‘We ask the Council to develop a policy that would require any document pertaining to work performance going into the personnel file of any employee first be presented to the employee. We also ask that this policy mandate the employee to sign the document and the employee have the ability to respond to the document, in writing and that response be made a part of the file. Furthermore we ask the council to adopt a policy that would require any document placed in an employee's file in violation of this new policy be removed upon discovery and petition to the city council. Councilmembers, ‘As a home buying citizen of the City of Kempner, | respectfully request to be placed on the agenda for the second City Council meeting during the month of April 2018, to speak before you on behalf of the officers of the City of Kempner. As a Representative for the largest Police Association in the State of ‘Texas, | have found many cities of this size commonly find themselves in a constant state of attrition with the Police Department. The common reason | have found for this is bad administration. in the City of Kempner, | find the officers enjoy the Chief they are working for, itis simply the complexity of dealing with the Mayor that is troubling them. | pray we can find a way to meet on common ground that will prevent Kempner from becoming a “training ground” for officers to work a short period of time and then go somewhere they do not have to deal with an unreasonable Mayor. | may be reached via cell phone, 830-456-0244.
