Análisis de la autonomía financiera en el municipio de Hermosillo

Resumen

En 1983 Miguel de la Madrid reforma por octava vez el artículo 115

constitucional, que versa sobre el municipio. Le otorga la facultad para
administrar sus propios recursos, incentivar la descentralización por la vía del
aumento de la autonomía municipal, es decir darle contenido a lo que el mismo
artículo sostiene como base de división territorial y político-administrativa de
la república: “el municipio libre”; por medio de la diminución de la
dependencia financiera. A 35 años de dicha reforma, el municipio de
Hermosillo obtiene alrededor del 50% de sus ingresos enviados desde la
federación, por ende hemos de cuestionar la llamada autonomía municipal
financiera para Hermosillo. El objetivo es analizar por medio de un conjunto de
indicadores sobre la autonomía financiera municipal, los egresos e ingresos del
municipio de Hermosillo, en el periodo de 1989 a 2016. Se demuestra que las
reformas no han aumentado significativamente la autonomía municipal
financiera del municipio.

Abstract

In 1983 Miguel de la Madrid reformed for the eighth time article 115 of the
Constitution, which deals with the municipality. Giving the power to manage
their own resources, encourage decentralization through the increase of
municipal autonomy, that is to say give content to which the same article argues
on the basis of territorial division and political and administrative affairs of the
republic: "free municipality"; by means of the reduction of the financial
dependence. At 35 years of this reform, the municipality of Hermosillo gets
about 50% of their income sent from the federation, therefore we have to
question the so called financial municipal autonomy to Hermosillo. The
objective is to analyze by means of a set of indicators on the municipal financial
autonomy, the expenditures and revenues of the Municipality of Hermosillo, in
the period from 1989 to 2016. It is shown that the reforms have not significantly
increased the financial autonomy of the municipality.
