEMENT

Proposals for Land Acquisition have already been prepared.
